انڈیا میں ایک اور نیا پاکستان ؟

ہندو کی فطرت‘آبادی اور خوف میں اضافہ
بھارت کے سینئر صحافی اور بظاہر غیر متعصب ہندو‘ کلدیپ نیر اپنے ملک میں ایک لبرل دانشور کی حیثیت سے جانے جاتے ہیں۔ ان کے زیر نظر مضمون سے اندازہ ہوتا ہے کہ بی جے پی کے تین سالہ دورِاقتدار میں‘ بھارتی وزیراعظم کس سمت میں چل نکلا ہے؟ موجودہ صورت حال میںبر سر اقتدار پارٹی‘ بی جے پی نے خوف و دہشت کی جو فضا پیدا کر دی ہے‘ اب بھارت کے بظاہرغیر مذہبی آئین کا دعویٰ کبھی حقیقت میں نہیں بدل پائے گا۔ ان کا حالیہ مضمون ''کیا پاکستان ہندوستان کو تقسیم کر رہا ہے؟‘‘۔۔۔۔ یہ ہے ہندو ذہنیت کی خصوصیت۔ متحدہ ہندوستان میں بھی ان کی بھاری اکثریت تھی‘ اس کے باوجود بھی وہ‘ مسلمانوں سے ہمیشہ ٹکرانے کے موڈ میں رہا کرتے تھے۔ پاکستان معرض وجود آنے کے بعد بھی ہندوئوں نے مسلمانوں پر غلبہ حاصل کرنے کی مہم چلائی اور بی جے پی کی موجودہ حکومت آنے کے بعد تو سارے پردے اٹھا دئیے گئے۔ بھارتی آبادی کے تمام اعداد و شمار سے ظاہر ہوتا ہے کہ اب وہاں مسلمانوں کی تعداد بیس فیصد کے قریب ہو چکی ہے لیکن کلدیپ نیر بھی یہی لکھتا ہے کہ مسلمانوں کی آبادی 14.8 فیصد ہے۔ آبادی کے اتنا کم کرنے کے باوجود‘ مخصوص ہندو خوف آج بھی موجود ہے۔کلدیپ نیر جیسے سینئر صحافی نے اپنے مضمون کی جو سرخی لگائی ہے‘ اسے دیکھ کر اندازہ ہو جاتا ہے کہ ہندوئوں کی تعداد میں خواہ کتنا اضافہ ہوتا جائے، ان کے ذہنوں میں مسلمانوں کا خوف بڑھتا ہی رہے گا۔ آج کے حالات میں بھی انہیں ڈر یہی ہے کہ پاکستان‘ بھارت کو تقسیم نہ کر ڈالے۔ مجھے یہ مضمون پڑھ کر خوف زدہ ہندو قوم کی حالت پر تعجب ہوا۔ لطف اندوز ہونے کے لئے آپ بھی اس مضمون کا مطالعہ کریں:
''بھارتی وزیر داخلہ‘ راج ناتھ سنگھ نے کہا ہے کہ پاکستان دوبارہ مذہب کی بنیاد پر ہندوستان کو تقسیم کرانے کی کوشش کر رہا ہے۔ انہوں نے تاریخ کو آسانی کی خاطر فراموش کر دیا ہے۔ پاکستان ایک نتیجہ تھا نہ کہ سبب۔ اس وقت معاشرہ تقسیم ہو گیا تھا۔ ہندو اور مسلمان دونوں ایسے موڑ پر پہنچ گئے تھے جہاں سے واپسی ممکن نہ تھی۔ نتیجتاً دونوں الگ الگ خیموں میں بٹ گئے اور ان کے درمیان رابطہ برائے نام ہی رہ گیا۔ یہ درست ہے کہ محمد علی جناحؒ کی قیادت میں مسلم لیگ ایک خود مختار مسلم ملک کے قیام کی خواہاں تھی، لیکن ایک وقت ایسا آیا کہ انہوں نے کیبنٹ مشن پلان کو تسلیم کر لیا تھا، جس میں مرکز کو تین معاملات یعنی دفاع‘ امور خارجہ اور مواصلات کی ذمہ داری سونپی گئی تھی۔ وہ تو نہرو نے یہ کہا تھا کہ قانون ساز اسمبلی کسی چیز میں تبدیلی کر سکتی ہے۔ اس کی وجہ سے جناح نے کیبنٹ مشن پلان کو قبول کرنے سے انکار کر دیا اور انہوں نے واضح الفاظ میں کہا کہ انہیں کانگریس پر ''اعتماد‘‘ نہیں ہے جو ہندوستان کے اتحاد کی نمائندگی کی دعویدار ہے۔ بہتر ہو گا اگر راج ناتھ اپنی بھارتیہ جنتا پارٹی کے ہندو راشٹر کے قیام کے منشور کو بدل دیتے۔ وہ ایک انتقامی جذبہ کے تحت ایسا کر رہی ہے۔ مرکز میں بر سر اقتدار آنے کے بعد‘ بی جے پی نے مختلف اداروں میں اعلیٰ منصب والے لوگوں کو بدل دیا ہے‘ کیونکہ اس کے محسن آر ایس ایس کی طرف سے اسی طرح کے احکام صادر کئے گئے۔ جواہر لعل نہرو کی تعلیمات کے نقیب 'نہرو سنٹر‘ میں بھی اتھل پتھل مچائی گئی جبکہ یہ ادارہ تحریک آزادی کی نمائندگی کرتا ہے۔ اس کے چیف ایگزیکٹو‘ ستیش ساہنی آر ایس ایس کے پکے معتقد ہیں۔ گجندر چوہان کو فلم انسٹی ٹیوٹ پونہ کا سربراہ بنائے جانے کے بعد سے اس کے طلبا مستقل عتاب کا شکار ہیں؟ شدہ شدہ احتجاج و مظاہرے کے بعد بھی حکومت اپنے موقف سے نہیں ہٹی۔ دیگر اداروں میں بھی اسی انداز میں تقرریاں عمل میں آئی ہیں۔
وزیر اعظم نریندر مودی نے ایسا کوئی پالیسی فیصلہ نہیں لیا ہے‘ جس سے فلسفہ ہندوتوا کی عکاسی ہوتی ہو لیکن ان کی تقریروں اور اقدامات سے مذہب پسندوں کی طرف میلان کا اشارہ ملتا ہے۔ معاشرے میں نرم ہندوتوا کی جھلک پائی جاتی ہے۔ چاہے وزیر اعظم یہ کہیں یا نہ کہیں۔ عوام نے بہر حال غالب اکثریت سے انہیں لوک سبھا میں پہنچایا ہے اور وہ پارٹی کے ایجنڈے کو آگے بڑھا رہے ہیں۔ ملک کے12کروڑ مسلمان (یعنی 14.8 فیصد) ملک کے انتظامی امور میں شاید ہی کسی شمار و قطار میں آتے ہوں۔ مرکز میں کابینہ کے درجے کا صرف ایک مسلمان وزیر ہے اور اس کے پاس بھی کوئی پورٹ فولیو نہیں ہے۔ مسلم فرقے کی طرف سے اب کوئی مطالبہ ہوتا نہیں ہے، گویا اس نے دوسرے درجے کی شہریت قبول کر لی ہے۔ دراصل وہ(مسلمان ) دفاعی کیفیت میں ہیں اور ملک کی تقسیم کے لئے خود کو الزام دے رہے ہیں۔ میں نے ایک بار جامعہ ملیہ اسلامیہ نئی دہلی سے وابستہ ایک مسلم دانشور سے سوال کیا کہ یہ فرقہ پر اسرار طور پر خاموش کیوں ہے؟ انہوں نے کہا کہ مسلمانوں کو اب صرف اپنے جان و مال کا تحفظ درکار ہے اور یہ کہ اسے احساس ہو گیا ہے کہ اکثریتی فرقے کو ملک کے تئیں اس کی وفاداری میں شک ہو گیا ہے۔ انہوں نے مزید کہا کہ اس فرقے کے لوگوں کے ذہن میں یہ احساس بیٹھ گیا ہے کہ ملک کے بٹوارے میں ان کا ہاتھ تھا اوراگر وہ حکومت سے کچھ مطالبات کریں گے تو انہیں غلط سمجھا جائے گا۔ وزیرداخلہ‘ راج ناتھ سنگھ نے اس شک کو بھی اجاگر کیا ہے جو شدت پسند ہندوئوں کے ذہن میں مسلمانوں کے بارے میں ہے۔ اوسط ہندو‘ اوسط مسلمان کے لئے گنجائش رکھتا ہے اور دونوں ہی لیڈروں کے اکسانے کے باوجود‘ وہ ایک دوسرے کے ساتھ معاملات اور لین دین کرتے ہیں۔ فرقہ وارانہ فسادات میں حیرت انگیز طور پر کمی آئی ہے اور ایسی مثالیں بھی سامنے آئی ہیں کہ ایسے مواقع پر دونوں فرقوں نے‘ ایک دوسرے کے لئے باز آباد کاری میں حصہ لیا ہے۔ ہندوستان کو لازماً اعتراف کرنا چاہیے کہ اس نے جمہوریت کو صحیح معنوں میں مستحکم نہیں کیا ہے؛ حالانکہ اسے قائم کر دیا گیا ہے۔ اس کا بھر پور مظاہرہ انتخابات کے زمانے میں دیکھا جاتا ہے۔ جمہوری اقدار کے فقدان کی وجہ سے‘ ہندوئوں کے مشکوک احساس ذمہ داری کا مظاہرہ ہوتا ہے جو کہ اکثریت میں ہیں۔ در حقیقت اقلیتی فرقے کو راحت کا احساس دلانا اور ان میں اعتماد پیداکرنا اکثریت کی ذمہ داری ہے۔
میں حال ہی میں سری نگر میں تھا۔ میری رہنمائی کے لئے ایک مسلم انجینئر کو مقرر کیا گیا تھا۔ انہوں نے شکایت کی کہ ان کے مذہب کی وجہ سے انہیں ملک میں کہیں اور ملازمت نہیں مل سکی۔ پرائیویٹ سیکٹر کو جب یہ معلوم ہوا کہ وہ مسلم ہیں تو متعلقہ ملازمت کی تمام اہلیتیں رکھنے کے باوجود‘ انہیں نہیں رکھا گیا۔ ان کے کشمیری ہونے کی وجہ سے معاملہ مزید خراب ہو گیا۔ دیگر مسلمانوں کو بھی ملک میں کہیں بھی ملازمت حاصل کرنے میں دشواری ہوتی ہے۔ پرائیویٹ سیکٹر میں انہیں تعصب کی وجہ سے جگہ نہیں ملتی۔ مسابقتی امتحان میں اچھے نمبر لانے میں دشواری انہیں اس لئے ہوتی ہے کہ ان کی تعلیم مہنگی فیس وصول کرنے والے پرائیویٹ سکولوں میں نہیں ہوتی۔ سرکاری سکولوں میں اچھی سہولتیں اور ماحول نہ ہونے کہ وجہ سے ان کی مشکلات اور بھی بڑھ جاتی ہیں۔ جب میں ''اسٹیٹس مین دہلی'' کا ایڈیٹر تھا تو انگلینڈ سے اپنی تعلیم مکمل کر کے ہندوستان آنے والے ایک مسلم ملازم نے شکایت کی تھی کہ انہیں ایک اچھے علاقے میں مکان نہیں مل پایا۔ میں یہ جان کر ششدر رہ گیا کہ وہ سچ کہہ رہے تھے اور یہ کہ کسی ہندو کے گھر میں مسلمان کرایہ دار کا ہونا ممکن نہیں تھا۔ یہ صورت حال1960ء کی دہائی کی ہے۔ آج بھی اکثریتی فرقے کے رویے میں کوئی تبدیلی نہیں آئی ہے۔
وزیر داخلہ کو یہ یقینی بنانے کے لئے اقدام کرنا چاہیے کہ مسلمانوں کو ہندو اکثریتی علاقوں میں مکان کرایہ پر ملے۔ ورنہ ایسے پر ہجوم علاقے وجود میں آتے جائیں گے جہاں مسلمان خود کو محفوظ سمجھیں۔ معمول کی افطار پارٹیاں منعقد کرنے کا کوئی فائدہ نہیں ہے ‘ جو ہر حکومت اور اس کی دیکھا دیکھی پارٹی لیڈران‘ اقلیتی فرقے کو رجھانے کے لئے کرتے رہتے ہیں۔ ممبئی جیسے مہذب شہر میں بھی فساد ہونے کے دوران‘ اپنی شناخت چھپانے کے لئے مسلمانوں کو اپنے نام کی تختیاں ہٹانی پڑیں۔ افسوس کہ ان کے ہندو ہمسائے ان میں اتنا اعتماد پیدا نہ کر سکے کہ وہ خود کو محفوظ محسوس کریں اور بلا جھجک ان کے ساتھ مل جل کر رہ سکیں۔ جس چیز کی انہیں ضرورت ہے وہ ہے تحفظ کا احساس۔ اور یہ احساس جگانا حکومت کی ذمہ داری ہے۔ اس کے لئے حفاظتی افواج کو مذہبی ترغیبات سے بالا تر ہونا پڑے گا۔ دیکھا یہ گیا ہے کہ فساد زدہ علاقوں میں تعینات فورسز‘ جانب داری اور تعصب پر اتر آتی ہیں۔ امن بر قرار رکھنے کے لئے اکثر فوج طلب کرنی پڑتی ہے کیونکہ اس کا کردار آلودہ نہیں ہوتا۔ راج ناتھ سنگھ کو چاہیے کہ وہ اپنے زیر نگرانی فورسز کو مذہبی تعصب سے نجات دلانے کے لیے اقدامات کریں۔ اس کے بجائے وہ تقریریں کر کے ملک کی تقسیم کے تباہ کن نتائج کا الزام پاکستان پر رکھ رہے ہیں۔‘‘

