اس گھر کو آگ لگ گئی گھر کے چراغ سے“
ان ”سیاسی چراغوں“ کو جلد از جلد بجھانے کی کوشش نہ کی گئی تو قوم کو پچھتانے کی مہلت بھی نصیب نہ ہو گی۔ یہ ملفوف وارننگ دیتے ہوئے میں علامہ عنایت اللہ مشرقی کی 1956 والی تقریر کا حوالہ دوں گا۔ لاہور میں اپنے تاریخی خطاب کے دوران علامہ نے کہا تھا،
”مسلمانو!
میں تمہیں خبردار کرتا ہوں کہ ایک ایسا دور آنے والا ہے جو غالباً 1970ء کا دور ہو گا۔ اس دور میں میری آنکھیں دیکھ رہی ہیں کہ ہر طرف سے یورش کا اک طوفان اٹھ رہا ہو گا۔ ملک کے اندرونی حالات بڑے خراب ہوں گے، خون خرابے کا خدشہ ہو گا، نسلی اور صوبائی تعصب کو ہر جگہ ہوا دی جا رہی ہو گی۔ زندہ باد اور مردہ باد کے نعرے ہوں گے۔ ملک کے ٹکڑے ٹکڑے کرنے کے پروگرام بن رہے ہوں گے، میں تمہیں متنبہ کرتا ہوں کہ اگر ملک کی قیادت مضبوط ہاتھوں میں نہ ہوئی تو جان لو کہ اس ملک کا بچنا محال ہو گا۔ ہو سکتا ہے کہ مشرقی پاکستان مغربی پاکستان سے کٹ جائے یا اندرونی خلفشار سے فائدہ اٹھا کر کہیں انڈیا ملک کو ہڑپ نہ کر لے یا ہو سکتا ہے کہ غلط قسم کے لوگ برسراقتدار آ کر پاکستان کو ہندوستان کی غلامی میں دے دیں۔ میں تمہیں 1970ء کے لئے خبردار کرتا ہوں کہ اس وقت کے لئے ابھی سے تیاری شروع کر دو“

یہ تھی بنگلہ دیش کے قیام کی پیش گوئی لیکن نہ تب کسی نے درویش جینوئین کے کہے پر کان دھرے نہ آج کوئی اس درویش کی سنے گا جس نے مجھے خبردار کیا کہ اپنے ہم وطنوں کو خبردار کر دو کہ اگر آنے والے دنوں میں مین سٹریم سیاسی پارٹیوں سے نجات حاصل کرنے میں ناکام رہے تو خاکم بدہن، یہ ملک ”ایکسپلوڈ“ نہیں ”امپلوڈ“ کر جائے گا جیسے بھٹہ اندر ہی اندر بیٹھ جاتا ہے یا جیسے پانی کی جگہ گارا سا نکلنے لگے تو لوگ کہتے ہیں… بور بیٹھ گیا ہے“
مجھے ذاتی طور پر قطعاً کوئی شک نہیں کہ ملک کے خود غرض اور نیم خواندہ حکمران شعوری یا لاشعوری طور پر اس ملک کا بھٹہ بٹھانے میں مصروف ہیں اور اگر اگلے الیکشن (؟) کے بعد انہیں ایک ایک باری مزید مل گئی تو سمجھ لو کہ پھر اللہ ای اللہ۔ جذباتیت اور جہالت کے جو شہکار سرعام یہ جھوٹ بولتے ہیں کہ پاکستان ہمیشہ قائم رہنے کے لئے بنا ہے تو یہ لوگ کتنی ڈھٹائی سے بنگلہ دیش کو بھول جاتے ہیں حالانکہ جو اپنی تاریخ بھول جائیں، تاریخ بھی انہیں بھول جایا کرتی ہے سو سستے سفلے جذبات کو طاق میں رکھتے ہوئے حقیقت پسندی سے کام لیا جائے تو شاید کوئی بہتر اور محفوظ رستہ نکل آئے۔
میں اپنے قارئین سے پُر زور اپیل کرتا ہوں کہ رک رک کر ٹھہر ٹھہر کے علامہ عنایت اللہ مشرقی کی تقریر دوبارہ پڑھیں اور پھر اسے اس شہہ سرخی کے ساتھ ملا کر صورتحال پر غور کریں۔ پاکستان نے 5 ہزار میگا واٹ بجلی دینے کی بھارتی پیشکش قبول کر لی“ مجھے انڈیا سے بجلی ”امپورٹ“ کرنے پر قطعاً کوئی اعتراض نہیں کہ بجلی بچاری ہندو مسلمان یا سکھ نہیں بالکل سو فیصد سیکولر ہوتی ہے اور اگر کوئی ”عالم“ یا نظریہ پاکستان کا ہول سیلر بجلی کے مذہب پر بضد ہو تو پھر یوں سمجھو کہ بجلی ”عیسائی“ ہوتی ہے اور یوں ہر کارآمد شے ”مسیحی“ ہی نکلے گی لیکن میں مسلسل سوچ رہا ہوں کہ اگر چوہے جلانے کے لئے بجلی اور بھجیا پکانے کے لئے سبزی بھارت سے ہی منگانی تھی… کراچی سے لے کر خیبر پختونخوا تک ہم نے ایک دوسرے کی گردنیں ہی کاٹنی تھیں تو اتنی اتھل پتھل، فسادات، قتل و غارت، ہجرت، اجاڑوں اور پناہ گزینیوں کی کیا ضرورت تھی؟ جہاں 20 کروڑ مسلمان ہیں ہم بھی پڑے رہتے! فرمایا ”پاکستان اسلام کی تجربہ گاہ ہو گا“ … اچھا ہے، بہت اچھا ہے، ہر تجربہ چودہ اگست والے ملک میں چودہ طبق روشن کئے دے رہا ہے اور اب اپنے گھر روشن کرنے کے لئے بجلی بھی بھارت سے امپورٹ ہو گی یعنی ہماری زندگی کے لئے ”انرجی“ اور ”پاور“ اس ملک سے آئے گی جس سے علیحدگی کے وقت بڑھک ماری گئی تھی کہ ”مثالی اسلامی ریاست بنائیں گے“ تاجروں، صنعت کاروں، جاگیرداروں اور قبائلی سرداروں سے ملک چھڑا لو تو شاید اب بھی ایسا ہو سکے ورنہ جان لو کہ تاریخ اپنا فیصلہ محفوظ کر چکی… صرف اناؤنسمنٹ باقی ہے جسے نہ کوئی ”لیپ ٹاپ“ روک سکتا ہے نہ فرزانہ راجہ کا لولی پوپ المعروف بے نظیر انکم سپورٹ پروگرام کہ یہی تو فساد کی جڑیں ہیں!

