China, Pakistan Flesh Out New ‘Economic Corridor’

China and Pakistan are solidifying plans to create a new “economic corridor” between their two nations. The three-day visit to Beijing was Hussain’s first official trip abroad since assuming the presidency. During his visit, Hussain met with Chinese President Xi Jinping and Premier Li Keqiang in talks designed to underline the historically close ties between the two countries. “Friendship with China is the most important pillar of our foreign policy and security policy,” Hussain said just before his meeting with Xi.

Besides emphasizing China and Pakistan’s generally close ties, Hussain’s trip was focused on the new China-Pakistan Economic Corridor. The idea was first proposed during a visit to Pakistan last May by Chinese Premier Li Keqiang. Hussain has embraced the idea as well, predicting that the “project is going to be a monument of the century. It will benefit not only Pakistan and China, but also the whole region with billions of people.”

According to Ahsan Iqbal, Pakistan’s Federal Minister for Planning, Development, and Reform, China and Pakistan expect to sign cooperation agreements on projects to enhance transportation and trade during Hussain’s visit. Such projects include construction of an airport at the Chinese-controlled port of Gwadar and upgrades to roads and railways. “In the past, the economic relationship could not match the political one. Now the leadership on both sides has realized that we have to bridge that gap,” Iqbal told the Wall Street Journal.

In addition to building infrastructure, China Daily predicted increased cooperation “in the industrial, agricultural, mining, financial, telecommunication and service sectors.” For its part, Pakistan’s government is especially keen for China to help develop the energy sector in order to alleviate crippling power shortages. China has already committed $6.5 billion to build a new nuclear power plant in Karachi.

The list of projects to be completed in Pakistan is just the beginning. China has wider ambitions for the China-Pakistan Economic Corridor. According to Foreign Ministry Spokesperson Hua Chunying, the corridor will “serve as a driver for connectivity between South Asia and East Asia.” Mushahid Hussain, chairman of the Pakistan-China Institute, told China Daily that the economic corridor “will play a crucial role in regional integration of the ‘Greater South Asia’, which includes China, Iran, Afghanistan, and stretches all the way to Myanmar.”

The China-Pakistan Economic Corridor is one of many examples of China trying to enhance its economic integration with countries to its west. There are also plans to set up a Bangladesh-China-India-Myanmar Economic Corridor. On an even larger scale, the “new silk road” and “maritime silk road” represent complementary efforts to build up infrastructure for trade and transportation between China and Central Asia.

The end goals are twofold. First, China envisions its western transportation networks as an alternate route for oil and other energy sources. The China-Pakistan Economic Corridor, for example, is expected to include construction of an oil pipeline from Gwadar’s port to northwestern China. China has also completed a pipeline from Kazakhstan, through which it imported over 86 million barrels of oil in 2013, and one from Turkmenistan. The “maritime silk road,” meanwhile, is expected to increase security for China’s shipping lanes through the Indian Ocean and South China Sea. The development of transportation networks to the west of China helps Beijing diversify energy sources and trade routes.

Second, China’s western regions are underdeveloped compared to the eastern coastal areas. By focusing on westward trade, China hopes to spark a general economic boom in the west, especially in Xinjiang province. Beijing hopes that increased economic development and prosperity will help mollify the grievances of the native Uyghur population. Unrest has been increasing in the past year—Kashgar, the Chinese end of the new China-Pakistan Economic Corridor, has been the site of several incidents of violence in recent months. It’s long been Beijing’s hope that bringing economic benefits to restive regions can help ameliorate religious and ethnic tensions.

To achieve these goals, Beijing has been reaching out to new potential partners, including recent overtures to Sri Lanka and India. However, China would naturally focus special attention on implementing its plan with the cooperation of a long-time diplomatic partner like Pakistan. As China Daily pointed out, increased economic interaction will also help support China and Pakistan’s longtime strategic and diplomatic cooperation. Should Pakistan reap the economic benefits of the new corridor, it could boost Islamabad’s regional power and prestige—and it can only help Beijing to see the influence of a long-time ally increase.

