Pakistan; A Secular or Islamic Democratic Republic سیکولر یا اسلامی پاکستان



The debate for Secular Pakistan, will never end because, the history does not support this conflicting ideology of few ... 

The point is very simple... Qaid e Azam was not a hypocrite to exploit the religious feelings of Muslims to create a country,  then show his real intentions... No .. he was not a hypocrite... but was a democrat...

As a democrats one has to respect the feelings of majority... The will of people is reflected through votes.  All the constituent assemblies unanimously adopted Objective Resolution in Constitution of Pakistan.. which remains there in every constitution ... (Should we asdume that the People changed their mind from Secular to Islamic Pakistan?)

However if people change their mind  and expunge it through constitutional amendment,  no one,  even founder of this country could do anything even if he was alive.. I don't see this happening in foreseeable future ..

Now is the time to move forward and make efforts for a modern democratic Islamic Republic of Pakistan.. not a Sectarian Theocracy or Secular. We are moving in same direction,  people reject  #Sectarianism  #Secularism and #Extremism, but lot is yet to be done ... 

Let's move forward without digging out settled issues 🌹

Fighting Terrorism and extremism

Firstly, military courts for terrorists are not the norm, but necessary for survival. In the two years they were in existence, 274 cases were referred to them by the federal government, out of which capital punishment was awarded in 161. However, in only 12 has the sentence been carried out. The rest are in various stages of appeal in civilian courts. So where is the advantage of these courts? The appellate process for civilians whose cases are referred to the military courts should also be the same as for accused in uniform. If the army can be trusted to do justice to its own ranks, it should be trusted to do justice with alleged terrorists also.
Secondly, madressahs seem to be increasing faster in our rural areas than regular schools, as exemplified by the situation in traditionally moderate Sindh, in particular the recent attack on Lal Shahbaz Qalandar’s shrine in Sehwan. Boarding house education, the hallmark of our madressahs, is far more effective in impacting a child’s personality and brainwashing him, than day schools. The child is deprived of his family’s values and ethos while interacting with those of the management overseeing his madressah. He leaves his home at a tender age, sometimes as young as four years. Why do you think a sophisticated society like England bases its elite education on boarding house schools like Harrow and Eton?
A law should, therefore, be introduced where an NOC is required to operate any form of boarding school. This would obviously not be madressah specific but apply to ordinary schools like ‘cadet colleges’ too. There would be no restriction on day madressahs where children of the locality study.
Thirdly, unless the ownership of this war against terrorism is taken to the basic policing unit, ie the police station, it will be no more than rhetoric. The police station is the level that has effective command. It also used to have intimate knowledge of all those living within its jurisdiction, but this institution has become ineffective because of population growth and increased crime. Not only must the number of police stations be increased but more training for upgrading manpower and resources provided to them everywhere.
Currently, the interior ministry specifically, and the centre generally, are blamed for their inability to control terrorism. The fact is that they have no say in actual operations. They are dependent on the political priorities of the respective provincial governments. Also, the local station house officer is not interested in confronting terrorists/facilitators in his jurisdiction as long as they do not indulge in local crime, which they usually do not.
There may be a number of long-term solutions but one step that could be taken is to have a representative of the ministry of interior/Nacta, perhaps of inspector level, in uniform, placed in every police station, specifically assigned the task of keeping a watch on terrorists and their facilitators (counterterrorism) and ensuring that local police implements the interior ministry’s policy on terrorism in letter and spirit. Implementation of this proposal would entail problems of coordination, cadre rivalry and resources but a solution will have to be found to contain this hydra-headed monster.
We will have to think out of the box to prevent being overwhelmed by the extremists.

The new operational framework is also keen to take on militancy in Punjab — a long debated issue. There is no doubt that militants have a functional support base in the province that requires a long-term operational strategy. Without an effective intelligence network and precise information about militant groups, the Rangers in the province would be as blind as the police force.
The threat of militancy is not restricted to certain parts of Punjab; the whole province is facing the challenge of militancy with the same gravity. Besides a more holistic operational approach, the provincial borders — especially between Sindh and Balochistan, and the delta areas of Punjab and Sindh — need to be secured since not only criminals but terrorist groups also exploit these less-governed territories.
While there are many other issues the country faces, hard-core security issues need to be prioritised to restore the confidence of the people.

