London Plan Conspiracy

Why Change NOT Statusquo?

The man in the container - Imran Khan

Living on the street can change your outlook on life. Being camped out in front of the nation’s parliament for over a month in the company of thousands of your supporters, well, there’s nothing quite like that.

Over the course of the past month or so, the mental image we all had of Imran Khan, has begun to change.

People were used to the big-talking, well-bred scion of an affluent Zaman Park family, who had dared to dream, and in doing so became a hero for millions of Pakistanis around the world. First as a cricketer, then as a philanthropist, and now as a politician.

Only, Imran doesn’t do subtle. On TV each and every day for the past four weeks, he’s shown us that he’s in it to win it.

By his own admission, his battle is directly with Prime Minister Nawaz Sharif. Not the parliament, not the Sharif’s sundry aides; but the big man himself. To Imran, the current PM embodies all that is wrong with the system.

He wasn’t always like this. Indeed, many of his critics termed him naive, an idealist. His abstract charging at the windmills of corruption and injustice was mocked openly in the drawing rooms of the affluent and the powerful.

Now, after one election boycotted and another allegedly rigged, Imran believes that it is his time. Betrayed, in his own words, by the former chief justice, he is more cynical now than he was before the elections.

But he has no regrets. “This movement, all of this, it began with the lawyers’ movement, and I am carrying that struggle for justice forward.”

“If you don’t have rule of law, no system will work.” There is a sense of finality in his voice.

His eyes cloud over at any mention of the former chief justice. “I didn’t join Qadri the last time he came to Islamabad just because I trusted Iftikhar Muhammad Chaudhry. But he betrayed my trust.”

Needless to say, Imran is convinced that the elections were rigged. “This regime, this fascist regime will now go to any length to remain in power. And I won’t rest until I’ve dethroned them,” he says.

This tone is merely a sample of the venomous language he has used against all his opponents. From the prime minister to the former chief justice and everyone in between, no one has been spared the accusatory ‘Oye!’

The flippant, colloquial style may endear him to the masses, but among the educated classes, it is his irreverence that has made him something of a pariah.

His outbursts against several public figures and, at times, outrageous choice of words, have cost him some modicum of credibility, inside parliament and at the international level as well. He even likes to take credit for inspiring the recent wave of public dissent against political figures, such as Rehman Malik.

Indeed, the recently concluded joint session of parliament was just as hostile to Imran’s designs as he has been towards them. Politically, the Pakistan Tehreek-i-Insaf has positioned itself as in such a way that it is being dubbed “anti-democracy”.

But if the foundations of Parliament House have been rocked, it has been due to his perseverance. By sheer force of willpower, just by staying the course for this long, Imran Khan has managed to make believers out of champion sceptics.

Very few expected him to follow through with his promise to live on the street. No one expected him to come this far. And now that he is here, no one is willing to speculate on what will happen next.

Those closest to him always have a sparkle in their eye and a spring in their step, like they know something we don’t know. And though they won’t let on, they insist that there is more yet to come.

Imran has also been dogged by accusations that an unnamed “scriptwriter” is planning his every move. Even though both he and the ISPR have denied the allegations, many political analysts agree there is more to it than meets the eye.

Most recently, PTI’s boat was rocked by the very public break-up between him and his most senior politician, Javed Hashmi. While Hashmi has not exactly been reserved in his outbursts against his former leader, the vitriol with which PTI has attacked its former president has also been surprising.

But whatever the outcome, these four weeks have caused many in the country to change their opinions about the man living in that container.

The realities of life on the road are very different from the everyday mundaneness of life in a home of your own. The tall man from Mianwali has little room to stretch his legs in the narrow, claustrophobic confines of his new quarters.

“This is a mission, missions have no time frame,” he says when asked how long he’ll have to keep this up.

This is backstage, but we’ve all seen the main event. It comes live from the top of the container on nearly every TV channel that your cable provider deems fit to broadcast.

It is from the top of this stage that he addresses the world every night. It is a heady feeling. More powerful than any drug in the world.