    Anti-Americanism in Muslim World

    .
    By Dr. Muzaffar Iqbal
    Anti-Americanism is a global phenomenon: from the proverbial Arab street to the remote regions of Chile—the loneliest country of the world, as Pablo Neruda called his homeland—and from the tree-lined streets of Paris to those of desiccated Qandhar, there is no place on earth where Americans are not passionately hated. There is nothing sensational in this statement and Americans are the ones who are most aware of this global reality. Consequently, they have devised mechanisms to deal with it.
    Like all things American, this is not an ad hoc arrangement brought to bear on certain incidents; it has a fully institutionalized policy, with its own budgetary head. Americans know that they cannot eliminate anti-Americanism, so the job of the American strategists is to keep anti-Americanism within a “comfort zone”.
    The comfort zone of anti-Americanism is clinically defined along with a convoluted premise: anti-Americanism is a fact of life, its existence to America is not a threat per se as long as it is kept from bringing about any change which will threaten American interests. If it can be managed, anti-Americanism is actually good for America.
    The global hatred against America thus transforms from a genuine and legitimate response of helpless people against overt and covert American actions and policies to a strategic management issue. Management requires direct and active American participation in the ebb and flow of anti-Americanism around the world. Americans long ago decided that the most economical way of doing so is to divide the world into regions or zones, based on the reasons, frequency, and historical patterns of anti-Americanism. South America is one zone, Europe another; the two American neighbors, Canada to the north and Mexico to the south, form yet another region. Non-Muslim parts of Africa are of least interest to Americans in this regard, both because of the low impact factor in global affairs and because of relatively low geo-strategic importance. For the purposes of managing anti-Americanism, the entire Muslim world is taken as one large zone within which there are several smaller regions.
    Former American President Richard Nixon advised America’s policy makers to tackle the Muslim world with utmost attention. In his influential 1992 book, Seize the Moment: America’s Challenge in a One-Superpower World, he strategized the American plan to manage anti-Americanism by construing this global phenomenon as pressure in a boiling pot and he explained that this pressure needs safety release valves so that, from time to time, its destructive power can be dissolved. Destructive power, as far as Americans are concerned, would be the ability of this pressure to bring about a genuine change in the leadership of the country where anti-Americanism has reached dangerous levels.
    One of the most important pieces of advice he gave to American policy makers was to orchestrate such political action within these countries which would provide vents for the release of built-up anti-Americanism before it exploded and become out of hand. This is widely practiced. Thus, from time to time, one sees mass rallies against America in countries such as Egypt, Pakistan, Yemen, and even American-occupied Afghanistan. The purpose of these rallies is to provide an emotive release to the pressure so that it remains ineffective.
    In most of these rallies, fiery speeches are made against America. Threats are given to immediately stop this or that policy or otherwise such and such action will be taken. Masses show up in these rallies by the thousands. They are then let loose on streets. They break traffic signs, loot banks and stores, break windows, destroy cars, security forces beat them, and then all becomes calm. Most of the leadership which orchestrates these rallies is paid by Americans in various ways. Sometimes a few innocent newcomers join these shows, but mostly it is master-minded by American managers. Over the decades, this strategy has worked wonders for Americans. Death and destruction caused by such rallies is, of course, mere collateral damage.
    Seen from the American lens, there is nothing in this. Whether it is drone attacks in Pakistan, which continue to this day, the indiscriminate bombing of cities like Baghdad and Kabul, the use of lethal, radioactive ammunition in the Gulf war, or the scorch earth policy in Vietnam, Americans see nothing wrong on their part; anti-Americanism for them is other people’s problem; it has nothing to do with what they do.
    What is utterly immoral in this whole affair is the American denial of the genuine response of the oppressed people of the world to a global power which has so much blood on its hands that no other power in history can match it. The world has paid a heavy price for America’s rise to become the lone superpower of the world during the last sixty years. The history of American crimes against other people has yet to be written, but just the main events of this global crime are enough to condemn this rouge state to become the object of perpetual hatred of people from around the world. Americans have killed more people in the world than any other country in covert and overt operations which have covered continents, not just countries.
    South America is now coming out the dark era of bought military generals, and its people are slowly discovering the damage done to their environment and how their natural resources were plundered. The Muslim world is nowhere close to the emancipation from America which the South Americans have achieved through a series of revolutions which have brought the next generation of leadership to the forefront.
    As opposed to the politically enlightened South Americans, most of the Muslim world is still ruled American-appointed kings and Amirs or emotionally charged mass-politics where pseudo religious leaders whip up anti-Americanism in mass rallies on behest of their masters in Washington, let up on the release valves, and then go back to their comfortable villas bought with American money. It may take another generation before Muslims can begin to understand and use the genuine response of masses to American actions and bring about a permanent change in their countries.

