Security Challenges for Pakistan

Pakistan’s security forces may be fighting with one hand tied behind their back. Some of Pakistan’s most vocal ‘democrats’ seem to take pride in denigrating their own country’s armed forces while remaining silent or ignorant about the actions of Pakistan’s adversaries. The differences between the civilian and military leadership are out in the open.

In the challenging environment emerging in the region, Pakistan needs to evolve a clear plan to preserve its security and safeguard its interests.

The first priority is to militarily defeat and politically divide the TTP and make peace only on terms that respect Pakistan’s Constitution, sovereignty and territorial integrity. Both the Afghan Taliban and the Americans should be asked to support this effort or get out of the way.

Second, Pakistan should seek peace with and within Afghanistan. This can be achieved only from a position of strength. Kabul should be asked to end its support for the TTP and the BLA. Pakistan may need to demonstrate its influence with the Afghan Taliban to secure Kabul’s cooperation. Meanwhile, opening a dialogue with the Northern Alliance could lay the ground for a future deal.

Third, the intercession of the US, China and Russia should be sought to build a regional consensus, incorporating Iran and Saudi Arabia, for peace within and around Afghanistan. Despite their escalating rivalries in Europe and East Asia, each of them has an interest in pacifying Afghanistan, not least to counter global terrorism.

Finally Pakistan’s difficult relationship with India will need to be managed through a combination of deterrence and diplomacy. The major powers also have a stake in preventing a major crisis between nuclear-armed India and Pakistan. They can be persuaded to temper Modi’s anticipated belligerence.

The success of such a plan can be assured only if Pakistan’s political leaders, security forces and diplomats work cooperatively to realise these national objectives.

Pakistan Enters 3G: A question of scale, speed, reliability

Free%20Books%20%26%20Articles

The long-awaited 3G and 4G Spectrum Auction commenced and closed yesterday, after eight rounds of bidding as a result of which, the Government of Pakistan has managed to successfully raise $1.1 billion.
Out of the four telecom providers competing in this auction, Mobilink, Telenor and Ufone managed to secure 3G licences, where as Zong owned by China Mobile, is the only one to have secured both a 3G and a 4G license.
Third Generation mobile broadband internet providers must offer peek data transfer rates of at least 200kbps apart from meeting technical standards for speed and reliability. This does not mean it’s restricted to that speed; some 3G providers exceed more than 10 times that.

To be able to call them selves Fourth Generation the network provider must offer peak data rates of at least 100Mbps for high mobility communication (users in trains or cars), and at least 1Gbps for low mobile communication (pedestrians and stationary users).
It is a strange thing to note that according to a PEW research report published in February, only 53 per cent of Pakistanis own a cellphone, out of those only 3 per cent are smartphone users.
Given that, there is said to be 180 million of us, all this fuss is essentially over 6 million subscribers.
Since this is still a business venture and telecoms have spent a fortune on putting systems in place to facilitate this technology, in addition to the licenses themselves, what we all do not realise is that billions are intended to be made through just 6 million people. Even if you quadruple those - billions through 24 million, it still does not sound that great.
Tariff plans are sure to be the next cause for concern for the data hungry lot, as with speed improvements there will be a new kind of internet usage, which includes game downloads while using mobile data, multiplayer games being played over mobile internet and not restricting them to Wi-Fi only access points.
Even though these tasks may not be painfully slow, there is no guarantee that they will not be painfully expensive. Personally, the excitement is coupled with anxiety about the scale, speed and reliability of the infrastructure put into place.
Additionally with the availability of third and fourth generation mobile broadband internet, people would want to use more out of their cellphones which may not be entirely possible since there is a lack of services provided in Pakistan.
These application assisted services generally come hand in hand with such speeds like map functionality and speech-based assistance which uses grid systems to guide you to closest Chinese restaurant or list book shops in the area.