Counter Narrative to Terrorism ?خوارج ، تکفیری دہشت گردی کے خلاف بیابیہ کی ضرورت

فرار کب تک؟

پانی سر سے گزر چکا۔ حقائق تلخ ہیں لیکن اب سامنا کیے بغیر چارہ نہیں۔دہشت گردی کے تین اسباب ظاہر و باہر ہیں۔



 ایک دین کی وہ تعبیر جو اس وقت غالب ہے اور کم و بیش تمام مذہبی سیاسی جماعتیں جسے قبول کرتی ہیں، یہ الگ بات کہ کھل کر اعتراف نہ کریں۔ دوسرا قومی سلامتی کا وہ بیانیہ جو مذہب سے وابستہ ہے۔ تیسرا علاقائی سیاست جس میں دہشت گردی کو بطور ہتھیار استعمال کیا جا رہا ہے۔ تینوں اسباب کو سمجھے اور ان کا تدارک کیے بغیر اصلاح کا کوئی امکان نہیں۔

آ ج دین کی غالب تعبیر یہی ہے کہ اسلام سیاسی غلبے کے لیے آیا ہے اور اس کی جدوجہد مطالباتِ دین میں سے ہے۔

 ایک عالمی خلافت کا قیام مسلمانوں کا دینی فریضہ ہے۔ دنیا دو حصوں میں منقسم ہے۔ حزب اﷲ یعنی وہ مسلمان جو اس غلبے کے لیے متحرک ہیں۔ دوسرے حزب الشیطان۔ یہ وہ ہیں جو اسلام کو نہیں مانتے یا وہ مسلمان جو ان سے تعلقات رکھتے ہیں۔ قومی ریاست کا وجود اور موجودہ سرحدیں استعمار کی دَین ہیں‘ بطور مسلمان ہم جنہیں قبول کرنے کے پابند نہیں۔ ہم قربِ قیامت کے دور سے گزر رہے ہیں جس کے بارے میں پیش گوئیاں موجود ہیں کہ اس دور میں کفر اور اسلام کے مابین فیصلہ کن معرکہ برپا ہونا ہے۔ دنیا میں اس کے لیے صف بندی ہو رہی ہے۔ پاکستان کو اس معرکے میں مرکزی کردار ادا کرنا ہے۔ اسی وجہ سے قدرت نے پاکستان کو ایٹمی قوت بنایا ہے۔

دین کی یہ تعبیر زبان اور قلم سے پیش کی جاتی ہے۔ ہمارا میڈیا اس کی اشاعت و ترویج کرتا ہے۔ اس کے ماننے والے پاکستان میں اکثریت میں ہیں۔ ریاست نے اس کا کوئی متبادل بیانیہ مرتب نہیںکیا۔ وہ اس باب میں شدید ابہام کا شکار ہے۔ ریاست نہ تو اس بیانیے کی اشاعت کو روک سکی ہے اور نہ ہی اس کی غلطی واضح کر سکی ہے۔ پاکستان میں مذہبی سیاست کے علمبردار فی الجملہ اسی تعبیر کو مانتے ہیں۔

