!! Convicted Primeminister

The Bewildering Violence of Partition

ILYAS Chattha’s book, Partition and Locality: Violence, Migration, and Development in Gujranwala and Sialkot, 1947–1961, aims to “further the study of the impact of Partition and its aftermath in the Pakistani Punjab.” (page 252) On that score at least, it has succeeded; and then some.
By its own modest admission, this book is the latest offering to the vast corpus of literature that already exists on Partition. That in itself is reflective of Partition’s enduring legacy (enough for it to become a proper noun). Not only is it a wound that has yet to completely heal but it is also an event, or as some would argue, a process, that has yet to be fully understood. Indeed, Chattha too, as with virtually everyone who has ever worked on Partition, tries to grapple with how communities living relatively harmoniously over generations could turn on one another so viciously. As he suggests, there certainly were societal divisions and conflicts, religious and otherwise, but none that would warrant the sheer barbarity and visceral hatred that characterised Partition.

To make sense of this, Chattha looks at the cities of Sialkot and Gujranwala and their experiences of Partition-related violence, resettlement, and recovery. This focus on localities is a welcome approach and one that is a distinguishing feature of the recent writings on Partition. Even in those instances, however, Lahore and Amritsar have predictably attracted greater attention in relation to other districts and towns. In contrast to its regional and national variants, this approach highlights the differentiated nature of violence and recovery across various localities.

Despite this variation, both Sialkot and Gujranwala have much in common. According to the author, both were plagued by intense violence and the consequent migration of Hindus and Sikhs. Both also played host to large numbers of Muslim refugees and managed to recover and develop following the chaos of Partition. That said, much the same could be said about any other district in central and northern Punjab. What marks them out though, are their contrasting local and industrial profiles. Gujranwala’s position in central Punjab distinguished its pattern of violence, resettlement, and recovery from Sialkot which was a thriving industrial city, remade into a border town by a callously drawn line which divided the subcontinent in August, 1947.

In the first of the three parts to the book, Chattha examines the pre-Partition history of both cities. Starting from pre-colonial times through to 1947, he sketches a brief history of their differentiated patterns of urban settlement and economic activities. The “colonial inheritance” of both cities is also examined in detail, which makes for interesting reading in its own right.

Gujranwala and its satellite towns were important sites within the railway network while their artisan castes, especially the Muslim Lohars and Tarkhans, were renowned for their skills in metalworking and carpentry. Sialkot, on the other hand, became a thriving export-led industrial centre for surgical and sports goods.

Having introduced us to both cities, Chattha then embarks on the second section of his book which looks at the patterns of violence and displacement that began in March, 1947. This is where the book gets really interesting. While recognising the “spontaneity” of Partition violence, he also emphasises its organised nature. This is a very important argument. While other historians have also looked at the meticulous planning and organisation that went into massacres and forced evictions, Chattha masterfully locates the agents that were
involved in violence and examines the local specificities that led to violence in both Sialkot and Gujranwala.

The case of Gujranwala is particularly interesting. In this instance, violence against Hindus and Sikhs was orchestrated by the Lohars who drew on an ample stockpile of weapons — knives, daggers, swords, carbines et al. — which they were famous for producing. Among many incidents, this group, in connivance with individual railway drivers who were at times drawn from the same caste, ambushed trains carrying Hindu and Sikh refugees to India. What followed was a systematic slaughter of non-Muslims and the looting of their possessions.

In both cases, violence accompanied and was often encouraged by the rapid breakdown of state authority. This in turn was further worsened by the active participation of policemen and state functionaries whose job it was to ensure law and order. For a visual depiction of this trend, look no further then the scene in the movie Earth in which Amir Khan expresses his satisfaction at the firemen pouring fuel onto the flames consuming the houses of non-Muslims in Lahore. As with Amir Khan’s character, the actual protagonists involved in massacres, rapes, forced conversions and looting justified their actions in terms of seeking revenge for their hapless co-religionists who were being put to the sword in
East Punjab. As should be obvious, the killing teams in East Punjab used exactly the same justifications for their actions.