آرمی میں جانے کا کیا مطلب ہے؟

بلال جیسے بیٹے‘ جو یہ نہیں کہتے میں بڑا ہو کر ٹین پرسنٹ بنوں گا۔ جو اس فولادی عزم کا اظہار نہیں کرتے کہ
 میں بڑا ہو کر اتنی فیکٹریاں لگائوں گا، جدہ میں اتنے کارخانے قائم کروں گا اور لندن میں اتنے مکان خریدوں گا۔ وہ کہتے ہیں تو یہ کہتے ہیں کہ سکول صبح کھل جائے تو صبح ہی واپس جائوں گا، بڑا ہو کر فوج میں جائوں گا اور اپنے شہید دوستوں کا بدلہ لوں گا! 
بلال بچہ ہے مگر دودھ پیتا بچہ نہیں! اس بچے کو معلوم ہے کہ آرمی میں جانے کا کیا مطلب ہے؟ آرمی میں جانے کا مطلب ہے بھاری بوٹ‘ سر پر لوہے کا خود! اور ہاتھ میں بندوق! راتوں کی مشقیں اور دن کے خوفناک تربیتی مراحل۔ گھنے جنگل‘ بلند پہاڑ‘ گہری کھائیاں‘ چٹانوں کے خون منجمد کر دینے والے خطرناک کنارے‘ دشمن کی گولیاں! مٹی کے بستروں پر مشتمل مورچے‘ آگ‘ خون‘ دھول‘ دھماکے اور شہادت! مگر عزم دیکھیے! ابھی چند گھنٹے پہلے اس کے ساتھی اُس کی آنکھوں کے سامنے گولیاں کھا کر زمین پر گرے اور ابھی اُس نے اعلان کیا کہ وہ ڈرنے والا نہیں‘ وہ بدلہ لے گا!
اس ملک کی بھی کیا قسمت ہے! کوئی نشے میں دُھت‘ طبلہ بجاتے ہوئے کہتا ہے‘ میں ڈرتا ورتا کسی سے نہیں‘ اور کوئی موت کی آنکھوں میں آنکھیں ڈال کر کہتا ہے‘ میں ڈرتا نہیں! کوئی عرب بادشاہ کے بخشے ہوئے درہم و دینار سے اپنا کشکول بھرتا ہے اور کہتا ہے سب سے پہلے پاکستان! اور کوئی اس درہم و دینار پر تُھوک کر‘ جان ہتھیلی پر رکھتا ہے‘ رُوح آسمان کی طرف بھیجتا ہے اور اپنا لاشہ سخت کھردری زمین پر گرا کر کہتا ہے۔۔۔۔ سب سے پہلے پاکستان! 
آرمی اور دہشت گرد، دونوں مسلح ہیں۔ دونوں موت کے مسافر! مگر فرق کیا ہے؟ فرق یہ ہے کہ آرمی کا جوان‘ خواہ سپاہی ہے یا افسر‘ بھاگتا ہے نہ چھپتا ہے۔ سینے پر گولی کھاتا ہے۔ دہشت گرد سینے پر گولی نہیں کھاتا۔ کھا ہی نہیں سکتا! دہشت گردی کا لغت میں ایک ہی معنی ہے۔۔۔ بزدلی! حد درجہ بزدلی! وہ مار کر چُھپتا ہے‘ چُھپ کر مارتا ہے۔ اپنے ساتھیوں کو موت کے مُنہ میں ڈال کر‘ کسی موٹر سائیکل پر سوار ہو کر‘ گم ہو جاتا ہے، یہاں تک کہ اس کی موت بھی گمنام ہوتی ہے۔ اس کی قبر کا مقام بھی متنازعہ ہوتا ہے۔ دہشت گرد موت کے لیے لڑتا ہے۔ آرمی کا جوان زندگی کے لیے لڑتا ہے۔ دہشت گرد لوگوں کو ہلاک کرنا چاہتا ہے‘ آرمی کا جوان لوگوں کو بچانا چاہتا ہے!
اُس پروردگار کی قسم! جس نے اِس مظلوم قوم کو بلال جیسے بچے عطا کیے‘ اس ملک کے مقدر میں روشنی ہے۔ صرف روشنی! چاندنی سے دُھلی ہوئی روشنی! سورج کی کرنوں سے بُنی ہوئی روشنی! اندھیرا چَھٹ کر رہے گا! اُفق روشن ہوں گے! باغ مخملیں سبزہ زاروں سے آراستہ ہوں گے۔ پرندے اُڈاریاں ماریں گے۔ کُنج پھولوں سے بھر جائیں گے۔ اس سرزمین پر وہ وقت ضرور آئے گا جب پانی افراط سے ہو گا اور میٹھا ہو گا! جب زمین سونا اگائے گی! جب فیکٹریوں سے بھوک نہیں‘ زندگی پیدا ہو گی! جب حکمران خود سودا سلف خریدیں گے‘ جب ہماری اسمبلیوں میں‘ ایک ایک پیسے کا حساب لینے والے ارکان بیٹھے ہوں گے۔ لوٹ مار ہمیشہ نہیں چل سکتی! ملک باقی رہے گا۔ ملک لوٹنے والے چھلنی میں سے نیچے گر جائیں گے‘ تاریخ کے گھٹا ٹوپ اندھے اندھیرے میں اُتر جائیں گے۔