دوسرا سبب قومی سلامتی کا بیانیہ ہے جو مذہبی ہے۔

 پاکستان ایک قومی ریاست ہے جس میں مسلمانوں کی اکثریت ہے۔ ہم نے اس قومی ریاست کی سلامتی کے لیے جو بیانیہ ترتیب دیا‘ اس کی بنیاد مذہب میں ہے۔ اس قومی ریاست کے دفاع کو ہم جہاد کہتے ہیں۔ اس کے لیے اگر کوئی رضاکارانہ جدوجہد کرتا ہے تو ریاست اس کی تحسین اور تائید کرتی ہے۔ ریاست نے اس بات کو نظر انداز کیا کہ مذہب ایک عالمگیر وحدت کا نام ہے جو روحانی اساسات رکھتا ہے۔ مذہب کو اگر ایک ایسی قومی ریاست کے دفاع کے لیے استعمال کیا جائے جس کی متعین سرحدیں ہیں تو اس سے تضاد واقع ہو گا۔ قومی سلامتی کے دفاع کے لیے وہی بیانیہ اختیار کیا جا سکتا ہے جو اس کی سرحدوں میں مقید رہ سکے۔ مذہب یہ نہیں کہتا کہ صرف پاکستان کا دفاع کیا جائے اور افغانستان کا نہیں۔ کیا افغانستان مسلمانوں کا ملک نہیں ہے؟ جو آدمی مذہبی بنیادوں پر پاکستان کا دفاع کرتا ہے، اسے افغانستان کے دفاع سے کیسے روکا جا سکتا ہے؟ افسوس کہ ریاست نے تجربات کے باوجود اس پہلو کو نظر انداز کیا۔ ریاست کا دفاعی بیانیہ تا دمِ تحریر مذہب پر کھڑا ہے۔

تیسرا سبب علاقائی مفادات ہیں۔ 

افغانستان کے ساتھ ہمارے تعلقات کشیدہ ہیں۔ افغانستان کا الزام ہے کہ پاکستان کی سرزمین پر وہ لوگ موجود ہیں جو افغانستان میں دہشت گردی کے واقعات میں ملوث ہیں۔ اب دکھائی یہ دیتا ہے کہ جواباً افغانستان ان عناصر کے لیے پناہ گاہ بن چکا جو پاکستان میں دہشت گردی کے واقعات میں ملوث ہیں۔ دونوں ریاستیں، یہ تاثر ملتا ہے کہ قومی مفاد کے نام پر عوام کے جان و مال سے بے نیاز ہو رہی ہیں۔
ان اسباب پر اگر اتفاق رائے ہو تو حل تلاش کرنا آسان ہو جاتا ہے۔ پہلے سبب کا حل یہ ہے کہ منظم طریقے سے دین کی اس تعبیر کی غلطی کو واضح کیا جائے۔ ریاست اس باب میں اپنی ذمہ داری پوری کرے۔ نیشنل ایکشن پلان کے تحت، سب سے پہلے اس تعبیر کی اصلاح کو ہدف بنانا چاہیے تھا۔ اب تک ایسا نہیں ہو سکا۔ ریاست کے ذمہ داران ابھی تک ابہام کا شکار ہیں۔ یہی وجہ ہے کہ ان دہشت گردوں کو سہولت کار میسر ہیں۔ ریاست نے دہشت گردوں کو ہدف بنایا لیکن ان اسباب کو نہیں۔مذہبی سیاست کے علمبرداروںکو بھی اپنا نقطۂ نظر واضح کرنا ہو گا۔ انہیں بتانا ہو گا کہ کیا اس تعبیرِ دین کو وہ درست مانتے ہیں؟ اگر نہیں تو ان کا جوابی بیانیہ کیا ہے؟ میرے نزدیک اب لازم ہے کہ یہ جماعتیں اس باب میں اپنا موقف دو اور دو چار کی طرح قوم کے سامنے پیش کریں اور بتائیں کہ وہ داعش یا عسکری تنظیموں سے کیسے مختلف ہیں؟ ان کا اختلاف اگر ہے تو یہ نظری ہے یا حکمتِ عملی کا؟

دوسرا سبب بھی لازم ہے کہ نیشنل ایکشن پلان کا حصہ بنے۔ اگر قومی سلامتی کا وہی بیانیہ باقی رہنا ہے جس کی بنیاد مذہب پر ہے تو پھر عسکری تنظیموں کا راستہ نہیں روکا جا سکتا۔ عسکری تنظیمیں جب بن جاتی ہیں تو ان کی سرگرمیوں کو محدود رکھنا ممکن نہیں رہتا۔ پاکستان کی گزشتہ چالیس سالہ تاریخ اس کی شہادت ہے۔ لازم ہے کہ قومی سلامتی کے بیانیے میں عسکری ذمہ داری فوج اور ریاست کے پاس ہو۔ اس کے علاوہ کسی کو یہ حق نہ ہو کہ وہ دفاعِ پاکستان کے نام پر ہتھیار اٹھائے۔ اس کی ایک فرع یہ ہے کہ کسی سیاسی یا مذہبی جماعت کو یہ حق نہ ہو کہ وہ دفاع پاکستان کے باب میں ایسی پالیسی کو فروغ دے جو ریاست کی حکمت عملی سے متصادم ہو۔ پاکستان کی سلامتی کے لیے اب ناگزیر ہے کہ اسے قومی سلامتی کے خود ساختہ محافظوں سے نجات دلائی جائے۔