علامہ اقبال: تجدیدِ فکر اسلامی کے نقیب

بیسویں صدی میں جن شخصیات نے اسلامی فکرو تہذیب پر ٹھوس علمی لٹریچر پیش کیا، جنھوں نے فکرِاسلامی کی تشکیلِ نو کے احساس اور جذباتی رجحان کو تبدیل کرنے میں اہم کردار اداکیا، ان میں ایک نمایاں ترین شخصیت علامہ محمد اقبال (۱۸۷۷ء۔۱۹۳۸ء) کی ہے۔ اس بنا پر ہم ان کو دورِ جدید میں تجدیدِ فکر اسلامی کی روایت کا بانی اور بیسویں صدی میں ملّت اسلامیہ پاک و ہند کے ذہن کا اوّلین معمار قرار دیتے ہیں۔
علامہ محمد اقبال کی علمی اور ادبی زندگی کا آغاز انیسویں صدی کے آخری عشرے میں ہوگیا تھا، فروری ۱۹۰۰ء سے وہ انجمن حمایت اسلام لاہور کے جلسوں میں شریک ہونے لگے تھے۔ لیکن قومی زندگی پر ان کے اثرات یورپ سے واپسی (۱۹۰۸ء) کے بعد مرتب ہونا شروع ہوئے۔ ۱۹۱۵ء میں انھوں نے اسرارِخودی شائع کی، جس نے مسلم تصوف سے منسوب جامد سوچ میں ایک تحرک پیدا کیا، اور افرادِ اُمت کو ’اپنی دنیا آپ پیدا کر۔۔۔‘‘ کا زریں نکتہ سمجھایا۔ اس سے ہماری ملّی زندگی کے نئے باب کا افتتاح ہوا۔ پھر انھوں نے ۲۰جولائی ۱۹۲۶ء کو مجلس قانون ساز پنجاب کے انتخاب میں حصہ لے کر اور اس طرح عملی سیاست میں شریک ہوکر تغیر اور تعمیر کے عمل میں مؤثر کردار ادا کیا۔ ان کی مساعی کا ثمرہ اسلامی فکر کی تشکیلِ نو، ملّت کی مزاجی کیفیت کی نئی تعمیر، ایک آزاد قوم کے احیا اور ایک عظیم مسلم مملکت کے قیام کی صورت میں دیکھا جاسکتا ہے۔۱؂
ساتویں صدی ہجری (تیرہویں صدی عیسوی) میں جو کام مولانا جلال الدین رومیؒ (۱۲۰۷ء۔۱۲۷۳ء) نے مثنوی کے ذریعے انجام دیا تھا، اسے بیسویں صدی عیسوی میں علامہ محمد اقبالؒ نے اوّلاً اسرارِخودی (۱۹۱۵ء) اور رموزِ بے خودی (۱۹۱۸ء) اور پھر جاویدنامہ (۱۹۳۲ء) اور پس چہ باید کرد اے اقوام شرق (۱۹۳۶ء) کے ذریعے انجام دیا۔ اسرارِخودی میں جمود اور انحطاط کے اصل اسباب کی نشان دہی کی گئی، تصوف پر یونانی اور عجمی اثرات کی وجہ سے جو حیات کُش تصور مسلمانوں پر مسلط ہوگیا تھا، اس کی تباہ کاریوں کو واضح کیا۔ اسرارِ خودی کا مرکزی تصور: ایمان کی یافت اور اس کی قوت سے ایک نئے انسان (مرد مومن) کی تشکیل ہے۔ رموز بے خودی میں اس اجتماعی، اداراتی اور تاریخی تناظر کو بیان کیا گیا ہے، جس میں یہ انسان اپنا تعمیری کردار ادا کرتا ہے۔ فرد اور ملّت کا تعلق، اجتماعی نصب العین، خلافتِ الٰہی کی تشریح و توضیح، اجتماعی نظم اور ادارات (خاندان، قانون، شریعت وغیرہ) کی نوعیت اور خودی کی پرورش اور ملّی شخصیت کے نمو میں تاریخ کے حصے پر روشنی ڈالی گئی ہے۔
جاوید نامہ علامہ محمد اقبال کے روحانی سفر کی داستان ہے، جس میں وہ عالمِ افلاک کی سیر کرتے ہیں، دنیا اور اس کے ماورا پر بصیرت کی نظر ڈالتے ہیں اور مشرق و مغرب کی نمایندہ شخصیات کی زبان سے آج کی دنیا کے حالات، مسائل و افکار اور مسلمانوں کے ماضی، حال اور مستقبل کے نقوش کو نمایاں کرتے ہیں۔ پس چہ باید کرد اے اقوام شرق میں مغربی تہذیب کے چیلنج کا مطالعہ کرکے بتایا گیا ہے کہ یورپ کی ترقی کا اصل سبب کیا ہے اور مغربی تہذیب کے روشن اور تاریک پہلو کیا ہیں۔ مغرب کی اندھی تقلید سے قوم کو متنبہ کیا گیا ہے، اور ترقی کے راستے کی نشان دہی کی گئی ہے۔ پیامِ مشرق اور ارمغانِ حجاز میں یہی پیغام دوسرے انداز میں بیان کیا گیا ہے، اور اس کا اظہار اُردو کلام میں بھی ہوا ہے۔ خصوصیت سے بانگِ درا کی قومی نظموں میں اور بال جبریل کی ولولہ انگیز غزلوں میں۔ ضربِ کلیم کے بے باک رجز کو خود اقبال نے: ’دورِحاضر کے خلاف اعلانِ جنگ ‘ قرار دیا ہے۔
علامہ محمد اقبال کی نثر کا بہترین حصہ انگریزی میں ہے۔ ڈاکٹریٹ کا تحقیقی مقالہ انھوں نے The Development of Metaphysics in Persiaکے نام سے پیش کیا ہے۔ یہ محض ایک فکری تاریخ نہیں ہے، بلکہ اس کے آئینے میں اسلام پر عجمی اثرات کی پوری تصویر دیکھی جاسکتی ہے۔ اقبال نے تصوف کا جو تنقیدی جائزہ لیا ہے، وہ اصل مآخذ کے وسیع مطالعے پر مبنی ہے۔
علامہ محمد اقبال نے اسلام کے تصورِ مذہب کی علمی اور فلسفیانہ تعبیر اپنے معروف انگریزی خطبات The Reconstruction of Religious Thoughts in Islam(تشکیلِ جدید الٰہیاتِ اسلامیہ) میں پیش کی ہے۔ اس کتاب میں بنیادی طور پر مغرب کے فکری رجحانات کو سامنے رکھ کر انسان، کائنات اور اللہ تعالیٰ کے بارے میں اسلامی تصور کی وضاحت کی گئی ہے، مذہب اور سائنس کے تعلق سے بحث کی گئی ہے اور ذرائع علم کا تنقیدی جائزہ لے کر بتایا گیا ہے کہ عصرِحاضر کے یک رُخے پن کے مقابلے میں اسلام کس طرح عقل، تجربے اور وجدان کی ہم آہنگی قائم کرتا ہے۔ اس بنیادی فکر کی روشنی میں آزادی اور عبادت کے تصور کو واضح کیا گیا ہے، اور ان تصورات کی بنیاد پر قائم ہونے والے تمدن کی خصوصیات پر روشنی ڈالی گئی ہے۔ نیز اسلامی قانون کی مثال دے کر یہ دکھایا گیا ہے کہ اسلامی تمدن میں ثبات اور تغیر کا حسین امتزاج کس طرح قائم ہوتا ہے اور اس کے اندر ہی سے زندگی اور حرکت کے چشمے کس طرح پھوٹتے ہیں۔
مذکورہ بالا انگریزی کتابوں کے علاوہ، وقت کے علمی، تہذیبی، سیاسی اور معاشی مسائل کے بارے میں محمد اقبال نے اپنے خیالات کا اظہار متعدد مضامین، تقاریر، بیانات اور خطوط کے ذریعے بھی کیا ہے۔ یہ سارا نثری ذخیرہ اُردو اور انگریزی مجموعوں کی صورت میں شائع ہوچکا ہے۔۲؂