Having established that, the author then leads us into the third part of his book which examines the post-Partition period and the challenges of resettlement and economic recovery in both cities. Both localities were demographically transformed by the en-masse migration of non-Muslims and the influx of Muslim refugees from East Punjab. Chattha makes the interesting point that this displacement created opportunities for both locals and refugees in different sectors of the economy. In this sense, both cities also ‘gained’ from Partition.

Also intriguing is his analysis of the state’s role in refugee resettlement and economic development.

The real strength of this book though, is in the source material that Chattha has collected. Amongst the many materials this book is based on, are FIRs that he has collected from thanas. As someone who has had the distinct privilege (sarcasm intended) of working in Pakistani archives and record offices, I can only admire Chattha for his perseverance in getting hold of these records. He also supplements these sources with his use of interviews with both the perpetrators and victims of Partition. Particularly poignant are the accounts of “dindars” who chose conversion to Islam over certain death and dispossession.

One only wishes, though, that more space could have been devoted to what is undoubtedly the strength of this book: its superb analysis of localised violence. That in itself would have made a great monograph. But in dwelling on the pre- and post-Partition period this book reads more like a collection of distinct (though well-argued) sections rather then a harmonious whole.

Returning to one of his important arguments in relation to organised violence, Chattha suggests that “violence was politically, rather then religiously or culturally motivated. The political aims were not so much tied into the wider All-India issues but were to attain local power and territorial control.” (page 255) Like others, I am also sympathetic to this view.

Yet, (and this is a general comment, not a criticism of this book) these explanations often betray an eagerness to understand violence in largely functionalist or materialist terms.

Clearly, barbarity is more comprehendible when wrapped up in motives considered to be ‘rational’ and ‘calculated.’ And yet, there remains the uneasy ‘irrationality’ of violence to contend with, which invokes the abstract (read incomprehensible) notions of ‘community’ and ‘faith.’

Both can’t be easily reconciled, especially by those who despair at the sheer ‘irrationality’ or ‘madness’ of Partition violence. And so we end from where we began. Does this book advance our understanding of Partition? The answer to that is unequivocally yes. And yet, as any historian would acknowledge, there are no easy answers. This is where writers like Saadat Hasan Manto and poets like Amrita Pritam step in; for they evocatively capture the sense of bewilderment that lies behind any work on Partition. And therefore, even after all is said and done, Partition continues to defy comprehension. For the moment though, Ilyas Chattha’s book is as good.

Corruption Cobra:

Was Pakistan created after lot of efforts and blood of millions for these corrupt cobras?

If no, what have you done so far?
Least should express your opinion to people around, create awareness to go out to vote for genuinely good people in next elections....

The Quest For Lasting Peace!