Malicious Scandle out of an incidence

Attack on ISI is attack on Pakistan

The extremely tragic assassination attempt on Hamid Mir is the worst demonstration of how forces within the country are trying to stifle freedom of speech. What is equally disturbing is that Geo and Hamid’s family members immediately reacted by accusing the involvement of the Inter-Services Intelligence (ISI) in it. Although discretion demanded that even if they had reasons to believe in the agency’s culpability, jumping to such hasty conclusion on the basis of some earlier threats was highly irresponsible and unwise. It is surprising that Geo, a leading electronic channel, faltered and presented a personal allegation as a part of news. It would have been more appropriate for Geo to wait for the official and media’s own committee findings, before taking any categorical position. In this way they could have avoided an adverse reaction against their channel from the military and government circles.
The ISI is supposed to be the eyes and ears of the state that is guarding Pakistan’s frontiers and ensuring the stability of the country. The insinuation that it is involved in the shooting of a renowned journalist on the basis of some differences implies that they are indulging in activities meant to destabilise the state. Imagine for a moment that the CIA is being accused by CNN or MI5 by the BBC of attempting to murder one of their countries reputed television anchors. No wonder that the Indian and Western media has gone euphoric in reporting the event. With Pakistan’s reputation and record on the safety of journalists already quite low, this incident has made it look worse and attracted international attention. It has given India — a country that never loses an opportunity to defame the ISI for supporting jihadi elements in Kashmir and against India — another opportunity to muddy its reputation. Similarly, the Afghans who blame the ISI for their ills and use it as a scapegoat for their failures will find an opportunity to intensify the verbal attacks.
Moreover, the country had hardly recovered from the debilitating war of words between the military and civilian leadership that this new front has opened up between the army and Geo, a major media house. Making this more complex is the inter-media rivalry fuelled by commercial motives. Only a few weeks back, Raza Rumi, a highly respected anchor of Express News, luckily escaped an assassination attempt although his driver unfortunately lost his life. The collective response of the media community was feeble.
The very fact that there existed a suspicion of an unlawful activity on the part of the ISI does reflect that the perception about its working, at least in some quarters, is not good. This needs to be corrected through internal reforms and greater focus on professional excellence. In the past, politicians and military dictators have used intelligence agencies to manipulate political parties and election outcomes. Some of these allegations may well be false or exaggerated but perception matters a lot and it is important that serious effort be made to correct it. Intelligence agencies should be respected. We have to understand that intelligence agencies are an indispensable and critical element of a nation’s internal and external defence. The experience of different countries is before us that when intelligence agencies have taken advantage of the opaque nature of their profession and digressed from their main mission to be arbiters of quick justice or sided with political forces on the basis of expediency, they have destabilised the state and have harmed their own institutional interests as well as that of the country.
Without the genuine support of the people, no security organisation can actualise its full potential. And this is equally true for intelligence agencies. All dynamic organisations undergo reforms to adjust to changing regional challenges and threats. Are our intelligence and security organisations too going through this internal renewal? This is the question that our leadership should be asking. We are witnessing that multiple militant groups in Pakistan are presenting new and profound challenges to intelligence agencies. Until our civilian institutions become strong, the armed forces and intelligence organisations will be the key determinants of future stability. It is, therefore, critical that they continue to build their professional competence.
In most democratic countries, intelligence agencies are subjected to parliamentary oversight on a periodic basis. This also becomes a part of legal requirement as legislation exists that parliament review its performance. It is in the institutions’ interests to undergo scrutiny for improving overall efficiency and building trust between the people’s representatives and defence institutions. Of course, most of the oversight remains secret and members are well equipped to conduct it. In a developing country like ours, this kind of expertise may be very limited and would come with experience; but a start has to be made. Even in mature democracies like the US and the UK there are only a few Congressmen or members of parliament who are considered suitable to be members of intelligence committees. Even among them there are only two or three members who are clued up. The rest of the committee members take a cue from them to vote for any legislation pertaining to intelligence and security-related matters and go by their recommendations on major issues.
Pakistan’s civilian government will have to acquire and demonstrate competence in these areas to effectively lead the nation towards stability.

Heaven on earth & Extremism

Extremists are resented because they forbid people from enjoying even simple entertainment and merry-making while enforcing a strict code whereby people are required to remain fearful and remorseful; focusing purely on the life after death. According to them, people should devote their entire lifetime to the salvation of the soul. Instead of thinking about this world, they should regard the next world as their final and permanent abode. Unsurprisingly, most people aren’t willing to submit to this kind of rule, except under duress. Instead of thinking about this world, they should regard the next world as their final and permanent abode. Keep reading >>>>>

The Criminal Ignorance and hatred of Khawaja Asif, Defence Minister of Pakistan against Army - Facts

Free%20Books%20%26%20Articles

When India was partitioned in late 1947 Gracey became Chief of the General Staff and Deputy Commander-in-Chief of the Pakistan Army before succeeding Frank Messervy as Commander-in-Chief Pakistan Army in 1948 in the rank of acting general. Gracey did not send troops to the Kashmir front and refused to obey the order to do so given by Mohammad Ali Jinnah, Governor-General of Pakistan. Gracey argued that Jinnah as Governor-General represented the British Crown of which he himself was an appointee. Similar to Gracey, the early heads of Pakistan’s air force and naval force were Englishmen. [http://en.wikipedia.org/wiki/Douglas_Gracey#Pakistan ]
