Destruction if National Action Plan (NAP) نیشنل ایکشن پلان کا دھڑن تختہ ۔۔۔۔ !


آرمی پبلک سکول پر حملے کے بعد پاکستان کی سول اور عسکری قیادت نے ایک 20 نکاتی جامع منصوبہ نیشنل ایکشن پلان مرتب کیا۔20 میں سے 4 پوائنٹ پر فوج نے عمل کرنا تھا جو کیا۔ مگر حکومت باقی 16 پوائنٹس پر عمل درآمد نہیں کروایا رہی اس سے دہشت گردوں کو مدد مل رہی ہے اور وہ تباہی بربادی میں مشغول ہیں۔ کچھ دانشوروں کی رائے:
سلیم شاہد کہتے ہیں کہ نیشنل ایکشن پلان پر عمل تو ہو رہا ہے لیکن خود پاکستانی فوج اپنے بیان میں حکومت سے کہہ چکی ہے کہ وہ اس کی تمام شقوں پر عملدرآمد کرے۔
شہزاد چوہدری کا خیال ہے کہ نیشنل ایکشن پلان کے بہت سے ایسے نکات ہیں جن پر اپنی اپنی وجوہات کی بنا پر لوگ ان نکات کو ہاتھ نہیں لگا رہے ۔
امتیاز گل کا کہنا ہے کہ’ فوج کی جانب سے تو فاٹا، سندھ اور بلوچستان میں فوج نے جا کر حکومت کی رٹ قائم کی ہے لیکن نیشنل ایکشن کا دوسرا حصہ سویلین ادارے تھے۔ پولیس انٹیلیجنس بیورو کی کارکردگی ہے جس پر ابھی بہت سا کام ہونا باقی ہے۔‘
اب بھی حکومت نیشنل ایکشن پلان کے کن اہم نکات کو نظر انداز کر رہی ہے؟
اس سوال کے جواب میں سلیم صافی کا کہنا تھا کہ پہلی خرابی تو یہ ہے کہ ہماری حکومت نے ایکشن کے بجائے ری ایکشن پلان بناتی ہے یعنی کسی بھی واقعے کے بعد ایک فوری جوابی کارروائی کا منصوبہ مرتب کرتی ہے۔
سول لیڈر شپ غفلت اور نااہلی کا مظاہرہ کر رہی ہے اور اگر وہ کسی دباؤ میں ہے بھی تو اس کی جانب سے کبھی بھی عوام کو اس بارے میں آگاہ نہیں کیا گیا۔‘سول حکومت نہ تو نیکٹا کو فعال کر سکی نہ مدارس کی اصلاحات نہ اداروں میں رابطوں کی بہتری کے لیے کچھ کر سکی ہے۔
اس کی وجوہات پر بات کرتے ہوئے سلیم صافی کا کہنا تھا کہ سول اور ملٹری قیادت نیشنل ایکشن پلان اور خارجہ پالیسی کے حوالے سے ایک ہی رائے پر متفق نہیں ہے۔
وہ کہتے ہیں کہ ’سول قیادت غفلت اور نااہلی کا مظاہرہ کر رہی ہے اور اگر وہ کسی دباؤ میں ہے بھی تو اس کی جانب سے کبھی بھی عوام کو اس بارے میں آگاہ نہیں کیا گیا۔
سول حکومت نہ تو نیکٹا کو فعال کر سکی نہ مدارس کی اصلاحات، نہ اداروں میں رابطوں کی بہتری کے لیے کچھ کر سکی ہے۔‘
ماہرین سمجھتے ہیں کہ اگرچہ دہشت گردی کے واقعات ایک بار پھر بڑھتے نظر آ رہے ہیں تاہم جب تک پاکستان میں نظریاتی، سٹریٹیجک اور سفارتی سطح پر درست اقدامات نہیں کیے جاتے دہشت گردی کا مکمل خاتمہ ممکن نہیں ہو سکتا ہے۔

اب ضرورت ہے کہ:
1 ۔۔۔ عدالتی سزاؤوں پر عمل درآمد کیا جائے گا۔ 
اس شق پر عمل درآمد عدلیہ کی حکم امتناع کے بعد روک دیا گیا ہے۔ یعنی اس شق پر خود عدلیہ نے ہی عمل درآمد رکوایا ہوا ہے۔

2 ۔۔۔ فوجی عدالتوں کا قیام۔ 
اس شق میں یہ پخ لگائی گئی کہ فوجی عدالتیں خود ایکشن نہیں لے سکیں گی بلکہ سول حکومت ان کو کسیز فارورڈ کرے گی۔ ان آرمی عدالتوں کی مدت صرف دو سال رکھی گئی۔ نتیجہ یہ ہوا کہ 11000 کیسز میں سے صرف چند ایک ہی آرمی عدالتوں کے حوالےکیے گئے۔ جن کے فیصلہ فوری طور پر آرمی عدالتوں نے سنا دئیے۔ تب آرمی عدالتوں کے فیصلوں کے خلاف سپریم کورٹ نے ایکشن لے کر ان پر عمل درآمد رکوا دیا۔ ان سزاوؤں کو وکلاء بار کی صدر عاصمہ جہانگیر نے انسانیت کے خلاف قرار دیا۔ اب ان عدالتوں کی مدت ایک مہینہ ہوئے ختم ہوگئی ہے۔ حکومت کہتی ہے کہ ان کو دوبارہ فعال کرنے کے لیے ایک کمیٹی بنائی گئی ہے جو باقی سیاسی جماعتوں کو پہلے اعتماد میں لے گی!