“Of course, you are an adult and you will have to make your own decisions from now on. But let me share something with you that I consider important: we are a community-oriented people and our faith is our culture. Drinking is against our values. I hope you will not do something that is considered inappropriate in our society.”
The above quote was my father’s advice at the time of my departure for studies abroad. My late father was a student in England from 1933 to 1936. He said that his father (my grandfather) said precisely the same words to him when he was leaving home to go overseas.
My personal belief is that the majority of Pakistanis and Muslims all over the world, for generations, have remained steadfast in observing the cultural norms of their societal values. The point is that culture is a sacred trust. It is an identity of a people, a society, a nation, and cultural violations or assaults on a community’s sacrosanct values, be that from within or externally organized, lead to societal conflicts on a micro level, and at a macro level, cause antagonism and strife amongst nations. Externally planned cultural interventions, as are being organized on a massive scale all over the world by the US-led Western establishments, are a major cause of present day global conflicts.
In fact, in the historical context, colonialism was not only a physical occupation; it was an attempt at cultural oppression of the occupied people and societies. Only a decade ago, Pakistan was once again (in the aftermath of colonialism) a victim of precisely planned foreign cultural aggression – indeed, explicitly organized by a close collaboration between external and internal political actors – and this continues today.
Dog-loving, Havana cigar-puffing and Johnny Walker whiskey-sipping General Pervaiz Musharraf, in his conceptually flawed, completely ignorant, absolutely arrogant, self-centered and blatantly disrespectful attitude and mindset toward his native societal norms and values, romanticized an American-sponsored cultural assault against his own people and nation. Musharraf’s “Enlightened Moderation” doctrine was a meticulously prepared Bush-Blair cultural invasion of Pakistan. It was this nation that coined the term “Islamic extremism” and gave birth to the “war on terrorism.”  Musharraf’s doctrine of “Enlightened Moderation” was an unleashing of psychological warfare against the Pakistani people to make them “hate” themselves, their traditional norms and values, and reject their cultural imperatives as contradictory to contemporary concepts of “modernization” and as a basic cause of their backwardness.
Musharraf, with his ego-centric and personal cultural animosity towards common societal values, claimed that he was promoting a “modernization” agenda for his beleaguered and backward nation. But the point is that “modernization” and “westernization” are absolutely two different concepts. Modernization is a process of comprehending the dynamics of a contemporary technological civilization and using the knowledge in the service of human advancement and socio-cultural-economic enhancement. Rejection of a society’s cultural norms is not required for “modernization” to take place. On the other hand, “westernization” compels a rejection of one’s native values and a transformation of native culture by heavily influenced Western views and attitudes toward daily existence and socio-cultural-political-economic perspectives on life.
Little did Musharraf and his US-West geo-political and cultural patrons know (or even appreciate today) that they can bomb a country into the Stone Age, destroy its infrastructure, kill its people in millions, and yet a nation’s cultural subjugation, its cultural enslavement and its cultural subordination is not possible. It is precisely for this reason that US-Nato is at the verge of a military-political defeat in Afghanistan, as the US-West was defeated in Vietnam. The US has been politically frustrated in its own backyard in South and Latin America and elsewhere all over the world – and the US-West’s grand designs will continue to be thwarted everywhere.
When Musharraf staged the military coup, I wrote him several letters and warned him that the US would seek his help to destabilize and invade Afghanistan. It was pointed out that this course wouild be destructive for Pakistan’s future and it has been proven to be so. At the time, my view was that Pakistan had a golden opportunity to exert a transformational influence on the geo-political system and steer it towards giving political resolutions to political issues rather than to the US-West’s military adventurisms. But Musharraf had flawed judgment – and the rest is history being witnessed in today’s Pakistan.
Now, years later, Pakistan has a similar opportunity knocking at its door. With Obama’s re-election in sight, NATO supplies blocked, Taliban forces being militarily and politically undefeated in Afghanistan, US-Nato at the verge of a military-political defeat, and massive Pakistani public opinion against US-Nato’s presence in Afghanistan and American intervention in Pakistan’s affairs, there is a golden opening and space to re-adjust Pakistan’s traditional alliance with the West, most specifically with the US.
The ball is in Pakistan’s court now in shaping and transforming the present geo-political system largely dominated by the US and the West. In the process of a major foreign policy paradigm shift in Pakistan, it will have to distance itself from past alliances and take up new policy directives based on the convergence of shared common cultural heritage in neighboring nations. For a lasting national and regional peace, Pakistan will have to nurture and initiate an innovative and inventive foreign policy. Pakistan will have to go beyond the scope of its traditional and present foreign policy parameters and conceive a visionary and imaginative doctrine for its role in global political affairs. In this context, it needs to take prompt steps to call for a “Political Confederation” between Pakistan-Afghanistan-Iran and set up a regional organization to coordinate a three-nation defense and foreign policy strategy, foreign trade agreements, and domestic development programs. This could be later expected to extend to Central Asian Islamic nations.  Indeed, cultural imperatives and alliance amongst people of common heritage are bound to have mass support and liberate these nations from antagonism of foreign cultural and political domination.
In terms of immediate foreign policy readjustments and realignments, Pakistan needs to espouse a fresh foreign policy doctrine for a lasting peace in the region. Pakistan should cease being a partner in the US-Nato so-called “war on terrorism”. Pakistan should not open Nato routes for the supply of lethal military equipment to Afghanistan. Drone attacks will have to be stopped completely and immediately. US-Nato will have to pay appropriate compensation for damages to its infrastructure and pay taxes for the transportation of essential non-military supplies to its forces. Pakistan will have to be a participant in all peace negotiations with the Afghan Taliban and other political actors in the conflict.
In return, Pakistan will have to ensure the safe exit of the US-Nato forces from Afghanistan. It will have to provide logistic, strategic and political help in the final settlement of the Afghan conflict and assist in accelerating the peace process. Pakistan will have to organize confidence-building measures amongst all conflicting parties and help in the making of global coalition partners in the rebuilding of Afghanistan.
This is a revolutionary foreign policy agenda. The question is: Will Pakistan fail once again in its quest for a national lasting peace?
Developing a culturally-based foreign policy strategy is the only way to go forward now.