یہ ملک صرف ڈاکٹر عاصم اور ایان علی نہیں پیدا کر رہا! یہاں صرف گلو بٹ نہیں پیدا ہوتے۔ یہاں صرف وہ دکاندار نہیں جو اپنی ہر صبح کا آغاز مرغیوں کی قیمت مقرر کرنے اور دودھ بیچ کر منافع کمانے سے کرتے ہیں۔ یہاں صرف وہ حکمران نہیں پیدا ہو رہے جن کی سوچ کی بلندی قیمتی گھڑی سے اُوپر نہیں جا سکتی۔ یہاں صرف ٹانگوں کے ساتھ بم باندھنے والے ''سیاست دان‘‘ نہیں پیدا ہو رہے۔ اس قوم میں بلال جیسے آہنی انسان بھی پیدا ہو رہے ہیں! اس ملک کی سرحدوں پر مورچے خالی نہیں‘ آباد ہیں! افغان سرحد سے گولی آتی ہے تو گولی بھیجنے والے کو مارنے والے موجود ہیں! یہ ملک چند مراعات یافتہ اجنبیوں کا نہیں! اسی سرزمین پر جینے اور اسی سرزمین پر مرنے والوں کا حق ہے۔ 
مراعات یافتہ اجنبی! ہاں، مراعات یافتہ بھی اور اجنبی بھی! چودہ سال حکومت پاکستان کے خزانے سے گورنری کی تنخواہ لینے والا برطانوی شہریت کا مالک عشرت العباد بیٹے کی شادی کہاں کر رہا ہے؟ کراچی میں؟ نہیں‘ دبئی میں! مبیّنہ طور پر یہ شادی ''اساطیر اٹلانٹس دی پام‘‘ دبئی میں 22 دسمبر 2016ء کو ہو رہی ہے۔ یہ مراعات یافتہ اجنبی‘ یہ غیر ملکی‘ کلائیو اور کرزن کی طرح یہاں صرف حکومت کرنے آتے ہیں۔ اس کے بعد یہ دبئی‘ لندن، جدہ اور نیویارک میں پائے جاتے ہیں!
تیرہ دسمبر کو وزیراعظم پاکستان نے پشین کا دورہ کرنا تھا۔ اُسی دوپہر کو پشین ریسٹ ہائوس میں وزیراعظم کے لیے ظہرانے کا پروگرام تھا۔ مبینہ طور پر کوئٹہ کے فائیو سٹار ہوٹل کی طرف سے ظہرانے کا جو خرچ بتایا گیا وہ پانچ ہزار پانچ سو روپے فی کس تھا۔ کل خرچ چونتیس لاکھ پچیس ہزار روپے بتایا گیا۔ اس میں روشنیوں، دیگر انتظامات‘ سٹاف کے رات کو وہاں رہنے کے اخراجات بھی شامل تھے۔ عین آخری وقت موسم کی خرابی کے سبب وزیراعظم کا دورہ منسوخ ہو گیا۔ ہماری اطلاع کے مطابق یہ بل‘ بلوچستان حکومت کی طرف سے ہوٹل کو ادا کرنا پڑا کیونکہ ہوٹل کو کیا معلوم تھا کہ دورہ منسوخ ہو جائے گا۔ اس پر قیاس کیجئے کہ جہاں بھی سواری جاتی ہے کتنا خرچ ہوتا ہے۔ ہر ظہرانے پر‘ ہر عشائیے پر‘ جہاں ٹھہرنا ہوتا ہے وہاں کی آرائش و تزئین پر!
مگر وہ سامنے دیکھیے‘ غور سے دیکھیے‘ سیاہ اندھیرے میں‘ دور‘ اُفق پر روشنی کی ایک نازک سی کرن شگاف ڈال رہی ہے! یہ شگاف بڑا ہو گا، اندھیرا چھٹ جائے گا۔ قائداعظمؒ جیسے حکمران ضرور لوٹیں گے جن سے کابینہ کے اجلاس کے لیے چائے کا پوچھا گیا تھا تو جواب دیا تھا‘ گھر سے پی کر آئیں‘ قومی خزانہ وزیروں کے لیے نہیں! قُدرت کے مضبوط ہاتھ چَھلنی کو ہلائے جا رہے ہیں! اس چھلنی سے کوئی نہیں بچے گا!