3 ۔۔۔ ملک سے مسلح ملیشیاز کا خاتمہ۔
یہ کام پاک فوج کر رہی ہے اور اس نے یہ کر دیا ہے کہ کے پی کی، قبائیلی پٹی، بلوچستان اور کراچی سے دہشت گردوں کے مراکز اور لشکروں کا خاتمہ کر دیا ہے۔

4 ۔۔۔۔۔ نیکٹا کا قیام 
دہشت گردی کی روک تھام کے لیے بنائے جانے والے اس ادارے کے لیے اسحاق ڈار صاحب پچھلے دو سال سے فنڈز ہی ریلیز نہیں کر رہے تھے۔ کیونکہ حکومت کے پاس 21 ارب روپے نہیں تھےجبکہ اسی اثنا میں اورینج ٹرین کے لیے 160 ارب، میٹرو کے لیے 70 ارب اور کسان پیکج کے لیے 300 ارب فوری طور پر فراہم کر دئیے گئے۔ حالت یہ ہے کہ نیکٹا کے پاس اپنی بلڈنگ تک نہیں ہے۔ اس کے بورڈ اور گورنرز کا پہلا اجلاس ہی طلب نہیں کیا جا سکا ہے کیونکہ اس اجلاس کی صدارت وزیراعظم نے کرنی ہے جو ابھی تک اس میٹنگ کے لیے ٹائم نہیں نکال سکے ہیں۔ (کوئٹہ بلاسٹ سے پہلے وزیراعظم نواز شریف پچھلے 4 دن سے مری کے موسم سے لطف اندوز ہوتے رہے)

5 ۔۔ انتہا پسندانہ مواد اور تقاریر کا خاتمہ۔
اس پر کوئ عمل درآمد نہیں کروایا گیا گو کہ وزیرداخلہ صاحب نے اعلانات بھی کیے۔ آج بھی مساجد میں نفرت انگیز تقاریر کی جاتی ہیں اور اہم ترین سیاسی علماء حکومت کے اتحادی ہیں جنکا ان مساجد پر اثرورسوخ ہے۔ نتیجے میں کچے ذہنوں میں انتہاپسندی پھیل رہی ہے۔

6 ۔ دہشت گردوں کی فنڈنگ روکنا۔ 
اس کےلیے پاک فوج نے کراچی میں زبردست آپریشن کیا جس کے نتیجے پیپلز پارٹی دہشت گردوں کی سب سے بڑی فنڈنگ کرنے والی جماعت کے طور پر سامنے آئی اور اسی کی سندھ میں حکومت بھی ہے۔ پاکستان پیپلز پارٹی نواز شریف حکومت کی غیراعلانیہ اتحادی ہے۔ اسی کا نتیجہ ہے کہ ڈاکٹر عاصم اور ایان علی کا معاملہ لٹکا دیا گیا اور ٹپی، شرجیل میمن اور آصف زرداری وغیرہ پاکستان سے بھاگنے میں کامیاب ہوگئے ہیں۔ تب فنڈنگ کیسے روکیں ؟

7 ۔۔ کلعدم تنظیموں کو دوسرے ناموں سے فعال ہونے سے روکنا۔
اس پر بھی کوئی عمل نہیں ہو رہا بلکہ کچھ کلعدم تنظمیں رانا ثناءاللہ کے ذریعے حکومت کی اتحادی بنی ہوئی ہیں۔

8 ۔ انسداد دہشت گردی کے لیے خصوصی فورس کا قیام۔
یہ فورس شائد قیامت والے دن بنے گی۔ سول حکومت دو سال پورے ہونے کے بعد بھی اب تک اس پر کام کا آغاز نہیں کر سکی ہے۔

9 ۔۔ مذہبی بنیادوں پر استحصال اور امتیاز کے عمل کو روکنا۔ 
اس پر بھی کوئی عمل نہیں ہورہا۔ حتی کہ میڈیا تک پر فرقہ واریت پر مبنی مباحثے پیش کیے جا رہے ہیں۔ سول حکومت اور پیمرا خاموش ہے۔

10 ۔۔ مدارس کی رجسٹرین اور ریگولیشن کو یقینی بنانا۔
اس پر عمل درآمد تو دور کی بات سول حکومت دو سال پورے ہونے کے بعد بھی ابھی تک یہ فیصلہ نہیں کر سکی کہ یہ کام مذہبی وزارت کے امور نے کرنا ہے، تعلم کی وزارت نے یا وزات داخلہ نے۔ جبکہ مدارس کے سب سے بڑے نیٹ ورکس چلانے والے فضل الرحمن جیسے لوگ حکومت کے اہم ترین اتحادی ہیں۔

11 ۔۔۔ میڈیا وغیرہ سے دہشت گردوں کو پرکشش بنانے کا عمل روکنا۔
میڈیا میں تو پاک فوج کے خوف سے یہ عمل کم ہو گیا ہے لیکن جب بات دہشت گردوں کے سہولت کاروں کی آتی ہے تو آج بھی نہ صرف میڈیا بھرپور انداز میں انکا موقف پیش کرتا ہے بلکہ میڈیا پر آکر وہ دھڑلے سے آپریشن کرنے والی رینجرز اور پاک فوج کو تنقید کا نشانہ بھی بنا رہے ہیں۔ حکومت اور اسکے ماتحت کام کرنے والی پیمرا اس پر کوئی ایکشن نہیں لے رہی۔اسی طرح سوشل میڈیا اور مساجد کے منبروں پر یہ کام بدستور جاری ہے۔

12۔۔۔ فاٹا میں ریفارمز۔ 
یہ ایک سہانا خواب تھا جس پر جمہوری حکومت کی جانب سے صفر کام کیا گیا۔ بلکہ دہشت گردی سے متاثر ویزرستان کے لوگوں کے لیے فنڈز تک منظور نہیں کیے جا سکے۔ ان لاکھوں متاثرین کی دیکھ بھال اور ویزرستان میں ممکن حد تک انفرسٹرکچر کی تعمیر پاک فوج محض اپنے بل بوتے پر کر رہی ہے۔