In the ‘national interest’

To borrow a thought we are a nation busily engaged in building our own funeral pyre, a pyre that is starting to smoke. In fact, the flames are already licking our toes. And when it comes to firefighting, our firefighters have been damaged by their own incompetence and stupidity. Who helped build this pyre? What were they thinking? Who are the halfwits whose yanks on the national tiller steered us into such a rock strewn channel? Read on, Macduff.
Placing the blame where it lies is easy enough. The two Sharifs are unquestionably the chief culprits. Sharif the elder has never really been a mere agent of the people. He’s always been more complicated than that. Nor is he the routine legislator. He’s far more than that. It has been said about him that “he smiles and resents and remembers and grudges”. He’s so casually anti-democratic that he appears monarchical and virtually unapproachable. Yet, somehow, he has the resilience of a rubber ball. He has bounced straight through the doors of the prime minister’s office on to the seat of authority for the third time. And on each of these occasions he has failed. But somehow the great unwashed have not caught on or, if they did, have forgiven him his shortcomings because he has never provided equitable growth or really cared a fig for their welfare.
As for Sharif the younger, he has a mercurial effervescence which appeals to those fed up with the kind of dullards, who have dominated past Punjab administrations. His screamingly obvious impatience and bad temper should have prevented him getting as far as he has but for the fact that his elder brother is the head of all national selection boards. But not everything can be sacrificed for the sake of efficiency or brotherly love. Swivel-eyed administrators with knee-jerk and pointlessly extreme reactions like Shahbaz Sharif can be a bane. They forget that the police forces should be feared by criminals and supported by the respectable majority. Under the younger Sharif, the Punjab police achieved the opposite.
With the standoff between the Sharif brothers and the Allama and the Kaptaan seemingly complete, what’s next? Before attempting an answer let’s first consider what the latter two unlikely bedfellows have achieved.
Well, for a start, they seem to have turned a part of the middle class against democracy. Of course, they heatedly deny any such intention but when pressed, the impatient Allama responds, “so what? The kind of sham democracy we have is not worth preserving” and then goes on to describe what these are all the while working up the audience to a frenzy. Of course, there is a great deal of truth in what he says, but it’s the kind that infuriates a lot of people, especially the suited and booted lot and their women, in other words, those who believe that ‘the worst democracy is better than the best dictatorship,’ which too is absolute nonsense but that’s another story.
To be sure, the middle classes here and abroad have not uniformly turned against democracy or each other. In many countries, such as Iran, the middle classes remain the locus of national reform movements. In Myanmar too, men and women from the middle class, including students, have continued to push for democracy as that country begins to change. But when the middle class does turn against democracy, or are divided among themselves, their intervention can prove very destructive. It usually takes the form of inviting the military back into politics.
Similarly, by legitimising the use of street demonstrations to oust elected leaders, it delegitimises elections which can be a dangerous trend because then the middle classes, and also the majority poor, become convinced that only street demonstrations work to oust opponents. This has happened in Thailand, Taiwan, and Venezuela, etc.
But that possibility is not to condemn the methods used by the Qadri-Imran duo. Thus far their movement has been remarkably peaceful and effective and by no means dangerous or unacceptable. In fact, it is the ills against which they are struggling — injustice and rigging — that are intolerable. Imran Khan and Qadri deserve praise for what they have achieved thus far.
A way out of the current travails is for the ‘umpire’, whose popularity has soared over the past few weeks, in contrast to the public’s lack of trust in political parties, to step in to fill the power vacuum in Islamabad. And to do so regardless of the prattle, here and in Washington, about not violating the constitution, etc; and having done so, to get to work immediately, either directly or through proxies, to restore the derailed democratic process on which we seemed so happily launched in 2008.
The task may look onerous but it isn’t really. We already have in place all the required institutions needed to carry it out. We know what is to be done and all the reforms of law and procedures required for fair elections. And once these are promulgated, all that will remain is the holding of elections and to hand over power to those fairly elected within a time frame, comprising months and not, I repeat, not years. That way we get to cut the Gordian Knot that has proved impossible to untie and return the nation to democracy without fear of setting dangerous precedents or scrapping the constitution. (The newly elected legislature would, of course, be free to accept or reject the measures taken.)
But, I suppose, like everything else about this country, that’s too simple an answer. After all, there’s no knowing what are the self-interested calculations and actions of our rulers which drive politics in Pakistan. Here, sadly, it’s not the national interest but theirs that matter.

Open Letter to the Chief Minister of Punjab

Dear Sir,
Allow me to introduce myself: I am a Pakistani woman, writing on issues of marginalisation, poverty, environmental and cultural conservation, reproductive health, human and animal rights. I make films on the same issues, and lecture at apex institutes around the country on the same concerns. I have done this for most of my adult life, and I have found that the only difference between when I started writing and teaching at the age of 23 and thirty years later, is the distance between the dream and the rhetoric.