Reviewing National Action Plan (NAP) against Terrorism in Pakistan

IN the plan to counter terrorism through the National Action Plan (NAP), 2016 was the second operational year. Towards the end of it, we are still mired in debate. After the December 2014 attack on Peshawar’s Army Public School (APS), it was hoped that the political and security leaderships would rationalise the country’s course of action. Sadly, that hope has only partially been realised.

Security institutions made a few adjustments in their operational strategy, but failed to completely transform their counterterrorism approach. The statistics show some improvements, for which every institution is trying to take the credit. Although a downward trend in incidents of terrorism has been apparent since 2010 — owing to multiple reasons — terrorists’ operational infrastructure and support networks, albeit weakened, remain intact.

The APS massacre has become part of bitter memories. NAP was the reflection of a collective pledge that state and society would not repeat past mistakes. Many have welcomed the fact that the mastermind of this crime was killed in a drone strike in Afghanistan this year. But has the Pakistani state changed its course of action?

The government has not seriously attempted to take internal security policy completely into its own hands.
Just a day before the APS anniversary, the judicial commission probing the Aug 8 Quetta hospital bombing put forth its findings, reminding us that old habits die hard. The Quetta hospital bombing was no less a tragedy than the APS one, but state institutions reacted differently. After the Peshawar atrocity, the nation spoke up clearly and loudly against the problem of internal militancy; NAP was an outcome of this realisation. But, apparently, that threat perception almost died by the time the Quetta hospital carnage occurred, where the old problem of externalising the threat became prominent. Indeed, the externalisation factor has become so strong again that state responses have become absurd, as also pointed out in the Justice Qazi Faez Isa inquiry commission report.

Apart from its findings on the Quetta bombing, the commission has come up with some comprehensive recommendations. However, it is not certain whether the government will take the advice seriously. The commission has suggested “NAP should be made into a proper plan, with clear goals, a comprehensive monitoring mechanism, and periodic reviewing”.

Implementation of NAP is a vital challenge that the government has continuously been avoiding. The lack of coordination and cooperation among state institutions and, in particular, the not-so-cordial civil-military relations remain a huge challenge.

However, the government has not made any serious attempt to take internal security policy completely into its own hands. While the government spent 2015 saying that NAP would take time to make progress, this year exposed the low capabilities of those heading internal security. Initially, they successfully shifted the pressure on to the police and its counterterrorism departments, using the National Counter -Terrorism Authority (Nacta) as a cover for their failures. The formation of NAP implementation committees was another tactic to keep shifting the burden of failure. Eventually, NAP has become a political gimmick.

After the Quetta hospital bombing, another implementation committee was formed, and retired Lt-Gen Nasser Khan Janjua was named its head. However, the interior minister has been insisting that the newly constituted NAP implementation committee was “merely an administrative body and both the interior ministry and Nacta will continue to have an oversight role in NAP’s implementation.”

Nobody ever asked about the fate of 16 committees on NAP implementation; the interior minister heads 13 of them. The head of the new NAP implementation committee formed regional committees in all four provinces, Azad Kashmir and Gilgit-Baltistan, despite knowing that provincial apex committees already existed to do the same job. October’s crucial meetings to review progress on both internal and external threats were also briefed by Mr Janjua. As reported in the media, he shifted the burden on to the provincial governments.

The Justice Isa commission recommended the activation of Nacta according to its constitutional mandate. Apparently, the authority showed some progress in 2016. It worked on a ‘red book’ of terrorists containing complete information on and profiles of them. It made available the list of banned organisations on its website and included two more groups on that list, the Lashkar-i-Jhangvi al-Aalmi and Jamaatul Ahrar; Nacta had included these two names when Justice Isa asked the federal government about their status. It rationalised the Fourth Schedule lists and advised banks to take immediate action against individuals on the lists. Nacta was also assigned the responsibility of developing the task force to curb terror financing.

Another initiative that the authority took was the preparation of new forms for madressah registration with the consultation of the Ittehad-i-Tanzeemat-i-Madaris Pakistan, an umbrella organisation of different madressah educational boards. However, despite promises and several announcements, it failed to activate the Joint Intelligence Directorate, which was its core mandate.

What Nacta has achieved is not because a certain institutional mechanism has been evolved where it is operating as an independent authority. The credit for these achievements may go to individuals; otherwise, the counterterrorism body is still operating as a subsidiary of the interior ministry.

A comprehensive review of NAP’s implementation and state responses may reveal more shortcomings in counterterrorism approaches. The state has also failed to address structural issues — crucially, the handling of banned organisations.

The exact level of extremism and potential of terrorist outfits cannot be measured until the complete enforcement of the laws referring to banned organisations. The reason is that groups involved in terrorism get their human resource from them. Banned organisations provide not only ideological legitimacy to terrorist groups but also a conducive environment for their operations. Additionally, banned organisations have encroached on far-right territory and, if this process continues, they will erode the socio-cultural fabric of society.