تیسرے سبب کے خاتمے کے لیے اب ناگزیر ہے کہ افغانستان کے ساتھ دو اور دو چار کی طرح بات کی جائے۔ دسمبر 2014ء کے حادثے کے بعد جنرل راحیل شریف افغانستان گئے تھے۔ بعد کے واقعات سے اندازہ ہوتا ہے کہ عدم اعتماد کی فضا ختم نہیں ہو سکی۔ اب ناگزیر ہے کہ افغانستان اور پاکستان یہ طے کریں کہ وہ ایک دوسرے کے خلاف اپنی سرزمین استعمال نہیں ہونے دیں گے۔ اس کے ساتھ یہ بھی لازم ہو گیا ہے کہ مجرموں کے باہمی تبادلے کا معاہدہ کیا جائے۔ محض فہرست دینے سے بات نہیں بنے گی۔ جواباً وہ ایک فہرست ہمیں تھما دیں گے۔

2017ء پاکستان کے لیے فیصلہ کن ہے۔ پاکستان کی معیشت ایک نئے دور میں داخل ہو چکی۔ ساری دنیا اعتراف کر رہی ہے کہ اب مستقبل پاکستان کا ہے۔ بھارت میں موجود تمام امکانات کو کھنگالا جا چکا ۔ اب دنیا کی نظرپاکستان پر ہے۔ اس مرحلے پر دہشت گردی ایک بار پھر پاکستان کے مفاد کے در پے ہے۔ اگر قومی سلامتی مطلوب ہے تو لازم ہے کہ قومی سلامتی کا نیا بیانیہ ترتیب دیا جائے۔ اس کے لیے ان تین اسباب کو ہدف بنائے بغیر کو ئی راستہ نہیں۔ ریاست کو اب منفعلانہ کے بجائے فاعلانہ کردار ادا کرنا ہو گا۔

Competing Narratives & Counter Narrative

Let’s revisit the debate on narratives and imagine the kind of alternative narratives that we require in Pakistan. Can the Constitution provide and strengthen such narratives that may weaken the narratives of non-state actors? Alternatively, will the good governance mantra thrown around by the establishment be enough to defeat militancy in Pakistan?
The Constitution of Pakistan is a comprehensive social contract upon which most parties, espousing different thoughts, agree. Many experts believe that the Constitution has the power to eradicate negative narratives, and that this activity will help in laying the foundations for positive thinking. They argue that it is the only document on which all segments of our society — including nationalist, secular, liberal, moderate and religious forces — are in agreement, despite their divergent views and reservations on certain clauses. They can launch campaigns against such clauses. Political parties can contest elections to seek the mandate to amend such clauses. But, ultimately, this is a written, formal social contract built with consensus — and it binds forces of divergent views and values together. The Constitution and democratic system can ensure transparency and accountability.
Of course, someone else could argue that strict systems, authoritarian rule, and monarchies can also bring about some extent of social order. However, this depends on how one defines ‘good governance’. Can a sort of authoritarian discipline, different types of suppression and bans on divergent expressions be thought of as characteristics of good governance? Which would be considered a model of governance: a functional delivery system with all, or limited freedoms? Most importantly, can such paradigms remove multiple ambiguities prevailing in our society? Would it be enough to actually bring the extremists on the right path?
Those who believe the answer to be in the affirmative would then observe that the country does not need a counter-extremism policy, that it deserves applause for what it has attained in the form of a state of ‘new normalcy’. So what, they would say, if it is not up to scratch in terms of global norms, or that our society seems morbid from the outside. There are many states in the world which are surviving with even worse indicators. Why is the world worried about us? May be we have something beyond mere narratives that worries the world.