13 ۔۔۔۔ دہشت گردوں کے کمیونیکشن نیٹ ورکس ختم کرنا۔
پاک فوج اور ہماری اینٹلی جنس ایجنسیوں نے اس پر کام کرتے ہوئے حیرت ناک کامیابی حاصل کی اور نہ صرف پورے پورے نیٹ ورکس پکڑے گئے بلکہ تاریخی کامیابی حاصل کرتے ہوئے کل بھوشن کی صورت میں دہشت گردوں کے نیٹ ورک چلانے والے بھی پکڑے گئے۔ سول حکومت سے توقع کی جارہی تھی کہ اب وہ یہ معاملہ بھرپور انداز میں انڈیا اور ایران کے سامنےاٹھائی گی بلکہ اقوام عالم کے سامنےبھارت کا چہرہ بے نقاب کرے گی۔ لیکن وزیراعظم پاکستان کی زبان سے تاحال کل بھوشن کا نام تک نہیں لیا گیا ہے۔

14 ۔۔ انٹر نیٹ اور سوشل میڈیا کے غلط استعمال کو روکنا۔
اس پرآج بھی کھل کر دہشت گرد اپنے نظریات کی پرچار کر رہے ہیں۔ تاہم حکومت پر تنقید کے خلاف کچھ دن پہلے نہایت تیزی سے سائبر کرام بل منظور کر لیا گیا ہے۔

15 ۔۔ پنجاب کے اندر سے عسکریت پسندی کو جڑ سے اکھاڑ پھینکنا۔
پنجاب میں پاک فوج اور رینجرز کو سول حکومت آپریشن کرنے کی اجازت ہی نہیں دے رہی ۔ جبکہ لیفٹننٹ جنرل طارق کے مطابق زیادہ تر " دہشت گردوں کا مائنڈ سیٹ جنوبی پنجاب میں بنایا جاتا ہے اور وہیں سے سب سے زیادہ بھرتیاں کی جاتی ہیں جبکہ سندھ سے فنڈز آتے ہیں " ۔۔ معروف صحافی عارف حمید بھٹی کےمطابق "تمام صوبوں سے دہشت گرد بھاگ کر جنوبی پنجاب میں پناہ لیتے ہیں جس کو دہشت گردوں کے لیے جنت کا ٹکڑا بنا دیا گیا ہے۔ "

16 ۔۔ کراچی میں آپریشن۔ 
اس پر رینجرز اور پاک فوج پوری تندہی سے عمل کر رہی ہیں اور اس کے تحت جتنی بھی گرفتاریاں ہوئیں سب کی پشت پر سیاسی و جمہوری جماعتیں برآمد ہوئیں۔ جنہوں نے اب اس آپریشن کو ہی متنازعہ بنا دیا ہے۔ ڈاکٹر عاصم اور عزیر بلوچ کا معاملہ لٹکا دیا گیا ہے۔ نائن زیرو پر چھاپے میں دو درجن دہشت گرد پکڑے گئے تھے ان کا ابھی تک کچھ نہیں ہوسکا ہے۔ بہت سوں کی عدلیہ نے قبل از گرفتاری ضمانتیں منظور کر لیں۔ عدالت میں گرینڈ پھٹ جاتے ہیں لیکن پھر بھی کچھ " ثابت " نہیں ہورہا۔ حکومت نے پاک فوج کی مدد کے لیے ایک کمیٹی بنانے کا وعدہ کیا تھا جس کا دو سال بعد بھی کوئی اتا پتا نہیں ہے۔

17 ۔۔ بلوچستان میں مفاہمت ۔۔
اس پرجنرل ناصر جنجوعہ صاحب نے بے پناہ کام کیا اور بے شمار بلوچون کو قومی دھارے میں واپس لایا گیا۔ لیکن جہاں تک ان بلوچوں کی محرومیاں دور کرنے کی بات ہے تو حالت یہ ہے کہ صرف صوبائی وزیر خزانہ کے سیکٹری کے گھر سے 70 /70 کروڑ روپے نقد برآمد ہو رہے ہیں۔ بلوچوں کے حقوق جمہوریت کھا گئی۔ اگر یہی حالت رہی تو آپ انکو دوبارہ واپس دہشت گردی کی طرف جانے سے کتنا عرصہ تک روک پائینگے ؟؟

18 ۔۔ فرقہ ورانہ تنظیموں سے آہنی ہاتھوں سے نمٹنے کا عہد۔۔ 
کیا اس پر آپ نے کسی پیش رفت کے بارے میں سنا ہے ؟ ابھی تک صفر ہے۔ ہاں یہ ضرور ہے کہ فرقہ پرستی پر بنی کچھ جماعتوں کے سیاسی ونگ بھی ہیں جو حکومت کے کافی قریب ہیں۔

19 ۔۔ افغان مہاجرین کا مسئلہ حل کرنا۔ 
اس معاملے میں صرف پاک فوج اور کے پی کے میں قائم پی ٹی آئی کی حکومت ہی کام کر رہی ہے اور افغان مہاجرین کی باعزت اور جلد واپسی پر کام ہو رہا ہے۔ جبکہ حکومتی جماعت کے تینوں اہم ترین اتحادی مولانا فضل الرحمن، محمود اچکزئی اور اسفند یار والی افغان مہاجرین کی واپسی کی مخالفت کر چکے ہیں۔ بلکہ محمود اچکزئی تو صوبہ کے پی کے کو افغانستان کا صوبہ قرار دے چکے ہیں۔ لیکن کسی نے ان سے سوال تک نہیں کیا۔

20 ۔۔ عدلیہ یا جسٹس سسٹم کی تشکیل نو۔
اس پر کوئی کام نہیں ہوا ہے اور عدلیہ ہی پاکستان میں تمام مسائل کی جڑ ہے۔ صرف عدالتیں ٹھیک ہوجائیں تو ہر قسم کی کرپشن، بد انتظامی اور جرم کو روکا جا سکتا ہے۔ لیکن دو سال ہوگئے ہیں ابھی تک اس معاملے میں حکومت کی طرف سے پہلا قدم بھی نہیں اٹھایا گیا ہے۔