Threat perception is not a tricky thing and it does not require a tragedy to correct it. It only requires vision, vigilance, and commitment. Otherwise, the National Action Plan remains merely a bunch of documents.

2 YEARS after initiating the National Action Plan, its ownership, implementation and efficacy are being extensively debated. This review has acquired an added urgency in the wake of the Charsadda attack.
The ideal implementation of NAP requires institutional, structural adjustments. An analysis proves that implementation requires multidimensional interventions.
Point one: Execution of convicted terrorists pertains to the ministry of interior, the provincial prisons departments, home departments and the judiciary.
Choking funds for militancy has been a dormant area.
Point two: To ensure conviction and quick disposal of terrorism-related cases, military courts were established via the 21st Amend­­ment. To enhance the efficacy of the existing anti-terrorism courts and reduce the backlog of cases in Sindh, the apex committee recently decided to instal 30 additional courts.
Point three: This reiterates the resolve that armed militias won’t be allowed to operate. It conforms with Article 256 of the Constitution. In Fata, the army dismantled the infrastructure and training facilities of such militias. In Karachi, the Rangers and police jointly reduced the operational space for such forces.
Point four: Strengthening and activating Nacta lies in the federal government’s do­main. A full-time police officer has been entrusted with the task of hiring professionals. A joint intelligence directorate will start functioning in June 2016.
Point five: Countering hate speech and extremist material is the shared jurisdiction of the district administration, police and special branches of the provincial police. The situation warrants that all those who draft, print and distribute such material be nabbed.
Point six: Choking financing for militant groups remained a dormant area. To ensure stern actions against the facilitators and financiers of militancy, the government recently decided to establish the National Terrorists Financing Investigation Cell to track financial transactions meant to fund extremism and terrorism. This requires the collective efforts of the State Bank, the finance and interior ministries, the banking sector and FIA.
Point seven: In acting against the re-emergence of proscribed groups, the ministries of foreign affairs and interior have already notified such organisations. In the provinces, it’s the responsibility of the Counterterrorism Department, Special Branch, police and administration to reduce the room for such groups. It is also their joint responsibility to ensure they don’t resurface with new names.
Point eight: Raising and deploying a dedicated CT force is linked to the provinces. Though such forces are now in the field, they must be under a dedicated command and not employed for VIP duties etc.
Point nine: Taking effective steps against religious persecution requires practical steps by the provinces. Nacta is planning a process to assess the volume, spread and severity of religious persecution in the country and then draft recommendations for policymakers.
Point 10: Registration and regulation of madressahs is another ideal that remains to be achieved. To monitor progress on madressah reforms, KP recently established district monitoring committees.
Point 11: Ban on glorification of terrorism and militant groups through print and electronic media is the responsibility of Pemra and media gatekeepers. The drafting of the Electronic Media Code of Conduct is a positive intervention. The code also incorporates the rights of victims.
Point 12: After clearing out most of Fata to entrust its administration to a civilian set-up, recently a parliamentary committee has been tasked to suggest reforms in the tribal areas. Imple­mentation is in the hands of the centre.
Point 13: Dismantling communication networks of militant groups in Fata is being successfully carried out by the army.
Point 14: Measures against internet and social media abuse for terr­­orism purposes is the domain of the FIA’s cybercrime unit and PTA. Apart from legal intervention, the capacity-building of investigators is required. The public must be educated about the procedure of lodging complaints relating to cybercrime.
Point 15: Where zero tolerance for militancy in Punjab is concerned, although action has been taken, intensified intelligence-led operations are still needed.
Point 16: Taking the ongoing operation in Karachi to its logical conclusion, the federal agencies FIA, NAB and Rangers are actively assisting the Sindh government.
Point 17: To make reconciliation a success in Balochistan is the responsibility of the centre, the provincial government and the political parties. Though the pace is slow, efforts are afoot.
Point 18: Dealing firmly with sectarian militants pertains to home departments, police and special branches.
Point 19: The policy on Afghan refugees rests with the Ministry of States and Frontier Regions, the Foreign Office and the provinces.
Point 20: Reforming the criminal justice system is primarily the provinces’ task.
Reconciliation, de-radicalisation and de-weaponisation also need to be incorporated as top priorities.