This is a difficult time for you, Sir, as much as it is for the people over whom you rule. Let me offer my sympathies for all those in your government who are now wondering, if they wonder at all, why calamities have followed each other like the proverbial troubles which come in threes. Almost a month ago my attention was distracted by the gathering together of PTI supporters who had flocked to their Chairman’s home situated near mine in an old neighborhood of Lahore, Zaman Park. I followed the story which unfolded with profound interest, hoping against hope that moral courage would compel you and your cabinet to acknowledge that all was not well in this Land of the Pure, in particularly in the city of Lahore, where you live and hold forth on issues of deep concern to the public and of even deeper concern to the public exchequer: Questions about why the able speaker of the National Assembly and the Minister of Railways would be so anxious about the recount of votes in their respective constituencies raise doubts about the transparency of the May 2013 elections.

Anyone with integrity would, with an open heart and clear mind, embrace the process of recounting. Apparently, open hearts and clear minds are as rare in the Land of Pure Desi Ghee as are adequate drainage systems in low-lying areas, proper protocols for disaster preparedness, tried and tested emergency measures, and guaranteed access to relief teams who wade through waist deep water mixed with effluence and stinking of neglect, despair and abandonment.

Open hearts and clear minds are also as rare as that other commodity which is always the first casualty in a state of war: truth. If one was to watch the 24/ 7 coverage of the dharnas taking place in the city where Islam and your brother, Prime Minister Nawaz Sharif, rules, one would imagine that war has been declared against all the things we collectively abhor: deceit, corruption, lies, and the cold-blooded murder of unarmed civilians.

Indeed, I imagine that you, too, Sir, believe that these are the very forces which have pushed us into the quagmire which threatens to swallow us, were it not for the several thousand people thronging that hallowed place in front of Parliament, demanding that accountability take place, that the killers of 14 people in Lahore’s Model Town, your neck of the woods, so to speak, be apprehended and punished. Of course I do hear the other voices, the ones coming from the mouths of Parliamentarians who resent being ushered into their plush leather seats from the rear entrance, being denied the pompous privilege of sauntering through the VIP gate at the front. I also hear the voice of the intelligentsia who, for the most part, have been coopted by the NGO movement so long ago that for them street protests have become a thing of the past, a mere memory of a time when structural change is what we demanded and for which some of us, myself included, went to jail. For these men and women of superior intellect, the husan-e-jamhooriat must be allowed to flower, to blossom, to come to fruition so that the “odorous reek” (I quote directly from an unnamed panelist on one of television’s plethora of talk-shops) of the “khakis” (not my term, but borrowed again) does not mar the fragrance rising from a system which, to my mind, and to the minds of thousands of disenfranchised, is rotten to the core.

Sir, you are now facing terrible things in your province, which is home to over half of our nation. You have had to wade through filthy gutter water, rubber boots not withstanding, to distribute cheques to those who have lost their homes, their belongings, their loved ones. You have had to deal with the sycophancy of minions who find it necessary to stoop before you after ensuring that all is as well as can be before your arrival, deaths and destruction notwithstanding. And now you have to deal with the fact that hundreds of villages have been inundated, over 250 people killed, many more animals lost, to the floods which threaten to drown even more.

All this is a lot, Sir, for a single man to cope with. But to imagine what you must have to cope with when you are fast asleep (for the few hours that you do take off from the concerns of your kingdom), is something which makes my mind reel. I am sure it is not easy, Sir, to be burdened with so much poor planning, despite the maze of flyovers and underpasses which become covered swimming pools during the rain (a phenomenon known to most people in South Asia, but perhaps your engineers at TEPA, LDA, and WASA are from the Kalahari Desert?). It must be even more difficult to figure out why water keeps flowing into the rivers, overflowing onto the land, drowning human habitation and destroying crops, killing animals. Perhaps the Meteorological Department could help you to understand that this happens every year, as sure as Eid comes and cakes are bought at bakeries in Defence.

Of greatest concern, Sir, is how you actually manage even the few hours of sleep you reportedly manage to get, when spectres of those murdered in Model Town haunt the dark night which descends, with certainty, every night, for the rest of your life?

With profound concern,