اگرچہ محمد اقبال کی مخاطب پوری ملت اسلامیہ بلکہ پوری انسانیت ہے، لیکن انھوں نے خصوصیت سے مسلم قوم کے ذہین اور بااثر تعلیم یافتہ طبقے کو خطاب کیا۔ یہ مؤثر اور کارفرما طبقہ، ذہنی اور لسانی روایات سے وابستہ تھا۔ محمد اقبال نے اپنے افکار کے اظہار کے لیے بنیادی طور پر شعر کا پیرایہ اختیار کیا۔ غالباً اس کی وجہ یہ تھی کہ ایک شکست خوردہ قوم کو حرکت اور جدوجہد پر اُبھارنے کے لیے عقلی اپیل کے ساتھ ساتھ جذباتی اپیل کی ضرورت تھی۔ وقت کے چیلنج کا تقاضا محض عقل کو مطمئن کرنا نہیں تھا، بلکہ اہمیت اس امر کو بھی حاصل تھی کہ جذبات میں تموج برپا کرکے اس جمود کو توڑا جائے، جس میں یہ ملّت گرفتار تھی۔ نیز ایک مدت سے برعظیم پاک و ہند کی ملّت اسلامیہ دولخت شخصیت (split personality) کے مرض میں مبتلا تھی، یعنی اس کے عقیدے اور عقل میں یکسانی اور مطابقت باقی نہ رہی تھی۔۳؂
دوسرے لفظوں میں عقیدہ تو موجود تھا، مگر اس میں وہ حرارت نہ تھی جو جذبے کی خنکی یا سردمہری کو دُور کرسکے اور بے عملی اور مایوسی کی برف کو پگھلا دے۔ عقیدے کا چراغ اگر ٹمٹما رہا تھا تو عشق کی روشنی بھی باقی نہ رہی تھی۔ اس کیفیت نے ’روحانی فالج‘ کی صورت اختیار کرلی تھی، جس سے دین داری کی حِس مجروح ہورہی تھی ؂
بُجھی عشق کی آگ، اندھیر ہے
مسلماں نہیں، راکھ کا ڈھیر ہے
اس کیفیت میں دیرپا تبدیلی اور دُور رس انقلاب کے لیے صرف عقل کی روشنی کافی نہیں ہوسکتی، بلکہ اس کے لیے جذبے کی تپش بھی درکار تھی (یہی، اقبال کے پیش کردہ تصورِ عشق کا پس منظر ہے)۔ علامہ محمداقبال نے جذبے کو مہمیز لگا کر انقلاب پیدا کرنے کے لیے شعر کا جادو جگایا (دوسری جانب اسی زمانے میں مولانا ابوالکلام آزاد نے اس کام کو انجام دینے کے لیے خطابت کا طوفانی راستہ اختیار کیا تھا)۔
مسلم فکر کے زندہ موضوعات، لوازمے اور مباحث میں اقبال کا جو منفرد حصہ ہے، ذیل میں اس کے چند اہم پہلوؤں کی طرف مختصراً اشارہ کیا جاتا ہے:
lتقلید نھیں ، تخلیقی اجتھاد: قدیم و جدید کے درمیان کش مکش کو علامہ محمداقبال نے ’دلیل کم نظری‘ قرار دیا ہے۔ اگرچہ انھوں نے خود ان دونوں مآخذ سے پورا پورا استفادہ کیا، مگر کسی ایک کے سامنے آنکھیں بند کرکے سپر نہیں ڈالی۔ علامہ محمد اقبال کی نگاہ میں زندگی ایک ناقابلِ تقسیم وحدت ہے جس میں ثبات اور تغیر دونوں کا اپنا اپنا فطری مقام ہے۔ اسلام کا اصل کارنامہ ہی یہ ہے کہ اس نے فطرت کے اس اصول کو تسلیم کرتے ہوئے اعتدال کے راستے کو نمایاں کیا۔ علامہ اقبال نے بتایا کہ صحت مند ارتقا اسی وقت ممکن ہے، جب تمدن کی جڑیں ایک جانب ماضی کی روایت میں مضبوطی کے ساتھ جمی ہوئی ہوں، اور دوسری طرف یہ بھی ضروری ہے کہ وہ حال کے مسائل اور مستقبل کے رجحانات سے پوری طرح مربوط ہوں۔ اقبال کی نگاہ میں فدویانہ تقلید، خواہ وہ ماضی کی ہو یا اپنے ہی زمانے کے چلتے ہوئے نظاموں کی، فرد اور قوم دونوں کے لیے تباہ کن ہے۔ صرف تعمیری اور تخلیقی اجتہاد ہی کے ذریعے ترقی کی منزلیں طے کی جاسکتی ہیں۔ یہی وہ راستہ ہے، جو علامہ محمد اقبال نے اختیار کیا۔۴؂
lتصوف نھیں، حرکت و عمل: علامہ محمد اقبال نے مسلمانوں کے ماضی اور حال دونوں پر تنقیدی نگاہ ڈالی۔ ان کے خیال میں مسلمانوں کے زوال کا بنیادی سبب یہ تھا کہ انھوں نے غیر اسلامی اثرات کے تحت ایک ایسے تصورِ حیات کو شعوری طور پر اختیار کرلیا جو اسلام کی کھلم کھلا ضدپر مبنی تھا۔ اس سے ان کی صلاحیتیں زنگ آلودہ ہوگئیں، اس طرح وہ تاریخ اور زمانے کی اہم ترین قوت ہوتے ہوئے بھی تمدنی زوال، سیاسی غلامی اور فکری انتشار کا شکار ہوگئے۔ اس سلسلے میں یونانی اور عجمی مآخذ سے حاصل کیا ہوا تصوف اور اشراق، حددرجہ مہلک اور حیات کُش ثابت ہوا، جس نے مسلمانوں میں زندگی کا غیرحرکی اور جمود زدہ تصور رائج کر دیا۔۵؂ نفی ذات کے فلسفے نے یہاں بھی گھر کرلیا۔ یوں دیکھتے ہی دیکھتے ترکِ دنیا، ترکِ آرزو اور ترکِ عمل کی بنیاد پر جمود اور انحطاط کے مہیب سایے مسلط ہوگئے۔
lمرد مومن کے لیے لائحہ عمل: بگاڑ کے اسباب کی تشخیص کے بعد، علامہ محمد اقبال نے اسلام کے تصورِ حیات اور اس کی بنیادی اقدار کو ان کی اصل شکل میں پیش کیا۔ اسلام کی جو تشریح و توضیح اقبال نے کی ہے، اس کی امتیازی خصوصیت اس کا حرکی (dynamic) اور انقلابی (revolutionary) پہلو ہے۔ کائنات کی سب سے اہم خصوصیت یہ ہے کہ اس میں تخلیقی عمل اور ارتقا جاری ہے۔ کائنات کسی تخلیقی حادثے کا مظہر نہیں ہے، بلکہ اس میں خالق کائنات کی جانب سے کن اور فیکون کا سلسلہ جاری و ساری ہے، گویا جاوداں، پیہم رواں، ہر دم جواں ہے زندگی‘۔ پھر کائنات کی حقیقت کو ’خلق‘ اور ’امر‘ کی نوعیت پر غور کرکے ہی سمجھا جاسکتا ہے۔۶؂ اگر ’خلق‘ میں پیدایش اور وجود کی طرف اشارہ ہے تو ’امر‘ میں سمت اور منزل کی طرف رہنمائی ہے۔
ہر چیز ایک مقصد کے لیے سرگرمِ عمل ہے۔ وجود کا اساسی پہلو بھی احساسِ سمت، مقصدیت، حرکت اور مطلوب کی طرف سعیِمراجعت ہے۔ کائنات، انسان اور تاریخ، ہر ایک میں یہی حرکی اصول کارفرما ہے۔ جسم اگر خلقت کا مظہر ہے، تو روح امن کی آئینہ دار ہے۔ خودی اور اس کی تعمیر اس حرکی اصول کا لازمی تقاضا ہے۔ ترقی اور بلندی کی راہ نفیِ ذات نہیں، اثباتِ خودی ہے، جو خود ایک ارتقائی (evolutionary) اور حرکی عمل ہے۔ روح کی معراج، ذاتِ باری تعالیٰ میں فنا ہوجانا نہیں، بلکہ خالقِ حقیقی سے صحیح تعلق استوار کرنا ہے۔ ایمان اس کا نقطۂ آغاز ہے، عمل اس کا میدانِ کار ہے، اور عشق اس کی ترقی کا راستہ۔