The Future of Pakistan, By Stephen P. Cohen. Book Review

One might perhaps best approach The Future of Pakistan as one would an Agatha Christie novel. Read the opening chapter (Stephen Cohen’s comprehensive review of his own ideas and those of the other participants in the 2010 Bellagio workshop, and some others’, whose papers comprise the intermediate chapters) to find out who’s been murdered and where. And the last chapter, also by Cohen, in his capacity as this volume’s Hercule Poirot, to discover Who Did It and Why, systematically elucidating the various options and finally zeroing in on the suspect. Then, the reader might look in on the in-between chapters as a rich and tempting menu of dishes served up by twenty expert chefs from the US, Europe, Pakistan and India. Not, however, to be devoured at a single sitting but savoured over several meals. Writes Mani Shankar Aiyar in "Outlook India".

The exercise essentially boils down to suggesting that several things might happen over the next few years in Pakistan-or that, just possibly, none of them will. A rather foggy crystal ball, for Pakistan’s future is as ambiguous and confusing as its past.

The existential dil-emma appears to be that while Pakistan is not a “failed state”, if an ill-governed one, it has since its birth been a “failing nation”. Cohen in his afterword cites my favourite analysis of Pakistan, Farzana Shaikh’s Making Sense of Pakistan, who argues that while Pakistan is emphatically not a “country on the brink”, it is a nation without “a national purpose, notably the ambiguous but generous role accorded to Islam since 1947, which has restricted its progress ever since”.

My own view is that while Islam is what unites Pakistan, it is Islamisation that divides it-for, as Omar Khayyam wrote, “the two and seventy jarring sects confute”. Islamisation of the Zia-ul-Haq variety has only led to Pakistani communalism transforming itself from anti-Hinduism into vicious internecine sectarian rivalry, adding to the equally blood-letting ethnic rivalry among the various linguistic communities, thus calling into question its very nationhood. Pakistan being, as Cohen notes, a quintessentially South Asian nation, however strong the pull of West Asia, it is only as a nation that builds its unity on diversity, rather than by imposing unity through uniformity, that it can become a nation with a “national purpose”. Till that happens, it is the Pakistani state that remains the sole guarantor of the continuance of the Pakistani nation.

Cohen and most of his companions come to the conclusion that, doomsday scenarios notwithstanding, such as those portrayed by Benedict Anderson, whatever the failings of the Pakistani state, especially the unhappy role played by the military in its governance, it is the “establishment-dominated” state (Cohen’s phrase from his earlier The Idea of Pakistan) that ensures a future for Pakistan. That future would be much brighter if in place of the timid and transient “transformations” attempted by successive military and civil administrations, swinging between army-style authoritarianism and political bungling (brilliantly recited by Cohen in his opening chapter), the truly transformative one is undertaken of making Pakistan a fully participative democracy, Islamic in principle but pluralist in practice. That alone would cap, reverse and finally end the “failure of the economy, political incoherence, separatism, corruption and the rise of extremists” as the determining elements of Pakistan’s future.