آپ نوٹ کیجیے نیشنل ایکشن پلان کے صرف ان ہی حصوں پر کام ہو سکا ہے جو پاک فوج نے کرنے تھے۔ جمہوری حکومت کے حصے کا کام دو سال بعد بھی صفر کا صفر ہے۔ منتخب جمہوری حکومت نے ابھی تک کمیٹیاں بنانے، اجلاس کرنے، بیان بازی اور بھاری بھرکم تنخواہوں پر نئے نئے وزیر اور مشیر بھرتی کرنے کے علاوہ کچھ نہیں کیا۔
پاکستان میں دہشت گردی ایک نہایت پیچیدہ معاملہ ہے جس میں دنیا بھر کی بڑی بڑی طاقتیں ملوث ہیں اور انکی مدد پاکستان کے اندر سے کئی مذہبی اور سیاسی گروہ کر رہے ہیں۔ اس جنگ کے بے شمار پہلو ہیں اس لیے اس سے نمٹنے کے لیے پاک فوج کے مشورے سے یہ نیشنل ایکشن پلان مرتب کیا گیا تاکہ سارے پہلوؤں کا احاطہ ہوسکے۔
پاک فوج کے ذمے اس پلان کا سب سے مشکل حصہ تھا جو اس نے پورے جوش و جذبے سے اور اپنے ہزاروں جوانوں کی قربانی دے کر بخوبی پورا کیا۔ اسی کا نتیجہ ہے جو آپ ملک میں کسی حد تک امن و آمان دیکھ رہے ہیں۔ لیکن جو حصہ منتخب جمہوری حکومت نے کرنا تھا اس پر ایک فیصد کام بھی نہیں ہوا بلکہ الٹا پاک فوج کے راستے میں بھی مختلف رکاؤٹیں حائل کی جا رہی ہیں جنکا مشاہدہ آپ کر رہے ہیں۔
سچائی یہ ہے کہ پاکستان کی جمہوری قوتیں نیشنل ایکشن پلان کا دھڑن تختہ کرنے کے درپے ہیں۔ اگر صورت حال یہی رہی تو 6 لاکھ تو کیا 60 لاکھ کی فوج بھی یہ دہشت گردی ختم نہیں کروا
 اس کا مطلب مارشل لاء نہیں بلکہ عوام کو حکومت پر دبائو بڑھانا تاکہ اپنا کام کریں

What are the advantages and disadvantages of using the First-past-the-post voting system?

First past the post or FPTP, also known as Simple Majority Voting, Winner-takes-all voting or Plurality voting is the most basic form of voting system. In its simplest form, under FPTP, voting takes place in single-member constituencies. Voters put a cross in a box next to their favoured candidate, and the candidate who gathers the most votes in the constituency or other electoral area wins the election. All other votes count for nothing. FPTP is clear, simple and decisive in the majority of cases, but many would argue that it is anything but a representative voting system. FPTP can also be used in multi-member electoral areas where voters are asked to vote for as many candidates as there are vacancies. Examples include local council elections, elections of foundation trust governors and membership organisations.

In public elections, FPTP is the second most widely used voting system in the world, after Party-List PR. It is principally used in the electoral systems that are either are, or were once, British Colonies. FPTP is currently used to elect members of the House of Commons in the UK, both chambers of the US Congress and the lower houses in both Canada and India. The use of FPTP voting systems used to be more widespread, but many countries have now adopted other alternative voting systems.

The advantages and benefits of a FPTP voting system

It’s simple to understand.
It doesn’t cost much to administer.
It’s is fairly quick to count the votes and work out who has won; meaning results can be declared relatively quickly after the polls close.
In a political environment, FPTP enables voters to clearly express a view on which party they think should form the next government.
FPTP is ideally suited to a two-party system and generally produces single-party governments, although the 2010 UK General Election was an obvious exception
Single-party governments by and large don’t have to rely on support from other parties to pass legislation, though as the UK has found that is not always necessarily the case as the current Coalition Government demonstrates.
Some would argue that FPTP voting systems encourage broad-church centrist policies and discourage extremist points of view
The disadvantages and shortcomings of FPTP voting systems

Representatives can get elected with small amounts of public support, as the size of the winning margin is irrelevant: what matters is only that they get more votes than other candidates.
FPTP encourages tactical voting, as voters often vote not for the candidate they most prefer, but against the candidate they most dislike.
FPTP is regarded as wasteful, as votes cast in a constituency for losing candidates, or for the winning candidate above the level they need to win that seat, count for nothing.
FPTP can severely restrict voter choice. Parties are not homogenous and do not speak with one unified voice. Parties are more coalitions of many different viewpoints. If the preferred-party candidate in a constituency has views with which a voter doesn’t agree, he or she doesn’t have a means of expressing that at the ballot box.
Rather than allocating seats in line with actual support, FPTP rewards parties with what is often termed ‘lumpy’ support; that is, with just enough votes to win in each particular area. With smaller parties, this works in favour of those with centralised support.
With relatively small constituency sizes, the way boundaries are drawn can have important effects on the election result.
Having small constituencies often leads to a proliferation of safe seats, where the same party is all but guaranteed re-election at each election. This not only effectively disenfranchises a region’s voters, but it leads to these areas being ignored when it comes to framing policy.
If large areas of the country are effectively electoral deserts for any particular party, not only is the area ignored by that party, but also ambitious politicians from the area will have to move away from their locality if they aspire to have influence within their party.
Because FPTP restricts a constituency’s choice of candidates, the representation of minorities and women suffers, as the ‘safest’ looking candidate is the one most likely to be offered the chance to stand for election
Although encouraging two-party politics can be advantageous, in a multi-party culture, third parties with significant support can often be greatly disadvantaged.