یہی اصولِ حرکت تاریخ میں بھی کارفرما ہے۔ تاریخی اِحیا محض ماضی کے صحت مند رجحانات کے بقا و استحکام کا نام نہیں ہے، بلکہ ابدی اقدار اور تمدّنی نصب العین کی روشنی میں انفرادی اور اجتماعی زندگی کے میدانوں میں تخلیقی اظہار اور تعمیر اور تشکیلِ نو سے عبارت ہے۔ انسان ہی اس ارتقائی عمل کا اصل کارندہ ہے۔ اگرچہ کائنات کی ہر شے اس کی مدد کے لیے فراہم کی گئی ہے، لیکن انسانی زندگی کے کچھ اعلیٰ ترین مقاصد کے حصول کے لیے ہے، اور یہ مقصد ہے منصبِ نیابتِ الٰہی۔۷؂
اسلام وہ طریق زندگی ہے، جو انسان کو اس کام کے لائق بناتا ہے اور تاریخ میں اس حرکت کو صحیح سمت دیتا ہے۔ مردِ مومن اور ملتِ اسلامیہ، کائنات کی اصلی معمار قوتیں ہیں۔ اگر وہ اپنی ذمہ داری صحیح طور پر انجام نہ دیں تو بگاڑ رونما ہوگا، خود ان کے درمیان بھی اور کائنات میں بھی۔
lعقل اور وجدان کا تعلّق: علامہ محمد اقبال نے مذہب کی بنیاد عقل یا سائنس پر نہیں رکھی، بلکہ انھوں نے عقل، تجربے، سائنس اور وجدان، ہر ایک کی اصل حقیقت کو واضح کیا، اور ان کی مجبوریوں اور دقتوں پر روشنی ڈالی۔ اقبال نے بتایا کہ جبلت، عقل اور وجدان کے نقائص کو وحی کی روشنی اور تربیت کے ذریعے ہی دُور کیا جاسکتا ہے۔ ان تینوں کو ایک دوسرے سے ہم آہنگ کر کے انسان کی خدمت اور رہنمائی کے صحیح مقام پر فائز کیا جاسکتا ہے۔۸؂ نومعتزلائی عقلیت اور مغرب کی بے جان سائنس کے مقابلے میں یہ عقلِ سلیم کی فتح تھی۔ اس طرح نبی کریم صلی اللہ علیہ وسلم کا تجربہ اور مشاہدہ مذہبی فکر میں ایک اساسی حیثیت قرار پایا۔ روحانی اور مادی تقسیم کا باطل نظریہ ترک ہوا، اور دونوں کے امتزاج (synthesis) سے متوازن اسلامی زندگی کی تعمیر کی راہ روشن ہوئی۔
lحرکی تصور میں خودی کا مقام:ایمان اور عمل کا باہمی تعلق واضح کرنے کے لیے علامہ محمداقبال نے غیرمعمولی ندرت (innovation) کا ثبوت دیا۔ اقبال کے نظامِ فکر کے مطابق زندگی کا حرکی تصور آپ سے آپ عمل کو مرکزی حیثیت دیتا ہے۔ پھر مذہبی تجربے کی اساسی اہمیت بھی اس سمت میں اشارہ کرتی ہے۔ اثباتِ خودی اور تعمیر شخصیت ایک مسلسل عمل ہے، جس کے بغیر انسان مقامِ انسانیت کو حاصل نہیں کرسکتا۔ نیابتِ الٰہی کے تقاضے صرف تسخیرکائنات اور اصلاحِ تمدّن ہی کے ذریعے انجام دیے جاسکتے ہیں۔ ’خودی‘ ایک بے لگام قوت کا نام نہیں ہے، بلکہ یہ خداپرستی اور اخلاقی تربیت سے ترقی پاتی ہے۔ عشق اس کی قوتِ محرکہ ہے، جب کہ مادی قوت کو دین کی حفاظت اور پوری دنیا میں نظامِ حق کے قیام کے لیے استعمال کرنا اس کی اصل منزل ہے۔ یہی خلافتِ الٰہی ہے، اور یہی انسان کا مشن ہے۔۹؂ اقبال نے مذہب کا یہ انقلابی تصور دیا، جس نے ملّتِ اسلامیہ میں حرکت اور ہلچل پیداکر دی۔
lاسلامی ریاست، بنیادی تقاضا: اس تصورِ حیات اور اس مشن کا لازمی تقاضا ہے کہ خود سیاسی اقتدار اسلام کے تابع ہو۔ نہ صرف یہ کہ اسلام میں دین و دنیا کی کوئی تقسیم نہیں ہے، بلکہ مذہب اور ریاست ایک ہی تصویر کے دو رُخ ہیں۔ اگر دین اور سیاست جدا ہوجائیں تو دین صرف رہبانیت بن جاتا ہے اور سیاست چنگیزیت میں تبدیل ہوجاتی ہے۔ مسلمانوں کی ذہنیت ان کے دین اور دین سے ذہنی وابستگی ہی سے تشکیل پاتی ہے۔ ان کی ریاست، معاشرت اور معیشت، دین کے مقاصد ہی کے حصول کا ذریعہ ہیں۔ اس لیے ضروری ہے کہ اسلام اپنے اظہار کے لیے ریاست اور تمدن کے روپ میں ظاہر ہو۔ مسلمانوں کو ایسے خطۂ زمین کی ضرورت ہے، جہاں وہ اغیار کے اثرات سے آزاد ہوکر اپنے تمدنی وجود کا مکمل اظہار کرسکیں، اور پھر اس روشنی کو باقی دنیا میں پھیلا سکیں۔ اسی عمل کو اقبال نے اسلام کی مرکزیت کہا ہے، اور اسی کے لیے انھوں نے ایک آزاد خطۂ زمین کا مطالبہ کیا۔ آزاد اسلامی ریاست صرف مسلمانوں کی سیاسی ضرورت ہی نہیں بلکہ خود اسلام کا بنیادی تقاضا ہے۔۱۰؂
lتھذیبی غلامی، ایک زھر قاتل: علامہ اقبال نے مغربیت اور اس کے بطن سے رونما ہونے والی مختلف تحریکوں، خصوصیت سے لادینیت، مادّیت پسندی، قومیت پرستی، سرمایہ داری، اشتراکیت اور اباحیّت پسندی پر کڑی تنقید کی۔ انھوں نے بتایا کہ ان باطل افکار و نظریات کے لیے اسلام میں کوئی گنجایش نہیں ہے، نیز یہ کہ فی الحقیقت یہی تحریکیں انسان کے دکھوں اور پریشانیوں کا سبب ہیں۔۱۱؂ مسلمانوں کی نجات ان کی پیروی میں نہیں، بلکہ اپنی خودی کی یافت اور دین اسلام کے احیا میں ہے۔ اقبال نے بار بار خبردار کیا کہ اگر انھوں نے مغرب کی تقلید کی روش کو اختیار کیا، تو یہ راستہ ان کی خودی کے لیے زہرقاتل ہوگا۔ زندگی اور ترقی کا راستہ نہ تو ماضی کی اندھی تقلید میں ہے اور نہ وقت کے نظاموں کی فدویانہ پیروی اور جاہلانہ غلامی میں۔۔۔ یہ راستہ اسلامی تعمیرنو کا راستہ ہے، جو اثباتِ خودی، احیاے ایمان، تعمیراخلاق، اجتماعی اصلاح اور سیاسی انقلاب کے ذریعے حاصل ہوسکتا ہے۔ اس کے ذریعے نہ صرف سیاسی غلامی سے بھی نجات حاصل ہوسکے گی، بلکہ اس سے زیادہ خطرناک ذہنی، تمدنی اور تہذیبی غلامی سے بھی رہائی مل جائے گی۔ پھر وہ جو ’زمانے کے غلام‘ بننے پر قناعت کر رہے ہیں وہ آگے بڑھ کر ’زمانے کی امامت‘ کا فریضہ انجام دے سکیں گے، اور یہی ملت اسلامیہ کے کرنے کا اصل کام ہے۔
علامہ محمد اقبال نے ایک طرف دینی فکر کی تشکیلِ نو کی اور اسلامی قومیت کے تصور کو نکھارا، دوسری طرف ملّی غیرت اور جذبۂ عمل کو بیدار کیا۔ مغربی افکار کے طلسم کو توڑا اور قوم کو تمدنی اور سیاسی اعتبار سے اسلام کی راہ پر گامزن کرنے میں رہنمائی دی۔ یہی اقبال کا اصل کارنامہ ہے اور اسی بنا پر وہ بیسویں صدی کی اسلامی فکر کے امام اور اس میں تجدید کی روایت کے بانی اور رہبر ہیں۔