    Comments:
    Even in the so called democracies like in Pakistan, Iraq, Afghanistan etc, the corrupt rulers are kept in power with American support covert or overt. It is  in their interest to keep exploiting the Anti American feelings among masses to boost American support vital for their survival.

    Wrinkles in Youth

    The most convenient understanding of the phenomenon of Pakistani extremists that one hears being echoed from TV studios and their favourite ‘guests’ suggests that young Pakistanis turning into religious fanatics has something to do with illiteracy and unemployment. Though not entirely incorrect, this notion however is a complacent explanation.

    It fails to explain the emergence of young religious extremists such as Omar Shaikh, Shahzad Tanveer, Hasib Hussain and Faisal Shahzad. Each one of these young men came from educated middle-class families.

    Saying they were products of western societies that they were raised in is a weak retort. This attitude simply refuses to seriously address the issue of educated young Pakistanis falling for a myopic and nihilistic brand of the faith — something that was once explained as a vocation only of the illiterate and the financially desperate. There has been an alarming rise in the number of young, educated middle-class Pakistanis (here and abroad), embracing the most reactionary and anarchic strains of the faith, believing it to be a justified and logical portrayal of ‘true’ Islam.

    The state and the government of Pakistan will have to thoroughly investigate and rectify this alarming trend. While actors like the 7/7 bombers and Faisal Shahzad are obvious embarrassments to Pakistan and to the Pakistani communities in the West, so are the growing number of rabid, tech-savvy young people floating around various interactive websites to mouth the most obnoxious ideas about Islam and politics. There are websites out there glorifying utter mad men and propagating most twisted conspiracy theories, and many of these are owned, run and frequented by Pakistanis who work and are comfortably settled in western countries.

    Just as the sudden rise of certain crackpots (via TV) in Pakistan was keenly followed and supported by a chunk of young, urban Pakistanis, various cranks are happily catering to the already confused religious and ideological bearings of Muslim Pakistanis living abroad. Much has been written about people like Zaid Hamid, Aamir Liaquat and Zakir Naik — men who cleverly represent (and glorify) the increasingly chauvinistic mindset of the current generation of young urbanites.

    A recent book on Farhat Hashmi’s organisation, Al-Huda, (written by a Pakistani woman), accuses her of spreading hatred against Christians, Hindus and Jews among Pakistani women living in Canada. In the wake of the Faisal Shahzad episode in New York last year, the Muslim Canadian Congress (MCC), a group of liberal Muslims living in Canada, accused American Islamic organisations of refusing to distance themselves from the doctrine of armed jihad waged by extremists, as did the Deobandi ulema’s conference back home late last year.

    The MCC goes on to state that many young Pakistanis living in the United States and Canada regard Pakistan as a safe haven for their preparation and training for waging wars against the West. Organisations like the MCC have also come down hard on outfits such as Al-Huda, refuting their claim that they are on a mission to convert westerners to Islam.

    Nevertheless, even in liberal countries like US, UK and Canada, organisations like the MCC are coming under direct attack and threats from their more myopic counterparts who, it seems, are free to peddle away hatred and confusion to Muslims living abroad.