Interrogating democracy

BREXIT has triggered two arguments about democracy: (1) Voters are ignorant, and (2) representatives are selfish. In either case the implications for governance are grave. It is significant that the questions are being asked in the West. They have always been on the table in countries like Pakistan but dismissed as reflecting the limitations of people rather than of democracy.
The answers in Pakistan are clear. The wisdom of voters is extolled in theory but undermined by contempt for their intelligence in practice. Citizens are never asked how the revenue they contribute ought to be allocated — they cannot be trusted to determine what is good for them or the nation. As for the representatives, voters are convinced of their dishonesty, their task limited to selecting the least crooked. The rulers themselves leave no doubt accusing each other of egregious malfeasance.
In the West the questions are more nuanced and therefore of greater intellectual interest. What is the limit to the knowledge of voters? They are considered independent and capable enough to choose local representatives based on their preferences but can they disentangle the pros and cons of multilayered questions of economic policy? Should they be expected to do so? If they are, does that leave them vulnerable to being misled by those with vested interests?
Vested interests are at the heart of the second question. Have financial considerations now so dominated social ones that rulers prioritise the interests of capital over those of people? And have the interests of ruling elites become so enmeshed with the protection of capital that they have reneged on their promise to advance the welfare of citizens?

The rules of governance must be re-examined.


After all the ink that has been spent on Brexit, the conclusions appear quite sobering: many voters acted seemingly against their economic interests to kick back at rulers whom they considered uncaring; both factions of the rulers lied, one just more effectively than the other. Incredibly, the winners admitted immediately after the surprise outcome that they had done so.
These conclusions are a sad commentary on the present state of democracy and a troubling sign of its future trajectory. As problems faced by nation-states become more complex in a globalised economy the stresses of the market will transfer to politics. Strains will increase and the side that lies more effectively will continue to gain ground till there is a break.
Some of the consequences are already obvious. Both in England and US, the plight of the population hurt by the workings of global capital is being blamed on migrants leading to a politics of fear, resentment, and racism. The rise of Trump leaves little doubt in this regard.
What then is to be done? The key is to realise that the system of democratic governance comprises rules some of which should be re-examined, fine-tuned, or changed, if necessary. To take an obvious example: is the system based on plebiscitary or representative democracy? If the latter, as is the case in Britain, was a yes-no referendum on staying in the EU not an act of irresponsibility taken only for self-interested political reasons? How can such reckless gambles be forestalled?
Consider a less obvious but equally consequential rule. Two Nobel laureates, Eric Maskin and Amartya Sen, have argued that Trump would not have emerged as the Republican presidential candidate if the primaries had followed a rule other than the first-past-the-post (FPTP), winner-take-all one. And David Runciman, a leading British academic, has claimed that “the primary cause of the referendum result is the first-past-the-post system, albeit through its secondary effects”. Refer­ring to the fact that the UK and US are among the few de­­ve­­­loped countries to follow the FPTP, he goes on to say that “it also isn’t a coincidence that the two places where truly destabilising populist politics have been let off the leash are Britain and the United States.”
This is a salutary reminder that electoral rules matter to the extent that they can break countries apart. The fact that South Asia has inherited the FPTP from Britain without any serious exploration of its appropriateness or implications does not bode well.
It is not that we have been immune to rule changes — recall those that barred more than two turns as prime minister or required a graduate degree to be elected to parliament. Both were accepted as part of politics without serious intellectual attention to the importance of rules to good governance. Unless we pay attention to these details we will continue to suffer from the vagaries of democracy till popular pressure builds up for the only binary alternative we can imagine — never mind that the cure has always been worse than the disease. Thinking on constitutional arrangements has to advance to avoid a fate that thrives on ignorance.

Chaos in Kashmir: A Question of Identity

The root cause of Kashmir’s unending violence? Its people have no place in India’s national identity:

When three rebels were killed in a gunfight with security forces in Indian Kashmir, the government had to take radical measures: disrupt communication services, impose curfews, and ensure that anti-India leaders remain confined. The government’s main worry was that among those killed was one 22-year-old Burhan Wani – arguably the most prominent militant to operate in Kashmir in recent years – and his death was sure to trigger an outpouring of emotions on the streets of Kashmir. And trigger it did.
The next morning, on July 9, thousands of enraged Kashmiris defied curfews and assembled at various locations to participate in Wani’s funeral. The funeral then turned into anti-India and pro-independence protests; as angry crowds clashed with police and paramilitary, the situation turned violent and deaths started to pile up. Over the next week, at least 33 people died in the clashes, and hundreds more were injured. As of this writing, the situation remains tense and the death toll has reached 40. With each additional civilian death, peace seems to become more elusive as funerals of the dead turn into massive protests and result in violent confrontations between the forces and the crowds.
This cycle of chaos is not unprecedented. Anti-India and pro-independence protest movements have been a common occurrence in Kashmir since the late 2000s, right when a 1990s-era insurgency started to fade away. The current situation also follows a familiar pattern of weeks-long protests, clashes, and deaths that are initially sparked by a single incident. But what is rather more worrying this time, from New Delhi’s point of view, is the massive support expressed by the Kashmiri population for a fallen anti-India, secessionist militant. It is clear now that even though the 1990s-era insurgency is almost dead, the sentiments that lay at the core of it are still alive. Kashmiris have not acquiesced to Indian control of the region, and they continue to long for more indigenous political control and possible secession from India.
Many reasons have been proposed to explain the anti-India and secessionist sentiments of Indian Kashmiris. For some, the problem is caused by their pro-Pakistan leanings and by Pakistan’s support for Kashmiri rebels and anti-India leaders; others blame the presence of extremist elements in Kashmir or the heavy-handed approach of the Indian security establishment toward Kashmiris; many are convinced that mediocre levels of education, high unemployment, and corruption are at the root of the problem. True, each of these issues bolster the anti-India and pro-independence feelings of Kashmiris, but they are not the root cause.
In fact, many of these issues are themselves the end-result of something more fundamental and simple: that Kashmiris see themselves as a distinct nation and desire, naturally, to distinguish themselves as one, and achieve the global honor and status associated with nationhood. What better way to do that than achieving statehood and sovereign control of their lands? And to understand why Kashmiris feel so separate from India, we need to turn our attention to the construction of national identity in post-British India, which has failed to include Kashmiris.
To unify the numerous ethno-linguistic groups in the country, national identity in India has been built on stories of Indian civilization and a history of colonialism. Kashmiris, for the most part, don’t easily see themselves of the same civilizational background as Indians, because of a substantial cultural divide, their historic remoteness from mainland India, and also their Muslim-majority character. In this age of interconnectivity, Kashmiris have become even more aware of the gap.
When schools teach Indian colonial history to Kashmiri students, it becomes evident to the children that they are not studying their forefathers. The British didn’t colonize or rule over Kashmir. Kashmir, instead, was ruled by a Hindu king. As Indians were trying to get their independence from the British, Kashmiris were involved in their own struggle against the monarchy. Interestingly, the last move of the disliked king was to sign theInstrument of Accession, the legal document on the basis of which India claims and controls Kashmir. The document remains as unpopular in the Kashmiri psyche today as the king who signed it.
Indian national identity on a popular level is also emboldened by the country’s wars and rivalry with Pakistan – the enmity serves as a unifying force. In Kashmir, however, Pakistan is seen as a benevolent state that repeatedly voices concern over the situation there and publicly supports its separation from India.
To sum it all up, the same factors that have created and maintained a cohesive national identity in India have also alienated and excluded the Kashmiris. In fact, the very nature of the Indian identity is antithetical to Kashmiris. Thus, by now, they have developed their own separate national identity, and they resent Indian control of the region. The reason a 22-year-old rebel’s death was enough to trigger such massive unrest in Kashmir was the fact that he had become a symbol of Kashmiri nationalism and identity – for which he was ready to fight and die.
No material factor can replace the longing for honor, status, and independence within a national group – it can only keep a temporary lid on it. The Kashmiri nation remains no different. Economy, jobs, corruption, religion, and human rights will only remain secondary issues until the presence of a Kashmiri national identity is accepted as a reality and efforts are made to represent it in the sovereign structures that govern Kashmiris. Until then, protests, violence, and deaths will continue to ebb and flow.
To bring perpetual stability, the separatists have proposed their solution: an independent Kashmir. It’s time for the Indian state to offer a pragmatic counter.