In a 2007 article from the London Guardian titled, "Bush handed blueprint to seize Pakistan's nuclear arsenal," it is stated that fears of destabilization inside Pakistan might prompt the United States to occupy Islamabad and the provinces of Punjab, Sindh, and Baluchistan in an attempt to secure Pakistan's nuclear warheads. Behind thisreport is Fredrick Kagan, brother of the equally sloven Robert Kagan of the Foreign Policy Initiative, yet another contrived, corporate fueled warmongering think-tank.

Fredrick Kagan sits within the American Enterprise Institute (AEI). AEI's board of trustees represents a wide variety of corporate-financier interests including those of the notorious Carlyle Group, State Farm, American Express, and Kohlberg Kravis Roberts & Co (also of the CFR). War criminal Dick Cheney also acts as a trustee. Joining Kagan as members of AEI's "research staff" are warmongers Newt Gingrich, John Bolton, Richard Perle, John Yoo, and Paul Wolfowitz.

While the sense of self-importance these degenerates shower upon themselves may seem comical, with titles like "senior fellow" and "resident scholar," the fact that their "policy research" usually becomes corporate subsidized "policy reality" and subsequently the American people's unending nightmare, is enough reason to keep tabs on them. For instance Fredrick Kagan was supposedly the architect behind the US troop surge in Iraq. And while we may kid ourselves that with Obama taking office the agenda of these supposed Neo-Conservatives is sidelined, Paul Wolfowitz' plan to overthrow the nations of the Middle East, now being fully executed with US-funded revolutions, probably couldn't have been done without the veil of "left-cover."

Kagan's report regarding Pakistan's partial occupation and the seizure of its nuclear arsenal is founded on what may first appear to be a reasonable concern; the fear of Pakistan collapsing and its nuclear arsenal falling into the wrong hands. According to Kagan's narrative, Islamic extremists seizing Pakistan's nuclear arsenal pose as much a threat today as "Soviet tanks" once did.

It's not terrorists, it's China

What Kagan leaves out is the very source of this destabilization and America's overall grand strategy in the region. America's continued presence in Afghanistan as well as its increasingly aggressive "creep" over the Afghan-Pakistani border has been justified under the ambiguous and omnipresent threat of "terrorism." In reality, the true goal is to contain the rise of China and other emerging economies using the pretense of "terrorism." Destabilization via foreign-funded ethnic insurgencies, regime change via foreign-funded sedition, and a regional strategy of tension between power brokers in Beijing, New Delhi, and Islamabad have for years attempted to keep in check not just China and Pakistan's rise, but India's as well.

This is not merely speculative conjecture. China itself has recently accused the United States of directly attempting to destabilize their nation as well as using the pretense of "terrorism" as a means to hobble China's growing influence. In an April 2011 Reuters report, it was stated that "a senior domestic security official, Chen Jiping, warned that "hostile Western forces" -- alarmed by the country's rise -- were marshalling human rights issues to attack Party control." Compounding China's accusations are open admissions by the US State Department itself declaring that tens of millions will be spent to help activists circumvent China's security networks in an effort to undermine Beijing. This comes after it has been revealed that the entire "Arab Spring" was US-funded.

The issue of Pakistan in regards to China is not merely a figment of a paranoid Beijing's imagination, it is stated policy circulating throughout America's corporate-funded think-tanks. Selig Harrison of theSoros funded Center for International Policy has published two pieces specifically calling for carving off of Pakistan's Baluchistan province, not as part of a strategy to win the "War on Terror," but as a means to thwart growing relations between Islamabad and Beijing.

In "Free Baluchistan," he explicitly calls to "aid the 6 million Baluch insurgents fighting for independence from Pakistan in the face of growing ISI repression." He continues by explaining the various merits of such meddling by stating, "Pakistan has given China a base at Gwadar in the heart of Baluch territory. So an independent Baluchistan would serve U.S. strategic interests in addition to the immediate goal of countering Islamist forces."

In a follow up article titled, "The Chinese Cozy Up to the Pakistanis," Harrison begins by stating, "China’s expanding reach is a natural and acceptable accompaniment of its growing power—but only up to a point. " He thenrepeats his call for meddling in Pakistan by saying, "to counter what China is doing in Pakistan, the United States should play hardball by supporting the movement for an independent Baluchistan along the Arabian Sea and working with Baluch insurgents to oust the Chinese from their budding naval base at Gwadar. Beijing wants its inroads into Gilgit and Baltistan to be the first step on its way to an Arabian Sea outlet at Gwadar."

The very suggestion of fomenting armed violence simply to derail sovereign relations between two foreign nations is scandalous and reveals the absolute depths of depravity from which the global elite operate from. It is quite clear that the "War on Terror" is but a pretense to pursue a policy of regional hegemony with the expressed goal of containing China. This in turn, is part of a greater strategy covered in the 2006 Strategic Studies Institute report "String of Pearls: Meeting the Challenge of China's Rising Power across the Asian Littoral." Throughout the report China's growing influence and various means to co-opt and contain it are discussed. SSI makes special note to mention engaging with all of China's neighbors in an effort to play them off against Beijing 
in order to maintain American preeminence throughout Asia.