It is the consensus of virtually all the contributors that for a pluralist democracy to stand a chance of taking root in Pakistan, the transformation of the India-Pakistan relationship is an essential prerequisite. The responsibility by no means rests on Pakistan alone. Cohen is as unsparing in his criticism of the intransigence of South Block (which houses PMO, MEA and Defence) as he is of the Pakistani military’s paranoia for the stagnation lurching towards crisis in the India-Pakistan relationship. On the one hand, there are the many social, political, military and even ideological imperatives, spelled out by Cohen and his colleagues, which point to an evolving change in the Pakistani mindset regarding the possibility of Indo-Pak reconciliation. Again and again, contributors to this volume almost stumble upon the growing realisation in all but the most extreme sections of Pakistani opinion that a reasonable modus vivendi with India would much better serve Pakistan’s long-term interests than barren confrontation. On the other is their clear articulation of the hurdles they see as insuperable in the way of achieving this consummation.

The choice is really up to India, for if hope is no substitute for policy, as former US secretary of state George Schultz is quoted as once having told Cohen, so also is despair no substitute, as a Pakistani diplomat retorted when Cohen passed on this remark. The velocity of change in mindset in much of Pakistan is greater than in most of India-for neither is the nature of our nationhood nor are the institutions of our state as tied in with the Indo-Pak relationship as they are in Pakistan.

If public and parliamentary opinion in India were awakened to the immense benefits to our security, our development, our standing in the world and even the consolidation of our secular nationhood of putting behind us six decades of unremitting hostility, and the elimination of the dangers for India arising out of either the Talibanisation or break-up of Pakistan (clearly seen by the Indian intelligence expert, B. Raman, in his contribution to this volume), the stage would be set for the current “composite dialogue” to be restructured as “uninterrupted and uninterruptible”.

This phrase has been picked up and frequently reiterated by the present Pakistan foreign minister since this book went to the press. This alternative thrust to the ongoing on-now-off-now dialogue remains the unwritten chapter of this otherwise penetrating analysis of all that bodes well and ill for our neighbour-and ourselves. —Courtesy Outlook India

Review By Dawn

Predicting Pakistan’s future is an impossible exercise. Its internal politics and external relations are far too uncertain and challenging, its susceptibility to extreme events too acute. But the international focus on the country and the fear that it is about to fall apart mean that scholars and journalists have developed an itch to try to foresee what is in store in Pakistan, and just how bad the world’s Pakistan problem can get.

But as The Future of Pakistan, a collection of essays edited by Brookings Institution Senior Fellow Stephen Cohen, shows, this is a futile exercise. The most analysts are willing to do is say that the country will, in the short to medium term, “muddle along”. No serious thinker wants to be the one to claim that Pakistan will become a failed state or splinter, or that it will be able to pull itself away from its current trajectory and somehow fix its economy, correct its civil-military imbalance, revise its policies regarding militancy, heal its internal fissures and create a more moderate society.

Both these scenarios seem highly unlikely in the five- to seven-year timeframe this book addresses. So the outcome of its various attempts to look into Pakistan’s crystal ball — it contains analysis by a number of Pakistani, Indian and Western scholars — is mainly to say that over the next few years the current status quo will likely persist, with a perilous economy, a weak but strengthening civilian set-up with a still-powerful military behind the scenes, difficult relationships with neighbours and the United States, ethnic and sectarian tensions, and growing extremism.