رات ترکی میں ایک ملٹری گروپ کی بغاوت ناکام هونے کے بعد درباری بغلیں بجاکر میڈیا پر یه تاثردینے کی کوشش کررهے هیں که جیسے یه واقعه ترکی میں نهیں بلکه پاکستان میں هواهو, اور پاک آرمی اور جنرل راحیل شریف کوشکست اور نواز شریف ٹولے کوفتح هوئی هو. ترکی واقعه کی آڑ میں پاکستان فوج کے خلاف غیر محسوس طریقے سے زهر اگلاجارها هے.مگر حقیقت یه هے که ترکی اورپاکستان کے حالات میں زمین آسمان کافرق هے.
1 - ترکی میں فوج نے حکومت کاتخته نهیں الٹا بلکه ایک فوجی ٹولے نے حکومت اور اپنی هی فوج کے خلاف بغاوت کی اور آرمی چیف کوبھی یرغمال بنالیا. 
2- ترکی میں نه 18 گھنٹے کی لوڈشیڈنگ هے اور نه هی بھوک اور غربت سے عوام خودسوزیوں اور خودکشیوں پر مجبور هیں.
3- ترکی میں نه هی کسان اپنی فصلیں جلانے پرمجبور هیں اور نه هی وهاں کے حکمران سانحه ماڈل ٹاؤن جیسی ریاستی دهشتگردی میں ملوث هیں.
4- ترکی میں نه هی چھوٹوگینگ حکمران پارٹی کے لوگوں کی سرپرستی میں قائم هیں اور نه هی وهاں حکومتی وزراء کی سرپرستی میں Sectarian Gangs ٹارگٹ کلنگ میں ملوث هیں.
5- ترکی میں نه ایک صوبے کاسائز ملک کے کل حصے کا62% هے اورنه هی ترکی میں شهری ایسے جوهڑوں پر پانی پینے پرمجبورهیں جهاں انسان اورگدھے ایک هی جگه سے پانی پی رهے هیں.
6- ترکی میں نه هی حکمران نوازشریف کی طرح بادشاه اور نه هی عوام پانامه لیکس میں گھرے حکمرانوں کی عدم توجه سے هسپتالوں میں  هیپاٹائٹس اور کڈنی فیل هونے پر ایڑیاں رگڑرگڑکر مررهے هیں.
7- ترکی میں نه وهاں کاوزیراعظم اپنے دشمن ملک کے وزیراعظم سے دوستی کرکے اپنی فوج کے خلاف سازشوں میں مصروف هے اور نه هی ترکی میں را کی سازشیں هیں.
8- ترکی میں نه هی وزیرخارجه کے بغیر ملک چلایاجارهاهے اور نه هی وهاں کاوزیراعظم ڈیڑھ ماه تک لندن میں مقیم ره کر اپنے بچوں سے نظام حکومت چلواتارهاهے.
9- ترکی میں نه حکمران میٹروبس, اورنج ٹرین اور نندی پورپاور پراجیکٹ جیسے سکینڈلز میں ملوث هیں اور نه هی وهاں ایک بھائی ملک کاوزیراعظم اور دوسرابھائی وزیراعلی هے.
10- ترکی میں نه هی بینالی آراوز الیکشن کے نتیجے میں وزیراعظم منتخب هوئے اور نه هی طیب اردگان اچھے گول گپے اور دهی بھلے پیش کرنے کی وجه سے صدر بنے.
11- ترکی میں نه هی جمهوریت کے نام پر بدترین آمریت قائم هے اور نه وزیراعظم بینالی , انکے بھائی اور وزراء کے خلاف ریاستی دهشتگردی کرنے پر چوده افراد کے قتل کامقدمه درج هے.
12- ترکی کاوزیراعظم نه نواز شریف کی طرح عوامی حمایت کھوکر ملک کی ناپسندیده ترین شخصیت بن چکاهے اور نه هی وهاں کے باغیوں کےگھر میں نشان حیدرجیسے بڑے اعزازات هیں.
مختصر یه که وهاں نه وزیراعظم نوازشریف جیسا شهنشاه اور نه صدرممنون حسین جیسا بے اختیارهے.
لهذا بغلیں بجانے والے ترکی میں ایک فوجی ٹولے کی بغاوت کو پاک فوج کی کردارکشی کرنے کی بجائے اپنے کرتوتوں پر غورکریں.