Destabilizing Pakistan 

In addition to the Gwadar port in Pakistan's Baluchistan region, China has also built dams, roads, and even nuclear power plants in the country. China has also supplied Pakistan with a tremendous amount of military technology.The only cards America seems to have left in its hand to counter this growing relationship are threats of destabilization, the subsequent stripping of Pakistan's nuclear arsenal, and Pakistan's Balkanization into smaller, ineffectual states.

In a 2009 article by Seymour Hersh titled, "Defending the Arsenal," much attention was given to the immense amount of suspicion and distrust Pakistan views America with. In particular, distrust is garnered over America's obsession with "defending" Pakistan's nuclear arsenal. Under the pretense of "helping" Pakistan if ever it fell into chaos, America has been trying to ascertain the location of Pakistan's nuclear weapons as well as the trigger assembles kept separate as a security measure.

While America supposedly "fears" destabilization, concurrently, the effects of their war with the Taliban on the Afghan-Pakistan border has overtly stirred up instability inside Pakistan. At one point, Hersh describes Islamabad's request for predator drones to conduct the attacks themselves, which was denied. They then asked for America to at least pretend to have given the drones to Pakistan and give them Pakistani markings - this was also denied. In fact, it seems almost as if the war against the Taliban, especially the drone campaign, is being used specifically to stir up the Pashtun minority and aim them at Islamabad, just as Harrison had suggested the Baluchistan insurgents be used to carve off Pakistan's southwest coastal region.

This brings us back to Fredrick Kagan's "blueprint," which is summed up in a New York Times piece co-authored with Brookings Institution's Michael O'Hanlon. Their article titled, "Pakistan's Collapse, Our Problem," describes the complete collapse of the Pakistani government, overrun by "extremists." It goes on to describe "Pro-American moderates" within the Pakistani army in need of US forces to help them secure Islamabad and their nuclear arsenal. Several options are given for where the nuclear weapons could be stored safely, all of them involve US oversight. This would give the US an ideal geopolitical scenario that would permanently Balkanize the country along Pashtun, Baluchi, and other ethnic minority lines, and result in a permanent Western presence inside the country.

The article then goes on to say larger military operations to take back Balkanized sections of the country could be undertaken, "If a holding operation in the nation’s center was successful, we would probably then seek to establish order in the parts of Pakistan where extremists operate. Beyond propping up the state, this would benefit American efforts in Afghanistan by depriving terrorists of the sanctuaries they have long enjoyed in Pakistan’s tribal and frontier regions."

It should be noted that co-author Michael O'Hanlon also contributed to the "Which Path to Persia?" report which described how using foreign-funded armed insurgency, foreign-funded popular revolutions, co-opting members of the military, and covert military operations could be used to topple Iran's government. In Iran's case, this plan has already gone operational. In Pakistan's case it seems all but a foregone conclusion that it is at least being attempted.

If Kagan's plan were executed after sufficient instability and justification had been created, China's holdings in Pakistan would be entirely eliminated, with Pakistan itself becoming a permanent extension of the unending US occupation of Afghanistan. This explains China's initial reaction to the "Bin Laden" hoax. Immediately recognizing the unfolding implications, China rushed to Islamabad's defense calling for support from the international community for Islamabad. China also criticized America's intrusion into Pakistan's sovereign territory.

The US raid incensed the Pakistani people, attempted to drive a wedge between the military and the government, as well as gave rhetorical leverage to the US over Islamabad and the Pakistani military. The suggestion by the US that "Bin Laden" had a support network inside Pakistan's military appears to be an initial attempt to usher in some form of Kagan's "nuke-napping" invasion plan. With Beijing openly accusing the US of interfering in its internal affairs and with the "Arab Spring" quickly turning into regional warfare, there is no turning back for the globalists.

The corporate-financier oligarchs and their many helping hands are a degenerate elite who have spent their entire lives sheltered from the consequences of their actions. It has always been the soldiers and the taxpayers who bore the brunt for their delusions of grandeur. To them, war is a cost-benefit analysis, and like their financial pyramid schemes that only get bigger and bigger, so too their gambles with our lives and treasure. It appears that they are quite willing to destabilize Pakistan, a nation with 170 million people, and risk war, a nuclear exchange, and a possible confrontation with China and Russia in the process.

The man who devised the Bush administration's Iraq troop surge has urged the US to consider sending elite troops to Pakistan to seize its nuclear weapons if the country descends into chaos. In a series of scenarios drawn up for Pakistan, Frederick Kagan, a former West Point military historian, has called for the White House to consider various options for an unstable Pakistan.

These include: sending elite British or US troops to secure nuclear weapons capable of being transported out of the country and take them to a secret storage depot in New Mexico or a "remote redoubt" inside Pakistan; sending US troops to Pakistan's north-western border to fight the Taliban and al-Qaida; and a US military occupation of the capital Islamabad, and the provinces of Punjab, Sindh and Baluchistan if asked for assistance by a fractured Pakistan military, so that the US could shore up President Pervez Musharraf and General Ashfaq Kayani, who became army chief this week.

"These are scenarios and solutions. They are designed to test our preparedness. The United States simply could not stand by as a nuclear-armed Pakistan descended into the abyss," Kagan, who is with the American Enterprise Institute, a thinktank with strong ideological ties to the Bush administration, told the Guardian. "We need to think now about our options in Pakistan,"

Kagan argued that the rise of Sunni extremism in Pakistan, coupled with the proliferation of al-Qaida bases in the north-west, posed a real possibility of terrorists staging a coup that would give them access to a nuclear device. He also noted how sections of Pakistan's military and intelligence establishment continued to be linked to Islamists and warned that the army, demoralised by having to fight in Waziristan and parts of North-West Frontier Province, might retreat from the borders, leaving a vacuum that would be filled by radicals. Worse, the military might split, with a radical faction trying to take over Pakistan's nuclear arsenal.

Kagan accepted that the Pakistani military was not in the grip of Islamists. "Pakistan's officer corps and ruling elites remain largely moderate. But then again, Americans felt similarly about the shah's regime and look what happened in 1979," he said, referring to Iran. The scenarios received a public airing two weeks ago in an article for the New York Times by Kagan and Michael O'Hanlon, an analyst at the Brookings Institution, who has ties to the Democrats.

They have been criticised in the US as well as Pakistan, with Kagan accused of drawing up plans for another US occupation of a Muslim country. But the scenarios are regarded with some seriousness because of Kagan's influence over thinking in the Bush administration as the architect of the Iraq troop surge, which is conceded to have brought some improvements in security.

A former senior state department official who works as a contractor with the government and is familiar with current planning on Pakistan told the Guardian: "Governments are supposed to think the unthinkable. But these ideas, coming as they do from a man of significant influence in Washington's militarist camp, seem prescriptive and have got tongues wagging - even in a town like Washington, built on hyperbole." Kagan said he was not calling for an occupation of Pakistan.

"I have been arguing the opposite. We cannot invade, only work with the consent of elements of the Pakistan military," he said. "But we do have to calculate how to quantify and then respond to a crisis that is potentially as much a threat as Soviet tanks once were. Pakistan may be the next big test." The political and security crises there have led the Bush administration to conclude that Pakistan has become a more dangerous place than it was before Musharraf took over in the coup of October 1999.