    But, of course, the situation is more alarming in this respect in Pakistan. Political Islam – a mid-20th century philosophy that advocates the creation of a theocratic society and state through the Islamisation of politics – was once the prerogative of conservative scholars and established political parties such as Abul Ala Mauddudi and his Jamat-i-Islami. However, ever since the late 1980s it has rapidly disintegrated into a bare but populist entity with two prominent strains.

    One strain has striped off this philosophy’s more scholarly aspects and left only its violent jihadist aspects to work with. This strain can now be found in the barbaric ways of extremist organisations like the Taliban and many of Pakistan’s sectarian outfits. The other strain has been working to turn political Islam into a populist set of easy-to-digest ideas through which, either elections can be fought or the military-establishment can be infiltrated and used as a patron.

    The JI tried flaunting the populist aspects of political Islam during the 1977 and 1993 elections, but failed. Nawaz Sharif’s PML-N did so throughout the 1990s and somewhat did succeed but only with the help of the military-establishment. Political Islam’s historical drubbling in elections in Pakistan has increasingly made this philosophy the vocation of certain powerful sections of Pakistan’s military and its many mouthpieces in the popular Urdu media and in so-called Islamic evangelist movements.

    Its most recent advocate (again with a more than a little help from certain sections in the military establishment) is cricketer-turned-politician Imran Khan. Though Imran’s party, the PTI, has been quite a disaster in the two elections that it took part in, he has suddenly been propped up by an aggressive right-wing electronic media and an increasingly confused number of young middle-class urbanites.

    Though, quite like Imran, most of his followers’ lifestyles are rather ‘westernised,’ these are no liberals believing in concepts like democratic pluralism or in the importance of tolerating and promoting religious, sectarian and ethnic diversity. By the looks of it, they see democracy as a threat to Pakistan’s imagined existence as a monotheistic state and society based on a single (state-sanctioned and clergy-approved) strain of the faith.

    Imran fans, like the pro-Musharraf ‘moderates’, have, at best, sound like 21st century versions of Ziaul Haq. Instead of a sherwani and a stern frown, they can be seen in modern, western clothes and designer shalwar-kameez spouting the most worn-out rhetoric and narrative that was started by the state under Zia and his politico-religious sidekicks.

    It’s the usual beat: Pakistan and democracy are not compatible; democratic pluralism promotes ethnocentricity; secularism is akin to atheism; religious extremism and violence are the handiwork of the ‘anti-Pakistan’ and ‘anti-Islam’ elements (mainly foreign), and the state and intelligence agencies of Pakistan have nothing to with it. Also to these Ipod carrying ‘revolutionaries’ there is only one correct version of Islam but most Pakistanis follow a corrupted and adulterated version because they are illiterate and superstitious; anyone questioning these assumptions is a traitor and that only politicians are corrupt, and we need a strong leader who cannot come through democracy because most Pakistanis are ignorant.

    Furthermore, anyone also questioning the obvious and yet padded extremism and soft authoritarianism peddled by the Imran brigade is a ‘liberal extremist’ who is undermining religion and promoting ‘corrupt politicians’. And should I even get into their take on the need of a worldwide caliphate? Maybe not. Don’t want to turn this piece into a black comedy, if you know what I mean.
    Aftab Khan says:
    Well, Mr.Paracha, repeating same old rotten theme,hatred of religion [Islam, the only problem of Pakistan]All the others are enjoying the life.. Your main villain “religious extremists” are in tiny minority but affecting the youth like a virus, but where are your “heroes’? WHY CAN’T THEY INSPIRE THE YOUTH? because they are more corrupt, physically, morally and intellectually. Look at Mr.Zardari [from Mr. 10% to 100%, Sharifs, Chaudharies of Gujrat, Parvez Musharraf & Co]. People are desperate, looking for justice, equality, fair distribution of resources, jobs, self respect and above all PEACE. Please look for the middle way… reject both extremes.. we had enough of it…