ہمارے دانشور جو یہ سنا رہے ہیں کہ شاید اب پاکستان میں ایسا کرنا ممکن نہیں رہے گا وہ احمقوں کی جنت میں رہتے ہیں۔

طیب اردوان اور ہمارے شریف بادشاہوں میں بڑا فرق ہے۔ اردوان استنبول کے میئر بن کر نچلی سطح پر تبدیلی لائے، بلدیاتی نظام کے ذریعے عوام کے دل جیتے، ترکی کو کھویا ہوا مقام دلوایا۔ ہمارے پاکستانی بادشاہ سلامت اس کے برعکس ہیں۔

میاں نواز شریف سات ماہ پارلیمنٹ میں نہیں جاتے۔ میاں شہباز شریف پنجاب اسمبلی میں اپنا دیدار نہیں کراتے ۔ یہاں فوجی حکمران بلدیاتی ادارے متعارف کراتے ہیں جبکہ سیاسی حکمران انہیں تباہ کر دیتے ہیں۔ جنرل مشرف دورکے بلدیاتی اداروں کی مدت ختم ہوئی تو زرداری اور ان کے بعد نواز حکومت نے ان کا نام تک نہیں لیا۔ سپریم کورٹ پانچ سال سیاسی حکمرانوں سے لڑتی رہی، گزشتہ برس جا کر الیکشن ہوئے لیکن اب تک بلدیاتی اداروںکے چیئرمینوںکے انتخابات نہیں کرائے گئے۔ کیا کوئی بتا سکتا ہے کہ اسلام آباد کے میئر کا کیا نام ہے؟ وہ میئر جو لندن کے ایجوائے روڈ پر چارپائی ڈال کر بیٹھا رہا کہ کہیں میاں صاحب کو ہسپتال میں کوئی ضرورت پیش نہ آجائے؟ اسلام آباد کا میئر ایسے شخص کو بنایا گیا جو سی ڈی اے کا ٹھیکدار تھا اور اس نے ایف الیون اور مری میں شاہی خاندان کو گھر تعمیر کر کے دیے۔
بلدیاتی نظام جس سے اردوان نے طاقت حاصل کی اور عوام کے دل جیتے اس پر تو ہمارے حکمران یقین ہی نہیں رکھتے۔ ان کے نزدیک یہ ادارے ان کی اور ان کے حواریوں کی طاقت پرکھلے حملے کے مترادف ہیں۔ لہٰذا سپریم کورٹ کے حکم پر الیکشن کرا بھی دیے تو سات ماہ گزرنے کے باوجود انہیں بجٹ دیا نہ چیئرمینوں کا انتخاب ہونے دیا۔ لاہور کا کوئی میئر ہی نہیں ہے۔ ایک کشمیری، خواجہ حسان نے میئر بننا ہے جو ترکی کے دورے پر پچاس لاکھ روپے خرچ بھی کر آئے ہیں۔ مئیر کے الیکشن کی ضرورت ہی نہیں۔ نام ہی کافی ہے!

پاکستان اور ترکی۔۔۔
یہ عوام کا کمال نہیں کہ انہوں نے سڑکوں پر نکل کر سیاسی قیادت کو بچا لیا، یہ کمال اس سیاسی قیادت کا ہے جس نے اپنے لوگوں کو مجبورکر دیا کہ اگر وہ خوشحال زندگی چاہتے ہیں تو باہر نکلیں۔ سب لوگ اپنے مفاد کے لیے باہر نکلے، طیب اردوان کا اقتدار بچانے کے لیے نہیں۔
ترک عوام کو خراج تحسین پیش کرنے سے پہلے آپ کو ترکوں کی موجودہ قیادت کا بیک گروانڈ دیکھنا ہوگا کہ کیسے طیب اردوان نے استنبول کا میئر بن کر اس شہرکی تاریخ ہی بدل دی۔ لوگوں کی نچلے لیول پر خدمت کر کے ان کے دل جیتے اور ایسے جیتے کہ ترکوں نے اسے استنبول سے اٹھا کر ملک کا وزیراعظم اور پھر صدر بنا دیا اور آج اس کے خلاف فوجی بغاوت ناکام بنا دی۔ یہ بھی نہ بھولا جائے کہ آج ترکی میں دہشت گردی کا سماں ہے۔ چودہ حملوں میں سیکڑوں ترک مارے جا چکے ہیں۔ سیاحت کی صنعت یکدم نیچے آگئی ہے۔ ترکی کے لیے یہ مشکلات کا دور ہے کیونکہ اس کی ایران، شام اور عراق کے ساتھ سرحدیں ملتی ہیں اور ترکی پر الزامات لگ رہے ہیں کہ اس نے شام میں بشار الاسد کے خلاف لڑنے والے باغیوں کی مدد کر کے اپنے لیے مشکلات پیدا کر لی ہیں۔ بعد میں انہی باغی گروپوں نے ترکی کے اندر بھی حملے شروع کر دیے۔ فوج ناراض تھی کہ طیب اردوان کی اس پالیسی کی وجہ سے خطے میں دہشت گردی بڑھ گئی اور ترکی کی اپنی سکیورٹی بھی خطرے میں پڑگئی ہے۔ انسانی حقوق کا حشر ہم دیکھ چکے ہیں۔ دو بڑے میڈیا ہائوسز پر طیب حکومت کا قبضہ ہے اور ایک پر اس کا بیٹا بیٹھا ہے۔ سوشل میڈیا پر سختی ہے۔ کہا جاتا ہے کہ صحافیوں کو سب سے زیادہ ترکی میں قید کیا گیا ہے۔ اردوان پرکمنٹ(تبصرہ) کرنا جرم ہے۔ 2003ء میں ہونے و الی ناکام بغاوت کے بعد بے گناہ فوجیوںکو بھی سزائیں سنائی گئی تھیں جس پر فوج کے کچھ افسران نالاں تھے۔ کہا جا رہا ہے کہ یہ بغاوت کرنل لیول کے افسروں نے کی تھی، اس میں اعلیٰ فوجی قیادت شامل نہیں تھی۔ اس کے باوجود پچاس فیصد ترک طیب اردوان سے محبت جبکہ باقی پچاس فیصد اس سے نفرت کرتے ہیں۔ انہی محبت کرنے والے پچاس فیصد میں سے لوگ باہر نکلے جبکہ نفرت کرنے والے گھروں میں رہے۔ نتیجہ سامنے ہے۔