One Pentagon official said last week that the defence department had indeed been war-gaming some of Kagan's scenarios. A report by Kagan and O'Hanlon in April highlighted their argument. "The only serious response to this international environment is to develop armed forces capable of protecting America's vital interests throughout this dangerous time," it said. But in Pakistan, aides to Musharraf yesterday dismissed Kagan's study as "hyperbole".

Pakistan and the US: A Too-Close Embrace?

It is of little surprise that in the weeks following the killing of Osama bin Laden, al-Qaeda’s leader, in a Pakistani military garrison town, the Pakistani relationship with the United States has been described using various analogies of romantic dysfunction: as an abusive relationship, as one partner cheating on another, and as a failing marriage where the partners stay together for the sake of the children.
The children, in this case, being various distinct (but linked) violent, armed groups that are waging war on both parties, separately and at times in concert.
But if the relationship between these states really is a romantic entanglement gone wrong, then the latest batch of US embassy cables to be leaked by the whistleblowing website Wikileaks is like having access to the email and text message exchanges between the two, revealing the many faces of the partnership.
In short, the cables show that while the Pakistani government wears a certain face in public, rejecting US missile strikes on its territory and military cooperation on Pakistani soil with aggressive rhetoric about sovereignty, in private, both military and civilian officials approve (or "acquiesce", to use a term from one of the cables) to both of these.
The result is a relationship that is one thing in the confines of closed door meetings and quite distinctly another in the harsh light of day. There is repeated reference in the cables, released through the Pakistani newspaper Dawn, to the potential fallout of any of the topics of conversation (from US drone strikes to the presence of US Special Forces providing Pakistani paramilitary troops with intelligence support) becoming public: an understanding that were the private face to impinge on the public, it would have to retaliate.
First, however, the facts.


The faces of co-operation
The most obviously contentious issue when it comes to the relationship between the two countries is that of the repeated violations of Pakistan's sovereignty, as that country describes it, that are US missile strikes launched by Predator drone aircraft in Pakistan's tribal areas. 


Previously released cables have indicated that there is indeed tacit support from the Pakistani government and military for these strikes, even as the same officials who agree in private condemn them in public.


The latest batch of cables further corroborates those claims.
In one cable, dated February 11, 2008, Pakistani Chief of Army Staff General Ashfaq Pervez Kayani, requests "continuous Predator coverage" of Waziristan (in the Federally Administered Tribal Areas, or FATA). Kayani was meeting with US Admiral William J Fallon, then the US CENTCOM commander, who offered the Pakistani general the use of US Joint Tactical Aircraft Controllers - troops specially trained to direct air strikes from forward operating positions on the ground - instead. At this, Kayani demurred, suggesting that the presence of "US JTACs on the ground would not be politically acceptable", the cable says.
It is unclear whether Kayani was requesting that the drones fly surveillance or strike missions.
'Zardari noted he would be willing to "take the political heat" of a cross-border raid if a really important high value target was captured.'
In another cable, dated March 24, 2008, Kayani briefs Admiral Mike Mullen, the US Chairman of the Joint Chiefs of Staff Committee, on various issues, from politics to the combat effectiveness of the Pakistani Frontier Corps paramilitary force.
In the meeting, Mullen "asked Kayani for his help in approving a third Restricted Operating Zone (ROZ) for US aircraft over FATA".
An ROZ is a "box" of airspace which the US or NATO's International Security Assistance Force (ISAF) in Afghanistan would be permitted use of. Implicit in the request is the fact that two ROZs have already been approved and are in use.
Speaking to Al Jazeera, Haider Mullick, a fellow at the US Joint Special Operations University and the Institute for Social Policy and Understanding, said that it is likely that FATA has been divided, for operational purposes, into northern, central and southern "boxes".
In another cable, dated October 2, 2009, an official at the Pakistani government's FATA Secretariat responds to a query from a US diplomat regarding the expected effectiveness of Pakistani military operations in South Waziristan by saying that "the Army thought they had the capability and that the US could assist with continued strikes".
The official goes on to emphasise that it is "important that the US launch strikes against [Lashkar-e-Islam leader] Mangal Bagh", who has been a thorn in the side of Pakistani forces, but whose group is not generally targeted by US strikes as it does not directly operate in Afghanistan.
The cable concludes that the official "remains a strong advocate of US strikes". Indeed, he goes as far as to suggest that the US engage in "follow-on attacks immediately after an initial strike", as, in his assessment, "the only people in the area are terrorists" following a missile strike.
The US, however, appears aware of the distinction between the Pakistani government's statements in private and in public. In a cable sent to Washington by then US Ambassador Anne Patterson, she notes with growing alarm the dissonance between the two sets of statements, in response to a US missile strike in Bannu, a settled area that is outside FATA.
"As the gap between private [Pakistani government] acquiescence for U.S. action and public condemnation grows, Pakistani leaders who feel they look increasingly weak to their constituents could begin considering stronger action against the US, although we have yet to see any indication that such a decision is on the table," she says in the cable dated November 24, 2008.
Finally, in an interesting note, dated October 6, 2008, about a meeting with Asif Ali Zardari, the Pakistani president, Ambassador Patterson says that "Zardari noted that he would be willing to 'take the political heat' of a cross-border raid if a really important high value target was captured".
Osama bin Laden, of course, would have been identified as such a high-value target, throwing the Pakistani government's statements about the US unilateral cross-border raid that resulted in his death being counterproductive to good relations in an interesting light.


Beyond drones
In addition to statements on drones, there are also multiple references in the new cables to the presence of US Special Forces troops on the ground in Pakistan, acting at least twice in concert with Pakistani forces in an intelligence-support capacity, and also as trainers. While Pakistan has publically spoken of the presence of US trainers for its paramilitary forces, it has never admitted to their presence on combat missions.


In a cable dated October 9, 2009, Ambassador Patterson writes that the Pakistani military approved a request for "U.S. SOC(FWD)-PAK [US Special Operations Command (Forward)-Pakistan] to deploy to Wana, South Waziristan and Miram Shah, North Waziristan, in the FATA, in order to provide intelligence, surveillance and reconnaissance (ISR) and general operational advice to the 11 Corps' 9th and 7th Divisions".


She notes that the initial assessment saw the deployment of six personnel each to Wana and Miram Shah, equipped with "a live downlink of unmanned aerial vehicle (UAV) [drone] full motion video", indicating that drone missions would be flown in conjunction with the 11 Corps' operation.

She also notes that this would be the second such mission, following on from a September 2009 operation in which "four SOC(FWD)-PAK personnel who were embedded with the Frontier Corps (FC) at Khar Fort, in Bajaur Agency in the FATA, provided ISR [intelligence, surveillance and reconnaissance] for an FC operation (reftel).  This support was highly successful, enabling the FC to execute a precise and effective artillery strike on an enemy location".


Patterson writes that the increased cooperation is a result of "patient relationship-building with the military", but notes that the deployments are "highly politically sensitive because of widely held concerns among the public about Pakistani sovereignty and opposition to allowing foreign military forces to operate in any fashion on Pakistani soil". She concludes that if the deployments were to become public knowledge, the Pakistani military "will likely stop making requests for such assistance".


Another cable notes the existence of "Intelligence Fusion Cells [IFCs] with embedded US Special Forces with both SSG [Special Services Group, Pakistan's elite commando unit] and Frontier Corps (Bala Hisar, Peshawar)".


Yet another says that US special forces at the IFCs were aiding Pakistani FC troops with "imagery, target packages and operational planning".