But what The Future of Pakistan does do is focus on a particular set of factors rather than others, and these choices are more interesting than the predictions that result. They include Pakistan’s relationship with India, as well as the ethnic tensions within the country that threaten to divide it deeply or even tear it apart. But again and again, in essays from analysts across countries and policy areas, two issues emerge most often.

One, the essays repeatedly highlight, in a way that other recent books on Pakistan have not, the demographic problem: a rapidly
growing population, and specifically, a rapidly growing young population, with an economy that is not growing rapidly enough to employ it.

This seems obvious until one is confronted with the numbers. Here is one set of sobering demographic statistics among several estimates the book presents: in 2030 Pakistan’s population will be 265 million, and by 2050 it will double to 335 million. The median age is 18 and 60 per cent of the country is currently below the age of 24. In 2030, there are expected to be 130 million people in that category. To employ this “youth bulge”, the economy would have to grow at over six per cent a year. But it grew at an average annual rate of only 4.9 per cent from 1971 to 2009, at 2.6 per cent last year and is projected to grow at 3.8 per cent this year.

Pakistan’s political upheavals and its complicated relationship with militancy and extremism are the stars of the global discussion on this country. But the prospect of such an enormous and expanding population of unemployed and underemployed young people, when added to Pakistan’s current economic and political problems, is staggering. The Future of Pakistan enriches the debate by giving this point the attention it deserves.

The other factor the writers here turn to repeatedly is the civil-military imbalance, a feature of every recent publication that tries to provide an overview of Pakistan. And this one suffers from the same schizophrenic attitude to the military that most of those books — and Pakistan’s own citizens — do. The military is seen as having interrupted the democratic process to the country’s detriment, yet time and again it is mentioned as the primary feature that would prevent a collapse of the state or the Balkanisation of the country. Ultimately, it is the one thing the analysts fall back on to prevent a doomsday scenario even as they complain that it has turned Pakistan into a security state.

The other feature of The Future of Pakistan more interesting than its predictions are the startlingly predictable biases it reveals. A retired military official is the lone writer to emphasise water disputes with India and insists that General Ashfaq Parvez Kayani has been dragged into playing a political role behind the scenes despite his intentions. Some of the Indian analysts are deeply distrustful of Pakistani motives regarding India, but what is more unexpected is their tone and approach; several of their arguments are surprisingly emotional and biased rather than analytical. Western analysts focus on Pakistan’s confusion about its policy regarding militancy. Pakistani analysts are on occasion more optimistic and nuanced in their assessments about the country’s future.

Ultimately, though, despite each group generally conforming to its own expected opinions, The Future of Pakistan becomes repetitive. Asked to come up with their theories about Pakistan’s near future, analysts fall back on discussing the same challenges, point out that an extreme event — such as a Pakistan-linked attack on American or another one on India — could change the picture drastically, and conclude that there are unlikely to be major changes to the current status quo in the next handful of years. This is a more rational analysis, perhaps, than the failed-state narrative that was taking hold around the world a couple of years ago. But at the end of the day, it calls into question the purpose of trying to predict outcomes beyond a few months for a country whose day-to-day life is marked by more upheaval and drama than most other countries experience in years.

Let's charge sheet Pakistan!...
If you are not part of the solution, you are part of the problem!

Universe Science & God

People always thought as to who created the universe. Some religions did provide answers mostly spiritual and mythological. The recent advancement in scientific knowledge lead to the Creator of the universe, conforming to the indications mentioned in the last scripture centuries ago. This presentation tries to answer the mind-boggling scientific quest for God. The obvious miraculous way the universe has been created & balanced to support life points towards existence of the Creator. The phenomena like "Quantum Entanglement" leads to the existence of God like many other scientific evidences.  The presentation is in 3 parts: Part-1: Universe: Introduction 00:00 - 13:30 Minutes [Duration 13:30 Minutes] Part-2: Theories of Creation 13:31-51:50 Minutes [Duration 37:19 Minutes] Part-3: Scientific Evidence of God 52:51- 80:48 Minutes [Duration 25:57 Minutes