غلط فہمی
بغاوت کے آغاز میں امریکہ کا طرز عمل محتاط اور عملاً باغیوں کے حق میں تھا۔ جان کیری نے جمہوریت کے حق میں آواز بلند کرنے کے بجائے امن برقرار رکھنے پر زور دیا اور ہرگز یہ تاثر نہیں دیا کہ امریکہ فوجی شب خون کا مخالف اور جمہوریت برقرار رکھنے کا خواہش مند ہے۔ یہ اُن لوگوں کے لیے لمحہ فکریہ ہے جو سمجھتے ہیں کہ فوجی حکمرانی کا دور لد چکا اور عالمی برادری کسی فوجی بغاوت کی حمایت نہیں کر سکتی۔ لہٰذا اس بغاوت میں اردوان کے لیے یہ سبق ہے کہ وہ اندرون ملک سیاسی مخالفین‘ میڈیا اور خدمت تحریک سے مفاہمت کی راہ تلاش کریں اور مخالفین کو اس قدر دیوار سے نہ لگائیں کہ کوئی تیسری قوت اس کا فائدہ اٹھا سکے۔ ترکی میں عوام کی کامیابی پر پاکستان کی سیاسی جماعتوں کی خوشی دیدنی ہے مگر ان کی قیادت کو سوچنا چاہیے کہ اگر اردوان جیسے مقبول سیاستدان کو آمرانہ رجحانات‘ کرپشن کے الزامات اور انسانی حقوق کی خلاف ورزی پر فوجی بغاوت کا سامنا کرنا پڑ سکتا ہے تو تیسری دنیا اور عالم اسلام کے وہ لیڈر کس باغ کی مولی ہیں جن کا کل اثاثہ بلند بانگ دعوے ‘ بے مغز بیانات اور بیرون ملک جائیدادیں‘ اکائونٹس ہیں جبکہ ان کا دامن تار تار اور چہرہ داغ دار ہے۔
بغاوت کی ناکامی میں عوام کے عزم و حوصلے کے علاوہ اردوان کی جرأت مندی کا دخل ہے جس نے بدترین حالات میں چھٹیاں منسوخ کر کے استنبول آنے کا فیصلہ کیا اور باغیوں کی فضا میں پروا کی نہ ائرپورٹ اور نہ شہر میں۔ انہوں نے یہ بھی نہ سوچا کہ اس کے اپنے محافظوں میں کوئی باغی ہو سکتا ہے اور ایئرپورٹ پر استقبال کرنے والوں میں بھی۔ جو بے عمل سیاستدان سازشی کہانی سے گھبرا کر دارالحکومت چھوڑ کر اپنی اندرون و بیرون ملک پناہ گاہوں کا رُخ کرتے ہیں اُن کے لیے کبھی عوام سڑکوں پر نکلتے ہیں نہ ٹینکوں کے آگے لیٹتے‘ اور نہ گولیاں سینے پر کھا کر جمہوریت کا دفاع کرتے ہیں۔ بہادر‘ ایثار پیشہ‘ باصلاحیت اور جذبہ خدمت خلق سے سرشار لیڈر ہی عوام کو سڑکوں پر نکلنے اور باغیوں کا مقابلہ کرنے کی دعوت دیں تو کوئی لبیک کہتا ہے۔ بے ثمر‘ بے فیض جمہوریت کی رخصتی پر لوگ صرف مٹھائیاں ہی تقسیم کر سکتے ہیں اور وہ کرتے ہیں۔ یہی ترکی اور پاکستان‘ ہماری سیاسی قیادت اور اردوان میں فرق ہے۔ مسعود کرمز کو مگر فکرمند نہیں ہونا چاہیے۔

Competing Narratives & Counter Narrative

Let’s revisit the debate on narratives and imagine the kind of alternative narratives that we require in Pakistan. Can the Constitution provide and strengthen such narratives that may weaken the narratives of non-state actors? Alternatively, will the good governance mantra thrown around by the establishment be enough to defeat militancy in Pakistan?
The Constitution of Pakistan is a comprehensive social contract upon which most parties, espousing different thoughts, agree. Many experts believe that the Constitution has the power to eradicate negative narratives, and that this activity will help in laying the foundations for positive thinking. They argue that it is the only document on which all segments of our society — including nationalist, secular, liberal, moderate and religious forces — are in agreement, despite their divergent views and reservations on certain clauses. They can launch campaigns against such clauses. Political parties can contest elections to seek the mandate to amend such clauses. But, ultimately, this is a written, formal social contract built with consensus — and it binds forces of divergent views and values together. The Constitution and democratic system can ensure transparency and accountability.
Of course, someone else could argue that strict systems, authoritarian rule, and monarchies can also bring about some extent of social order. However, this depends on how one defines ‘good governance’. Can a sort of authoritarian discipline, different types of suppression and bans on divergent expressions be thought of as characteristics of good governance? Which would be considered a model of governance: a functional delivery system with all, or limited freedoms? Most importantly, can such paradigms remove multiple ambiguities prevailing in our society? Would it be enough to actually bring the extremists on the right path?
Those who believe the answer to be in the affirmative would then observe that the country does not need a counter-extremism policy, that it deserves applause for what it has attained in the form of a state of ‘new normalcy’. So what, they would say, if it is not up to scratch in terms of global norms, or that our society seems morbid from the outside. There are many states in the world which are surviving with even worse indicators. Why is the world worried about us? May be we have something beyond mere narratives that worries the world.