    Zaid says:
    Ok Genius,
    What is the solution then? Since everyone from Zia-ul-Haq to Imran Khan is wrong and you are the only righteous man in Pakistan then why don’t you suggest how to improve our society. Everyday 180 million people in Pakistan rephrase the same problems that Pakistan faces and yet no one talks about the solution.
    It would be nice to see some constructive criticism and some solutions, an implementation plan, not just a statement like improve the literacy of this country or some shit. The implementation plan has to be there.
    You are just another Pakistani who scribbles out his thoughts and does nothing about it. You are no better than the people who follow the Drawing room Islam or talk about conspiracy theories. But of course, easier said than done!

    akbar says:
    Dear NFP, you sound like my great grandmother who would not stop complaining and criticizing. While your articles are quite fun to read, they also show the shallowness of your thinking. You are no different than the millions of narrow minded lot comprising the vocal part of our society. I hope you can grow out of it and start accepting that life is not simply black and white!
    Roka Croc says:
    Imran Khan has always supported democracy and has never been part of military rule unlike other parties…..since there is no talk of PPP in your article i know for sure the writer is a PPP supporter and is trying to through dirt on Imran Khan….its governments like PPP that portrays Pak as a failed democratic state….

    Supplies to Nato forces in Afghanistan were blocked in protests over drone strikes blocked a key road in Pakistan for three days. The protests was called by Tehrik-e- Insaf, the party of cricketer-turned-politician Imran Khan, over continued US drone strikes in the north-west. Thousands of lorries were held up by the rally, including 500 supplying Nato troops in northern Afghanistan.

    Political blockade
    More than 3,000 trucks carrying supplies from the Pakistani port of Karachi to the Afghan capital, Kabul, pass the northern route each day. Nato and other supplies to Afghanistan have often suffered disruptions because of militant attacks. But this is the first time that political protests have caused a blockade, the BBC's M Ilyas Khan in Islamabad says.
    US drone attacks have escalated in the region since President Barack Obama took office. More than 100 raids were reported last year. The strikes are are hugely unpopular with the Pakistani public. Many militants, some of them senior, have been killed in the raids, but hundreds of civilians have also died.
    Correspondents say they have the tacit approval of the authorities, although Pakistani leaders deny secretly supporting them.
    The US does not routinely confirm it conducts drone operations in Pakistan. But analysts say only American forces have the capacity to deploy such aircraft.