Mullick, the defence analyst, says the IFCs would "combine intelligence, surveillance and reconnaissance (ISR) resources from American and Pakistani intelligence sources to plan, support and evaluate joint and complementary operations. For example, on occasion they share human intelligence contacts, live drone feeds, signals intelligence, etc.


"In some of these fusion centres you could find CIA, DIA [Defence Intelligence Agency], ISI [Pakistan’s Inter Services Intelligence] and Pakistani military intelligence officers working in concert with Pakistani Frontier Corps and SSG intelligence officers."


Further, in a "scene-setter" for General Kayani's visit to the US in early 2009, Patterson notes that Kayani will be expected to "request increased intelligence sharing (real-time [Signals Intelligence] and ISR)".


The existence of the IFCs, and mentions of "ROVER equipment" would indicate that the Pakistani military is receiving live feeds from drones flying over Pakistani airspace on certain occasions through US troops using Remote Operations Video Enhanced Receivers (ROVERs).


Mullick notes that the US military provided "critical ISR support to Pakistani 11 Corps and Frontier Corps (North) during the South Waziristan Operation 2009", with signal intercepts proving "critical" in locating key Pakistani Taliban leaders.


The February 2009 scene setter also refers to Pakistan's coordination with NATO and US troops in Afghanistan improving "dramatically".  Mullick notes that both sides have been providing support to one another by "block[ing] insurgent border crossings and shar[ing] ISR", though there are other areas in which cooperation has been more complicated.


Other analysts, such as retired Pakistani Brigadier Shaukat Qadir, say the US has not been doing enough, and that during that operation the 2009 South Waziristan operation, ISAF forces actually vacated six border posts on their side, "allowing [Pakistani Taliban leaders] to escape". He added that the nature of the US troop surge in Marja in 2010 was such that Pakistani closing of border crossings would have been "ineffective", as the US was attacking "unidirectionally", rather than forcing Taliban fighters to the Pakistani border.


Following the release of these cables, the Pakistani military issued a "categorical" denial of both the presence of US troops in the Pakistani tribal areas (and at the Bala Hisar IFC), and of Pakistani requests for US drone support. The Inter Services Public Relations (ISPR) division, which issued the statements, said there has only "been sharing of technical intelligence in some areas".


Maintaining the divide
In several places, the cables note the precarious balance of the two-faced nature of Pakistan's position on cooperation with the United States.


After the 2008 drone strike on Jani Khel, in Bannu, referenced in the earlier mentioned November 24, 2008, cable, Patterson noted that the strike was being seen publically as a "watershed event", since it was on a settled area in "Pakistan proper".


She warns that the strike had drawn condemnation from across the political board, and could push Pakistan's "private acquiescence" to the strikes to breaking point. Indeed, since that strike, only one other such strike has taken place outside of the tribal areas: it was again in Jani Khel, Bannu, in March 2009.


Wherever US deployments are mentioned, there is usually a quick reminder that if this information were to be made public, it would likely have negative political consequences and force the Pakistanis into adopting a harsher stance in working with the US.


In fact, in one cable, dealing with the United States' sale of F16 aircraft to Pakistan, Patterson suggests that despite the fact that Pakistan will likely not be in a position to fully pay for the aircraft it has ordered, "walking away from this symbol of renewed post-9/11 cooperation would cause enormous political consequences", adding that it would make it more difficult to continue counterinsurgency co-operation along the Pakistan-Afghan border.


In the 2008 meeting with Admiral Mullen, Kayani cautions against the Pakistani need for US military trainers being publicised "because it implied that the Pakistani Army was not capable of facing down the militant threat". Kayani repeatedly asks for equipment over training, the cables show, while the US takes the contrary view, suggesting that counterterrorism training for Pakistani forces is both desirable and necessary.


Tensions at melting point
In the wake of the operation to kill Osama bin Laden (and the questions this raised about Pakistani complicity and/or incompetence in the matter) and the ensuing high tensions between the two countries, these revelations serve only to further raise the temperature on a partnership already at melting point.


Following the release of the cables, the Los Angeles Times reportedthat Pakistan has ordered the closure of three IFCs. The order came shortly after a demand for the US to further reduce its troop footprint in the country, with a significant cutback of trainers expected.


On the US side, following a visit by US Secretary of State Hillary Clinton and Admiral Mullen to Islamabad, it would now appear that a Pakistani military operation in North Waziristan is on the cards, with initial strikes already launched in the agency. Pakistan has previously resisted launching such an operation, saying its troops are stretched too thin by other operations.


Pakistan has denied that it is launching such an operation.
'As the gap between private [government] acquiescence for US action and public condemnation grows, Pakistani leaders who feel they look increasingly weak to their constituents could begin considering stronger action against the U.S., although we have yet to see any indication that such a decision is on the table.'


The reality of the relationship, as further illustrated by many of the newly released cables, is that the Pakistan-US relationship is seen, both from the outside and internally, as something that is constantly tenuous - a partnership that is always in a delicate balance.


The cables reveal, too, a certain gap in the two countries' strategic understanding of the geopolitical neighbourhood. US diplomats repeatedly note that Pakistan's calculus is driven by its perceived need for "strategic depth" in Afghanistan in case of a conflict with India, who it considers its primary threat, going as far as to solicit from General Kayani what "political end state in Afghanistan would convince him to end proxy support for militants". They also suggest that a solution to the Kashmir issue would greatly serve to downgrade Pakistan’s fears regarding India, and that "enhanced [US government] efforts in this regard should be considered".


But what the cables do not pick up on is that Pakistan's calculus of the situation goes beyond these two issues. On a more fundamental level, it would appear that the Pakistani state is on a different ideological page from the United States. Specifically, this has to do with the Pakistani backing of certain militant groups as tools of their foreign policy. Moreover, the Pakistani state makes distinctions between militant groups not on their ideology, but on who their primary targets are, Brig (retd) Qadir says. As such, it has no incentive to go after members of the Afghan Taliban and the Haqqani network, or Jaish-e-Muhammad and Lashkar-e-Taiba, as the US wants it to do, as these do not threaten the Pakistani state, as al-Qaeda and the Tehrik-e-Taliban do.


Ultimately, the Pakistani strategic view is internally consistent, banking on a US exit from an Afghanistan where the Taliban will be in some form of power (as it would appear the US is also reconciling itself to).
As for the Pakistani populace's perceptions (the very reason for the repeated warnings that information on US-Pakistan cooperation must be kept secret), they, too, are married to the Pakistani state's strategic perception of the situation: a view predicated on distrust of the US.


"The view in Pakistan has always been that the US is not interested in Pakistan except for how it serves its own purposes," says journalist and activist Beena Sarwar.


She argues that Pakistanis view the United States through a historic lens of being used as a proxy for US interests in the region, often to the detriment of Pakistani development and democracy. She also points the finger at Pakistani political leaders, saying that they have repeatedly put short-term issues ahead of the country's long term interests (such as investments in education and health).


Sarwar says the toxicity of being seen to publically be co-operating with the United States in a fight in which both sides are, theoretically, on the same side, comes from a history of "distrust", and of governments not being able to create political narratives that are unequivocal regarding extremism.
Ultimately, given Pakistani (both state-level and public) distrust of the US and their divergent strategic and ideological views of the region, the question arises: are the two countries really natural allies? The intricate issues at play would suggest that in some areas they are, and in others they may not be. Geopolitics, however, seems to have thrown them from that more natural centre ground into an an often uncomfortable, too-close embrace.