    US fuel tanker under attack - Analysis

    These attacks are taking place at a time of heightened tension.
    Public anger here has been very strong since last week's Nato air-strike in which three Pakistani soldiers were killed.
    Pakistan is determined to register its protest and closing the Khyber Pass is a very effective way of putting the squeeze on Nato because the alliance relies on the Khyber Pass.
    It is a key lifeline for supplies going into Afghanistan. Up to 80% of Nato's non-lethal supplies are going through Pakistan so while the pass remains closed it is a critical situation for Nato forces.
    ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
    THE blowback effect of the US drone policy in Pakistan and Afghanistan has not only further destabilised Pakistan’s civilian government but proved futile as a decapitation strategy.
    When drones kill innocent bystanders it infuriates the Taliban — on both sides of the border — who use this campaign to recruit additional foot soldiers and suicide bombers. In April 2009 warnings by US military and intelligence officials as reported by the McClatchy News Service echoed what certain dissenting CIA operatives had said about drone strikes that they do more harm than good.
    McClatchy quoted an intelligence official saying that Al Qaeda and the Taliban were using these strikes as a catalyst for the jihadi movement in Pakistan to show ‘Americans as cowards who are afraid to face their enemies and risk death.’ Certain military officials involved in counterterrorism operations have also said that drone strikes are a ‘recruiting windfall for the Pakistani Taliban.’
    That is also journalist Zahid Hussain’s argument in his second book The Scorpion’s Tale which charts the aftereffects of the ongoing drone campaign and the strategic costs that have far exceeded tactical gains. It questions whether such strikes that have successfully taken out certain mid-to-high value militant targets can point to a winner in the fight against insurgency.
    The US drone programme, originally authorised by former US president George Bush against a smaller list of Al Qaeda’s most-wanted high-level militants began with a limited mandate but in early 2008 all previous restraints were removed.
    Precise ground intelligence was required in the scenario of a strike, which could not be approved unless the target was identified accurately, and a complete assessment of collateral damage had to ensure against significant civilian casualties.
    David Sanger writes in The Inheritance (2009) how Bush authorised strikes against targets merely based on visual evidence of a ‘typical’ Al Qaeda motorcade or a group entering a house with links to Al Qaeda or its Pakistani Taliban allies.
    There are obvious moral and legal issues with drone strikes but Hussain’s observation is focused on whether this powerful tool has deterred young, disaffected youth from joining militant groups.
    Scorpion’s Tale charts how Faisal Shahzad, the failed-would-be-terrorist cultivated contacts with the Tehreek-i-Taliban Pakistan and why when questioned by a New York judge said he was avenging the many drone strike deaths.
    The author recounts the tenuous relationship between the US and Pakistan, not only because of Shahzad’s failed Times Square attack but because ‘the bombing attempt has convinced the Americans that the targeted killing of militants by the drone strikes was insufficient to stem the tide of the insurgency.’
    He writes how drone warfare has collectively massed the Pakistani Taliban and other local militant groups under the Al Qaeda network into closer collaboration, creating an army of militants who share manpower, recruitment techniques and services and financial resources, and cannot be defeated by the Pakistani establishment any time soon. Hussain claims that the drone attacks have also ‘inspired a flood of new recruits.’
    Figures for this year show that September has so far been recorded as the busiest month for drone operators with the number of attacks exceeding those in the first five years of implementing this strategy in 2004. However, with the recent estimate by the American CIA that currently there are about 100 Al Qaeda fighters in Afghanistan and another 300 or so across the border, most should (or could) have been targeted since 2004.
    A recent study by Peter Bergen and Katherine Tiedemann at the New America Foundation shows that the 203 reported drone strikes in northwest Pakistan from 2004 to the present — including 107 in 2010 — have killed approximately 1,286 to 1,981 individuals, of whom around 975 to 1,446 were described as militants in media accounts. Thus the true non-militant fatality rate since 2004 according to this analysis is approximately 25 per cent. In 2010, it is nearer to six percent. These figures negate the high civilian fatality ratio.
    Much like Husssain’s earlier book, Frontline Pakistan (2007), this timely narrative has information collated after recorded interviews and investigation, and it serves as a precursor to the December review of the Afghan war strategy. What then becomes relevant in regards to this review is whether the counterinsurgency strategy at work in Afghanistan has proven successful as touted repeatedly by key US commanders on the ground or is in fact weak and ineffectual.
    There are no new revelations in Scorpion’s Tale which is a drawback if you’re looking for exclusivity, but its invaluable documentation and collation of events provide insight into the power politics at play in Pakistan, which aids and abets the rise of extremism. Hussain’s narrative will especially be of interest to readers who are new to this region as it explains why the war in Afghanistan has cross-border references that threaten US interests globally and also Pakistan’s internal fractured security.
    When the Soviets withdrew in 1989 the Mujahideen fighting in Afghanistan nurtured by CIA money and ISI patronage looked to Kashmir as the new battleground. Hussain notes that Kashmir did not suddenly become a focus of Islamic extremism in the late 1980s, but had nurtured radicalisation since 1947. He argues that because of Islam’s pivotal inclusion in the affairs of the state, the use of religion for playing politics became an effective tool readily available to successive civilian and military leaders, who rather than working to counter its influence, manipulate it for their own survival.
    Scorpion’s Tale questions why the use of military power hasn’t stopped the flow of militant recruits and why radical ideologies triumph. If there are a greater number of young men desirous to fight, undeterred by the kill-or-capture approach, is the campaign against terrorism being won or lost?
    This book is a compelling reminder of the challenges faced by both the Pakistani government and the US-led forces in Afghanistan in finding a non-military solution to curbing extremism. It should make those who are in the corridors of power wonder whether the answer lies in greater combat, or instead in negotiating with the Taliban and countering the radical ideologies of terror groups by providing opportunities for education, employment and better living conditions to the people living in the region.
